BY-LAWS OF THE PROVINCIAL GRAND LODGE OF LEICESTERSHIRE AND RUTLAND . These excellent rules for the guidance of the Craft in Leicestershire were agreed to on February 23 rd , 1 SS 6 , and were confirmed by the M . W . Grand Master on the 5 th of the following month . The present is the latest representative of a code oriuinally agreed to on June 3 rd , 1 S 57 , which has passed through several revisions , the previous one of the

series being of special interest , as it contained a valuable History of the Province , by the R . W . Bro . W . Kelly , then Prov . G . Master . Lodges not represented at Prov . G . Lodge are to be fined a guinea each , payable within a month from such meeting . The fees of honour are fifteen shillings each from Prov . G . Supt . of Works to Prov . G . Purst . ; whereas we consider a guinea each would have been better , and even then would not be more than the

usual minimum . No officer is allowed to be appointed by proxy , so that the attendance of all brethren who are to be raistd to the " purple " is thus provided for . This is not a customary regulation , though virtually a regular observance in some provinces . A fine of a half-guinea is inflicted in the event of a Prov . Grand Officer not returning his jewel of office at the Prov . Grand Lodge , when unable to be present himself . The duties of the several Provincial

Grand Oflicers are clearly defined , and so well described as to leave no room for misunderstandings of any kind . Vacancies in Prov . G . Lodge are filled up by the Prov . G . Master in writing , the brother to "take rank in the same manner as if he had been appointed at the annual Provincial Grand Lodge . " Other provinces we know of have a similar rule , but its legality has been doubted , there being no such law in the Grand Lrdge Constitutions .

Summonses of all lodges are to be lorwarded to the Prov . G . Master , D . Prov . G . M ., and Prov . G . Sec , " at the same time as to thc members . " Charity jewels and clasps are presented by Prov . G . Lodge to the Stewards . Nonresident candidates are carefully provided for , due enquiry being a sine qua non ; as also for joining members . Each

accepted candidate for initiation must be provided with a copy of the Constitutions . A roll of the Prov . G . Officers & c , from 1774 to the present time , and an appendix of forms are also added . The book is invaluable for the Leicestershire brethren , and most useful for all provinces to study .

06 4 ] BRO . SADLER'S FIND . I was very surprised to read in the last week ' s Freemason an article from Bro . Sadler stating his discovery of the early allusion to a Prov . Grand Master for Chester . As his interesting communication was sent a few weeks ago , its inseition having been delayed because of the " pressure of other matter , " Bro . Sadler was most certainly the first to

discover that curious fact , though , strange to say , without knowing of his find , I , later on , came across the same fact , and announced it in the same number of the Freemason , at the same time drawing attention to an entry for Warwickshire , ¦ which had also been overlooked . Bro . Sadler lold us he had sent a letter to the Freemason on

some old Chester Lodges , but neither Bro . Lane nor myself had any idea that it related to the premier Prov . Grand Master , so far known , for England . The register of members alluded to evidently points to the appointment of a Prov . Grand Master earlier than that noted by Dr . Anderson for Wales , as Bro . Sadler has discovered and noted . 1 consider the discovery a remarkable one . W . J . HUGHAN .

ti 05 j EARLY CUES IKK MASONRY . 'Replying to the query in I ' m . H . Sadler ' s interesting ; article on thc Chester Lodges , in the Freemason of June 12 th , 1 may say that one ( I believe the first ) of the three Chester Lodges entirely disappears after 1725 . 1 am , however , able to supplement liro . Sadler ' s information to some extent , as in a subsequent edition of the Engraved

List of 1725 , pib'ished late in that year , the three Chester Lodges are given as follows : —The 50 th on the list ( or 57 th reckoning the spaces , seven of them being blank , indicating lodges tjiat had once existed ) is "Sun , City of Chester , liridn Street " ; the 51 st ( or 5 S 1 I 1 including the vacancies ) is " Spread Eagle , City of Chester , Castle Street " ; and at the end of tlie list ( evidently omitted bv the engraver

from the earlier edition " , 111 the 70 th place ( or 77 th including vacancies ) , '" Cai . l / c and Fa / con , Watergate Street , City of Chester . " 'Ibis , therefore , supplies the particulars as to the " signs of the houses , " or places of meeting , lacking in the lii > t edition of llie Engraved List for the same year , and proves , I think , in connection with the fact that the -. written list in thc G . L . Minute Hook contains

the three ; lodges in close succession , that thc appearance of l ~ . un lodges only in the first Engraved List of 1725 must have been an accidental error , whicli was rectified by placing the omitted lodge at the end of the next edition of the Engraved List . The fact that these Chester Lodges then bad so goodly a number of members , ^ j . S , 27 , and 24 respectively , certainly favours Uro . Sadler ' s conjecture that they had been in

existence for a considerable time . No date is assigned lo the two surviving lodges ( Nos , 32 and 33 ) in the Engraved Lists to 1730 , inclusive , but in 1740 the date" 1724 " is given to both . The Engraved List from which 1 have quoted the above particulars has been reproduced in facsimile irom a copy 111 Bro . M ., who had expressed a special desire to raise his particular friends—Bros . Shaw and lceton—to the Third Degree , which he did in a masterly manner , and , coupled with the surroundings of the beautiful temple which Messrs .

Spiers and Pond has had built at the Criterion , the splendid organ presided over by Bro . Oliver , rendered this most solemn ceremony all that could be desired . The W . M . then rose and spoke of the great pleasure it afforded him in presenting a very handsome jewel to Bro . John Tuck , Secretary , for his indefatigable exertions to the duties of the lodge , and alluded to the self-denying labour it must be

to carry them out in so large and influential a lodge as the Ranelagh without friction , which rendered the office no sinecure . This jewel which he now presented to Bro . Tuck by the unanimous vote of the lodge , was a mark of regard and respect , and in appreciation of his eminent services as Secretary , and the W . M . concluded by expressing an earnest hope that the G . A . O . T . U . would long spare

him to act in that capacity , and to wear the jewel as a pleasing reminiscence of the many happy meetings of the Ranelagh Lodge . Bro . Tuck , in response , thanked the lodge in a few wellchosen words for the mark of esteem and appreciation of his services for tbe past six years .

This being the whole lodge business ol the evening , it was closed in due form , and the brethren adjourned to the banquet , where the usual loyal and Masonic toasts were admirably given by the VV . M ., and heartily responded to , and a very enjoyable evening spent by all present , which did not terminate until a very late hour .

SOUTHAMPTON . —New Forest Lodge ( No . 319 ) . —The usual monthly meeting of this lodge was held at the Bugle Hotel , on Tuesday , thc Sth inst ., when there was a large attendance , including many of the past and present officers of the Albert Edward Lodge , and several other

visitors . Ihe ceremonies of the day were impressively performed by the VV . M ., Bro . J . C . Burbage , and at the close of the proceedings an adjournment was made to a banquet provided by Bro . Dote , P . M ., and a very pleasant evening was spent .

MARYPORT . —Perseverance Lodge ( No . 371 ) —The installation meeting of this lodge took place on Tuesday , the Sth inst ., at the Freemasons' Hall , when Bro . E . B . Penrice , S .
