Upon the removal of the cloth the toasts of "The Queen and the Craft , " " The M . W . Grand Master , " and " The Grand Ofiicers , Present and Past , " were submitted by the President . Bro . GEORGE EVERETT responded briefly on behalf of the last-named toast . The PRESIDENT then gave the toast of the evening , viz ., " The Health of W . Bro . Wm . Fisher . " In his remarks he touched upon the long and distinguished career of Bro . Fisher in the Craft , Royal Arch , and Mark Decrees . He also

mentioned Bro . Fisher's services in the cause of the Masonic Charities and his long connection with the Board of Benevolence . He hoped that the recipient of the testimonial and his good wife would live many years to wear the tokens of friendship and esteem that had been so cordially subscribed to by many brethren . Bro . FISHER , in reply , said that " When the heart is full the lips refuse their office , " and that night he felt the full force of that adage , ancl if he should fail to fully ind properly express his gratitude he trusted that the brethren would ascribe

it to the above cause or to the want of ability to do better . He said that first he had to thank the President that evening most sincerely for the kind and glowing eulogium that he had passed upon him whilst presenting him with the handsome and tangible expression of esteem that the subscribing bretliren had been so generous and thoughtful in giving . He assured the brethren that the honour conferred upon him by the M . W . G . M . in appointing him to oflice was greatly enhanced by the presentation of Grand Lodge clothing , which he should ever

wear and esteem as a memento of the happy lime that he had passed in Freemasonry and of the goodwill and kindness he had always received from the brethren who had known him , whose friendship he greatly valued , and whose good opinion he should endeavour to further cultivate and retain . For the valuable present that had been presented to him on behalt of his dear wife , who had been the companion of his joys and sorrows for 40 years , he feared that he could not find words to suitably thank them . He would say that she would greatly appreciate

and properly value their token of thoughtful kindness . In conclusion he had to thank Bro . Major Walls for his services in connection with the testimonial , ancl which he had brought to so successful a conclusion . He hoped that the good and brotherly feeling that had existed so long between them would ever continue . Bro . GEORGE E VERETT then proposed in very kind and flattering terms 'The Health ot the President . " He then went on to say that it had afforded him great gratification in being present that evening . He had known liro . Fisher for

many years , both as a distinguished member of the Metropolitan Police Force and as a Mason . He fully endorsed every word that had fallen sp elocjuen'ly from the lips of the President as to the merits of the brother who was the happy recipient of so handsome a present . He also cjuite agreed with tit ** feeling that had actuated the subscribers in desiring to present Mrs . Fisher with a souvenir of the esteem and friendship in which her respected and popular husband was held . In conclusion he said that although feeling far from well that day , he at the eleventh hour had come to the

conclusion that it was his duty to be present to do honour to one who had been an excellent public servant , a good man , and a hard-working Mason . In the name of the subscribers he thanked Bro . Major Walls for his exertions in the matter , and which had resulted so satisfactorily . The President having expressed his acknowledgment , the proceedings , which had been so eminently successful , terminated . The clothing and Masonic jewel were furnished by George Kenning and Son , London .

CONSECRATION OF THE BALFOUR COCKBURN LODGE .

Those who are acquainted with the South Maiket Upper Hall , Guernsey , would scaicely have recognised it recently , so altered was its appearance . In fact , it had been turned into a peifeet Masonic lodge , to whose requirements it adapted itself peifectly . The reason of the Market Hall being transformed into a Masonic lodge was two-fold . Firstly ,

because the yearly meeting of the Prov . Grand Lodge of Guernsey and Alderney was to be held there , and , secondly , on account of the consecration of the Balfour Cockburn Lodge . To do honour to these two events the brethren of the island lodges , as well as many from Jersey and Alderney , and also a few belonging to English

lodges , assembled to the number of about 120 , at the lodge at 3 . 30 p . m . on the 9 th instant , at which hour the first portion of the proceedings was timed to commence . The tfftct of all these , attired in full Masonic regalia , particularly those wearing the purple and gold of Prov . G . Lodge , was exceedingly impressive , Such a sight as probably never been seen in Guernsey .

The meeting this year was under the banner of Doyle ' s Lodge , No . 84 , thelodge being opened by the W . M ., Bro . H . S . Hatherell . When this had been done the Prov . G . Master , Bro . J . B . Cockburn , and his Prov . Grand Officers were received with Masonic honours . The Prov . G . Master

then took his seat upon the dais , and having opened the Prov . G . Lodge the minutes of the meeting of May 3 rd , 1899 , were read and confirmed . The Prov . Grand Secretary , Bro . J . B . NICKOI . LS , read several letters from distinguished bretliren wh > were unable to be present . These included the Prov . Grand Master of Jersey , Bro . E . Malet de Carteret , Bro . Carroll , the Bishop of Winchester ( who said he would have certainly been present had he not been on the Continent ) , Sec . The Deputy Prov .

Grand Master , Bro . E . C . Ozanne , was not present , having been called away upon urgent business to England . A letter of regret at absence was also received from Bro . P . Colville Smith , of Truro , J . G . D . England . The roll of the lodges was called , and was answered by the following .- Doyle ' s , No . 84 ; Mariners , No . 16 S ; Loyalty , No . 243 ; St . Anne ' s , Alderney , No . 593 ; Fidelis , No . 18 * 19 ; and St . Sampson ' s , No . 2 « iS .

The PROV . GRAND MASTER then addressed the meeting . In the course of his remarks he said he was greatly pleased to notice the strides that Freemasonry had made of recent years in Guernsey . In speaking of arrears of subscriptions to lodges , the P . G . M . impressed upon all that it was better for lodges to have a small number of members who paid their subscriptions regularly than to have a large membeiship of brethren in

arrears . In concluding his remarks , the Prov . G . M . paid a tribute to the memory of those brethren who had passed away since the last meeting of the Prov . G . Lodge . These were Bros . A . de Jausserand and E . Biddiscombe . He was pleased to have heard that they were laid to their eternal rest with full Masonic honours , in testimony of the esteem in which they had been held by their brethren .

The Auditors' report was read , and showed that the Prov . G . Lodge was in a very satisfactory condition , the year closing with a balance in hand of ^ " 40 1 os . yd . The accounts were adopted . The Prov . G . Lidge afterwards unanimously re-elected Bro . J . T . Liine P . G . Treasurer .

Bros . Hatherell , S 4 , and W . D . Murdoch were elected Auditors for the year . The Prov . Grand Master proceeded to invest his P . G . Officers as follows .-

Tne brethren then adjourned for light refreshment , and a ter about three-quarters of an hour interval , again assembled in the lodge room

Grand Officers retired 111 reverse order to that in which they had entered . Tne brethren then adjourned for light refreshment , and a ter about three-quarters of an hour interval , again assembled in the lodge room
