" POINTS . " To the Editor of the "Freemason . " Dear Sir and Brother , As it is contrary to ordinary usage for any "au thoritative " ruling to be given upon any point in dispute . unless either such point is raised in a case which comes before the Board of General Purposes , or is of such

importance as to warrant a departure from this traditional custom , I venture to address you somewhat at length in reply to two letters in your issue of the 14 th inst . Your correspondents— "Secretary " and "P . M . "—ask in one case almost the same question ; at all events , the questions are so nearly alike , that they can be replied to

in one answer , namely : — ist . A Past Master who ceases to be a subscribing member of any lodge for 12 months , ceases to be a member of Grand Lodge ( and inferentially of Provincial Grand Lodge ) till he again becomes a Warden or a Master of a lodge . — Vide Constitutions * Rule 9 .

2 nd . Such a Past Master , seeing that he still holds thc degree of Past Master , can discharge in any lodge the functions of a Master upon being requested to do so by the Presiding Officer , and he would probably he , by courtesy , accorded whatever precedence he was entitled to at the time of his ceasing to be a subscribing member . —See Rule 141 .

3 rd . The payment or non-payment of a joining fee has nothing to do with the question . The second question of "P . M . " is one upon which no legal ruling can be given ; but I will answer it as briefly as the very wide question it raises once more in your columns permits ; and , in the first place , let me recommend your correspondent to refer to the long , animated , and valuable

discussion of this very subject which took place in your journal between the 4 th August and the ioth November , 1 S 83 . That discussion arose in consequence of an amendment to Rule 1 S 9 ( then 186 ) having been proposed , which aimed at giving every Past Master who joined a lodge rank among the Past Masters of the lodge he j ' oined . This was carried on the Sth August , 1 SS 3 .

A very large majority of your correspondents ( as I pointed out at the time ) were opposed to this amendment , and Grand Lodge , on the 5 th December , 1883 , finally rejected it after a long discussion . The effect of this decision was , that Grand Lodge emphatically refused to define , and consequently our Book of Constitutions docs not define , thc position of a Past Master

either in a lodge the chair of which he has occupied , or in any other lodge of which he may become a member . The whole question is left open for the lodges and brethren to settle among themselves . While therefore , as already observed , no legal decision is possible , I venture tothink thefollowingisaneoHtVflWfone . Bro . Z . being a member of Lodge No . 1 , joins Lodge

No . 2 , and becomes Master of No . 2 ; the fact of his doing so neither directly nor indirectly alters his position in Lodge No . 1 , except that ( a ) he is entitled to be returned annually by both lodges under Rule 179 ; ( b ) and he can discharge the functions of a Past Master as defined in Rule 141 . It follows from what I have laid down above that there are no " proper parties " who can give any " authoritative

decision " on this matter , and I venture to express the earnest hope that a subject which has in the past shown itself so full of difficulty , and so much calculated to lead to acrimonious discussion , will be allowed to rest where thc wisdom of Grand Lodge has determined it ought . I venture to think that where "bitterness " over such a

matter can arise , no ruling of any authority , however exalted , would remove it , but , on the contrary , would probably intensify it , and that the only way is for brethren to think rather less about sitting in the uppermost rooms at " feasts , " and to remember that in Freemasonry , as in all other things , " he that humbleth himself shall be exalted . MASONIC JURISPRUDENCE . To thc Editor of thc " Freemason . " Dear Sir and Brother , I am delighted fo see by the note in your leaderette that there is a prospect of an authentic modern work on this subject . The number of questions asked in your columns , and the comparatively small number of

satisfactory answers , prove the want . In despair of an abler brother taking up the subject , I had commenced reading up , with a view of attempting to rewrite Oliver's " Masonic Jurisprudence ; " but am very glad to be relieved of the task . If I can be of any assistance to the brother who has commenced , I shall be most hapoy to put myself in communication with him . —Yours rruly , LEX SCRIPTA . November 16 th .

To the Editor of the "Freemason . " Dear Sir and Brother , In reply to letters from " Secretary " and " P . M ., " I should say that a P . M . ceasing to be a subscriber to any lodge for 12 months , and then joining any , or rejoining his own lodge , would rank as a P . M . " in the lodge , " but not " of the lodge , " and could therefore occupy the chair in

the absence of the W . M . and P . M ' s . of the lodge , but would not be on any Lodge Committees ( unless specially elected ) , nor would he be a member of Grand Lodge ( see Rule g , Book of Constitutions ) . In the second case , he would be in a precisely similar position except that he mould be a member of Grand Lodge . " POINTS . " To the Editor of the "Freemason . " Dear Sir and Brother , As it is contrary to ordinary usage for any "au thoritative " ruling to be given upon any point in dispute . unless either such point is raised in a case which comes before the Board of General Purposes , or is of such

importance as to warrant a departure from this traditional custom , I venture to address you somewhat at length in reply to two letters in your issue of the 14 th inst . Your correspondents— "Secretary " and "P . M . "—ask in one case almost the same question ; at all events , the questions are so nearly alike , that they can be replied to

in one answer , namely : — ist . A Past Master who ceases to be a subscribing member of any lodge for 12 months , ceases to be a member of Grand Lodge ( and inferentially of Provincial Grand Lodge ) till he again becomes a Warden or a Master of a lodge . — Vide Constitutions * Rule 9 .

2 nd . Such a Past Master , seeing that he still holds thc degree of Past Master , can discharge in any lodge the functions of a Master upon being requested to do so by the Presiding Officer , and he would probably he , by courtesy , accorded whatever precedence he was entitled to at the time of his ceasing to be a subscribing member . —See Rule 141 .

3 rd . The payment or non-payment of a joining fee has nothing to do with the question . The second question of "P . M . " is one upon which no legal ruling can be given ; but I will answer it as briefly as the very wide question it raises once more in your columns permits ; and , in the first place , let me recommend your correspondent to refer to the long , animated , and valuable

discussion of this very subject which took place in your journal between the 4 th August and the ioth November , 1 S 83 . That discussion arose in consequence of an amendment to Rule 1 S 9 ( then 186 ) having been proposed , which aimed at giving every Past Master who joined a lodge rank among the Past Masters of the lodge he j ' oined . This was carried on the Sth August , 1 SS 3 .

A very large majority of your correspondents ( as I pointed out at the time ) were opposed to this amendment , and Grand Lodge , on the 5 th December , 1883 , finally rejected it after a long discussion . The effect of this decision was , that Grand Lodge emphatically refused to define , and consequently our Book of Constitutions docs not define , thc position of a Past Master

either in a lodge the chair of which he has occupied , or in any other lodge of which he may become a member . The whole question is left open for the lodges and brethren to settle among themselves . While therefore , as already observed , no legal decision is possible , I venture tothink thefollowingisaneoHtVflWfone . Bro . Z . being a member of Lodge No . 1 , joins Lodge

No . 2 , and becomes Master of No . 2 ; the fact of his doing so neither directly nor indirectly alters his position in Lodge No . 1 , except that ( a ) he is entitled to be returned annually by both lodges under Rule 179 ; ( b ) and he can discharge the functions of a Past Master as defined in Rule 141 . It follows from what I have laid down above that there are no " proper parties " who can give any " authoritative

decision " on this matter , and I venture to express the earnest hope that a subject which has in the past shown itself so full of difficulty , and so much calculated to lead to acrimonious discussion , will be allowed to rest where thc wisdom of Grand Lodge has determined it ought . I venture to think that where "bitterness " over such a

matter can arise , no ruling of any authority , however exalted , would remove it , but , on the contrary , would probably intensify it , and that the only way is for brethren to think rather less about sitting in the uppermost rooms at " feasts , " and to remember that in Freemasonry , as in all other things , " he that humbleth himself shall be exalted . MASONIC JURISPRUDENCE . To thc Editor of thc " Freemason . " Dear Sir and Brother , I am delighted fo see by the note in your leaderette that there is a prospect of an authentic modern work on this subject . The number of questions asked in your columns , and the comparatively small number of

satisfactory answers , prove the want . In despair of an abler brother taking up the subject , I had commenced reading up , with a view of attempting to rewrite Oliver's " Masonic Jurisprudence ; " but am very glad to be relieved of the task . If I can be of any assistance to the brother who has commenced , I shall be most hapoy to put myself in communication with him . —Yours rruly , LEX SCRIPTA . November 16 th .

To the Editor of the "Freemason . " Dear Sir and Brother , In reply to letters from " Secretary " and " P . M ., " I should say that a P . M . ceasing to be a subscriber to any lodge for 12 months , and then joining any , or rejoining his own lodge , would rank as a P . M . " in the lodge , " but not " of the lodge , " and could therefore occupy the chair in

the absence of the W . M . and P . M ' s . of the lodge , but would not be on any Lodge Committees ( unless specially elected ) , nor would he be a member of Grand Lodge ( see Rule g , Book of Constitutions ) . In the second case , he would be in a precisely similar position except that he mould be a member of Grand Lodge .
