775 ] MASONIC OFFENCES , & c . Bro . "Lex Scripta" has done well in bringing the question of " Masonic Offences and Masonic Punishments " before the Craft by his able article in the Freemason , and I hope that the important points involved in a consideration of the subject will receive all the attention they deserve . Our brother , who is evidently well versed in the general laws of this country , and would doubtless make-probably is—an excellent advocate , has done his best to set before the brethren a sketch of'the rules and

decisions of the Grand Lodge relative to " Masonic Offences , " and their treatment by lodges , Provincial Grand Lodges and Grand Lodge , according to the Book of Constitutions , & c . ; and it seems to me he has proved that Grand Lodge is competent to deal with offences beyond , or " outside of Masonry , " either in support of the action by lodges or Provincial Grand Lodges , or by itself

independently . The point , however , is what class of offences , outside of the Craft , can be dealt with by the Fraternity . It does not appear that this is quite clearly established , save that the offending brother would have to be proved guilty of felony to deserve expulsion by the Grand Lodge , or exclusion by lodge . I take it that the esteemed Grand Registrar could scarcely have intended us to understand

from his ruling on the 7 th March , that " any matter outside of Masonry" could not be submitted as the reason for the exclusion or expulsion of any brother . We know that so recently as June ist , 1 S 87 , a brother was expelled from the Craft for felony of a flagrant character , wholly unconnected with Freemasonry , so it is quite clear that lodges may exclude and Grand Lodge expel for crimes of a

felonious character . " Lex Scripta" has included , in his ably compiled article , all the rules bearing on offences and punishments , and has done , in a most concise manner , what cannot fail to be of . value to Masters of lodges especially , when any serious difficulties arise , respecting the conduct of members . A Master is empowered to refuse admission to a visitor of " known bad character . " This applies to

all lodges on the English Register , save the one to which such a brother belongs , and is practically equivalent to general exclusion . Surely if this can be , the members of the lodge to which such a brother belongs should be empowered to exclude him in like manner , after due trial , & c , or else the lodge in question is less favourably situated than all its sister lodges on the roll . The importance of the subject must be my excuse for saying a word thereon .

W . J . HUGHAN 776 ] ATHOLL GRAND LODGE SEALS .

I hould have added my grain of testimony to that supplied by Bro . Royle , of 117 , Shrewsbury , with reference to the " Atholl" Grand Lodge seal bearing the wotd Institutions , and the accompanying impression in red wax of a coat of arms , but that I had already shewn the two seals to Bro . Hughan and knew that a description of them would come better from his pen than from that of one like myself

who can pretend to no authority m the matter . Permit me to add , however , to what Bro . Hughan has written , that I am having these seals and others used in my lodge engraved , and shall be pleased to send a copy to any brother feeling interest in them and who will forward me his name . Among the articles to which I refer is a brass medal or plate ( graven on one side only ) about 2 J inches by ij inches , and perforated by three holes . Through

these perforations at present runs a piece of old , faded silk ribbon , but they may originally have been used for pins or screws to tasten it to some flat service . Bro . Hughan tells me that so far as he is aware—and his knowledge , we know , covers a wide field—this brass medal or plate is unique . It possibly represents Solomon K . of I ., Hiram , K . of T ., and H . A ., in conection with the building of the First Temple , but Bro . Hughan does not think it a R . A . medal . GEO . THE GIRLS' SCHOOL CENTENARY AND THE ANGLO-DANISH EXHIBITION .

The following circular has just been issued : — " 5 , Freemasons' Hall , "Great Queen-street , London , W . C , " 17 th May , iSSS " Dear Sir and Brother ,

"I have the pleasure to inform you that the Executive Committee ^ have acquired the sole use of the Anglo-Danish Exhibition and Grounds for the night of the 7 th June , between the hours of 5 and 10 p . m . " The brethren and ladies holding tickets for the Albert Hall will be admitted free , and will have the opportunity of seeing the Exhibition and hearing two military bands in

addition to the one in the Hall : the theatre , switchback railway , & c , will be open at the usual prices , and all refreshment partaken of in the Exhibition must hzpaid for , in the Albert Hall they will be provided free as already announced . " This arrangement places a much greater space at the

disposal of the Committee , and enables them to offer more tickets to the Stewards ; I shall be glad , therefore , if you will let me know , at your earliest convenience , how many ( if any ) more you require , by filling in the annexed form , and remitting the amount as before . The minutes of the previous meeting having been read and confirmed , Bros . Frank E . Eastwood and John R . Larke were then raised to the Degree of M . M ., the ceremony being most ably performed by the W . M . The W . M . then vacated the chair in favour of bro . George G . Symons , P . M ., D . C , who , on the presentation of Bro . Henry Follett , P . M ., Treas ., duly installed Bro . Frederick C Herbert ,

The ceremony throughout was most ably performed , and was a great treat to both members and visitors , and at a later period a vote of thanks was ordered to be recorded on the minutes of the lodge to the Installing Master , thanking him for his very valuable services . After the transaction of some formal business the lodge was closed , and the brethren adjourned to an elegant banquet , served under the superintendence of Bro . Samuel Wood ( Wood and Romain ) . At its conclusion grace was sung , and the usual loyal and Masonic toasts followed . The Immediate Past Master , in assuming the gavel and proposing "The Health of the W . M ., " wished him every success , and was sure he would be supported by his officers

in the same efficient manner as he had himself being during his year of office . The toast was received with acclamation . The W . M ., in reply , thanked the brethren for their hearty reception of the toast , and also for the high honour they had conferred on him , and which he fully appreciated , and trusted that at the expiration of his term of office he would be found to have carried out his duties to their entire satisfaction .

The W . M . then proposed " The Health of the I . P . M ., " whom , he said , had conducted his duties in a most satisfactory manner , to the credit of the lodge and unanimous approval of the brethren . The W . M . then presented Bro . Hunt with a gold P . M . 's jewel , and trusted that he might be spared to wear it for many years to come . The toast was heartily received .

The I . P . M . briefly replied , thanking the officers and brethren for their hearty support during his year of office , which had been a very happy and prosperous one , and also for the P . M . 's jewel which they had voted him , and which he should always look upon with pride . The W . M . in a few well chosen remarks welcomed "The Visitors , " of whom he was glad to see so good a muster ,

and trusted they had all enjoyed themselves . The toast met with a hearty reception , and Bros . Boyce , Pett , Wilkinson , Trick , Cantle , and others responded . The W . M . in proposing "The Health of the Installing Master , " alluded to the very efficient manner in which the ceremony of installation had been carried out , and how pleased the lodge was at having so able a member .

Bro . Symons , in responding , expressed his thanks , and said he should at all times be ready , as in the past , tocarry out any duties entrusted to him to the best of his ability , and if his services were gratifying to the lodge he was amply repaid for anything he might do for it . TheW . M ., in proposing "The Health of the P . M . 's , " was sure they would lend him the same loyal support they

had given to his predecessors . Bros . Humphries and Smith suitably responded , the latter referring especially to the fact that he was going up as a Steward , representing the lodge for the Royal Masonic Institution for Girls , and thanked the lodge for the handsome sum they had voted him out of their funds . " The Health of the Treasurer and Secretary " was well

received . Bros . Follett and Fountaine , the latter in the absenca o £ Bro . Nell , responded respectively . The toast of "The Officers" was responded to by tho Senior and Junior Wardens , who promised , on behalf of

themselves and the other officers , to support the W . M , to the utmost of their power . The Tyler's toast brought the meeting to a close . Tha musical programme was most efficiently carried out under the direction of Bro . Kift , assisted by Bros . Moore anij Page , and Mr . Saunders ( violinist ) .
