A LEGAL QUERY . To thc Editor of the " Freemason . " Dear Sir and Brother , In the letter which you published last week from "Secre ' ary , " the question "Does he resume his rank as Past Master ? " is a little ambiguous . If "Secretary " means "Does a rejoining P . M . who has not belonged to a

lodge for 12 months resume his position as a member of Grand Lodge ? " the answer is " No , by Rule 9 of the Book of Constitutions . " If he means " Does he resume his rank as P . M . of his lodge , " the answer will be "Yes , " because he has never really lost that rank , though he has lost its privileges in Grand Lodge , since no lapse of time or failure of subscription can alter the fact that Bro . A .

was VV . M . of a certain lodge during a certain year . The above mav also serve to answer the first question asked by " P . M . " As for his second question , a P . M . of Lodge B ranks in his mother lodge , A , between the junior P . M . and the S . W . of the latter lodge . This position is given to him by

Rule 141 . Such enquiries bear you out in your remarks as to the want of a work on "Masonic Jurisprudence , " though , after all , it is doubtful if brethren who do net study the Constitutions would study such a work . —Yours fraternally , November 17 th . E . L . H .

THE POSITION OF PAST MASTER . To the Editor of thc "Freemason . " Dear Sir and Brother , As you do not reply to the queries of " Secretary " and " P . M ., '' in your issue of 14 th inst ., allow me to state my views . The subject has been threshed out in your columns , whether satisfactorily or not isa matter of opinion .

There can I think be no question that once a P . M ., always a P . M ., but if such an one has ceased to be a subscribing member of a lodge and joins again , he should always ( in my opinion at least ) remain the last on the lists of P . M . ' s Such a man deserves , in fact , blackballing ( in my opinion ) as a joining member , if after having attained the honour of the chair , he deserts his lodge , and then afterwards

comes up as a joining member . Such conduct shows he was quite unfit lor the position he had attained . There appearing to be no rule on the subject , it must be left to the judgment of the lodge itself , but I have no hesitation in saying that if a joining P . M . under the circumstances supposed by "Secretary , " and " P . M . " ( ist query ) , who might be senior to myself originally , asserted his right to

woik the cert-monies in the absence of the VV . M ., I should mott decidedly leave the lodge ( for the occasion ) , as I should consider that the brother had , so to say , retired or deserted his lodge , whichever way you like to take it . As regards " P . M . ' s " 2 nd quer > there seems to be no difficulty . Bro . X . of A lodge becomes W . M . of B lodge , his position is exactly the same in A lodge as be / ore ; he

is , however , a P . M . of B lodije , and is a P . M . in the Craft ; he may , however , be only I . G . in A lodge . P . M . could ot course write to the Grand Secretary ' s office on the point , but surely if he thinks out the matter for himself , his own common sense will be a pretty good guide , and he must remember that any reply outside the

Bunk of Constitutions would be sure to be set at nought as not binding by any brother who held a different opinion as to the ruling . I do not venture to lay down the law , I only give my own private opinion of what sei-ms to be the natural answer to thc questions proposed . —Yours fraternally , ANOTHER P . M . November 17 th .

VVe h .. pe that the example set by Bro . William Watson . P . M ., & c . Leeds , will be followed , for his " Brief Record of the Mascnic Career of the Rev . Thomas Cartwright Smvth , D . D ., LL . I ) ., " & c , is just the kind of thing which is much wanted in relation to many of our esteemed Masonic veterans . Short sketches might he sent to the Freemason lor publication , or , better still , printed and circulated as the little brochure now in our hands . The cost is slight ; but

we are persuaded there are a numerous circle of readers who would welcome reliable data of the Masonic career of the chief Masons of our land and of other lands , especially if brevity and accuracy are happily blended . Bro . Watson has done his part well , and in his introduction briefl y considers the fact that " Masonry is a progressive science . " He considers that to this our Society " largely owes its present brilliant and exalted position , " and we are inclined

to agree with him accordingly . He evidently objects to the statement that " Arch Masonry is a creation of recent date , " and if by " recent date" he means within a century , we also are in agreement with him . VVe , however , have not seen it proved that " Arch Masonry " was worked any earlier than a century and a half ago . The " humble tribute " offered by Bro . Watson to " a veteran worker in the Craft" is alike honourable to the

author and the respected Dr . Smyth , who it appears saw " Masonic Light " in the Isle of Man some 42 years ago , under the Scottish Constitution . In 1844 he came under our Grand Lodge , and especially at Newcastle worked so hard , that he was made Provincial Grand Chaplain before serving in the chair . As Government Chaplain in India from 1849 , his abilities as a Masonic instructor were most conspicuous . As VV . M . of 7 G 1 , Agra , 1852-3 , and of 922 , Mussoorie , 1854-0 , Prov . Grand Chaplain , and Prov . Grantl

Warden of Bengal , and in other capacities , his name was known and respected far and wide . His Mastership of other lodges and his conduct under the trying ordeal of the Indian Mutiny are all graphically described by Bro . Watson , and his career as a Mason is such as to render it certain that his Mastership of the Prudence Lodge , Leeds , will be most successful ; hence we joir , in the hope expressed that " for many years he will live to enjoy the blessings of health and strength and the respect of the Craft . "

Bro . the Lord Mayor presided at the third annual meeting , held at the Mansion House on Thursday , the 13 th instant , of the subscribers to the Rowland Hill Memorial and Benevolent Fund .

on his first occupying thc chair we have seldom witnessed , nor can we withhold our concurrence in the universal feeling that Bro . Akers had and would well and worthily uphold the high reputation of the Union Waterloo Lodge . Refreshments after labour were hospitably and bountifully tendered , and on reassembling round the social board the usual loyal , Masonic , and lodge toasts were drank with enthusiasm , and some excellent singing enlivened the proceedings .

VITRUVIAN LODGE ( Xo . 87 ) . —A bi-monthly meeting of this lodge was held at thc Bridge House Hotel , London Bridge , The VV . M ., Bro . Daves , presided , and was supported by Bros . Minstrell , S . W . ; Birch , J . W . ; Watson , S . D . ; A . Lambourne , j . D . ; Chamberlain , I . G . ; Bale , I . P . M . ; Skirving , P . M . ; Whiting , P . M . ;

Thurkle , Treas . ; Nightingale , Irving , Huntley , Carter , Barrett , Barnet . Nicholls , and others . The ceremony of raising was performed , and a vote of sympathy with Bro . W . Stuart , the Secretary , who was prevented , owing to illness , from attending , was passed . Afterwards the brethren partook of refreshment together .

ZETLAND LODGE ( No . 511 ) . —The installation meeting of this old-established lodge was held at Anderton ' s Hotel , Fleet-street , on the 4 th inst ., when there were present Bros . Parkhouse , W . The lodge being opened in the First and Second Degrees , Bro . J . H . Taylor , W . M . elect , was presented for installation , the whole of which ceremony was performed in a most impressive manner by Bro . S . H . Parkhouse , the several addresses being j ^ iven in a manner which proved he was no novice in the art . The brethren having saluted in the

Cama to the lodge , and proposed , as a slight recognition of his kindness , and to mark the esteem in which he is held by the brethien of the Zetland Lodge , that he should be elected an honorary member ; this was seconded by Bro . Read , P . M . and Sec , and carried unanimously . The lodge being closed , the brethren adjourned to a

banquet , served in Bro . Clemow ' s best style , at the conclusion of which the usual toasts were given ; the toattt of "The Visitors" being ably responded to by Bro . Dr . Pocock and others . The Tyler ' s toast brought a most agreeable evening to a close . Bro . Oliver presided with his usual kindness and ability at the piano .

CAPPER LODGE ( No . 1076 ) . —A large and enthusiastic gathering of the members and friends of the above excellent lodge took place on Thursday , the 12 th inst ., at the Guildhall Tavern , Gresham-street , City , to witness the installation of Bro . William Harvey Harris , S . W . and W . M . elect , and to tender him "Hearty good wishes" for his health and happiness , especially during his coming year of ofiice . I he lodge vvas opened by Bro . W .

Nevins , W . M ., and the work , as shown on the agenda paper , consisted of the raising of Bro . Sully , the passing of Bro . Lorney , and the initiation , after ballot , of Messrs . Walter Witton Daw and Charles Ingram , all three ceremonies being admirably performed by the W . M . He then in good style carried out the ceremony of installation , and placed Bro . Harris in the chair of K . S . in ancient form . That brother having been duly saluted , invested his officers

The lodge was then closed , and the brethren sat down to an elaborate and handsomely served banquet , under the direct superintendence of Bro . Bro . Nevins , LP . M ., proposed " The Health of the Worshipful Master , " and , aftei paying him a high compliment upon the able and earnest manner in which he had risen to his present position , pointed out how admirably he had acquitted himself in the act of investing his ollicers—a light duty perhaps , but indicative of what would follow when the working of the ceremonies devolved upon him . Bro . Harris was actuated by an earnest desire to do his duty , and he

( Bro . Nevins ) was sure that none in that room had the interest of the lodge more at heart than their W . M . He called upon them therefore to drink the toast with all the enthusiasm it deserved . Bro . Harris , in response , heartily thanked them for the kind manner in which they had received the toast of his health . No words that he could utter could adequately express the pride and pleasure he felt at having arrived at the

chair of the lodge that day . He could only thank them for electing him , and could assure them that nothing should be wanting on his part to carry out the duties of his position , not only to the benefit of Freemasonry at large , but for the benefit of the Capper Lodge . He again thanked them , and resumed his seat amid much applause . The VVorshipful Master then proposed the toast of "The Past Masters , " and , in so doing , trusted he should have the

same support from them as his predecessors had had , and , further , that they would find him worthy of that support . Bro . Nevins returned thanks , as the youngest Past Master , and could only say that it was a position he had long coveted . He had been a member of the lodge for many years , and always looked to the left of the chair as the highest point of his ambition . He should , as the Past Master before him had done , be always willing to assist any rising brother and aid the W . M ., should he be required ,
