RE PAST MASTERS' COLLARS . To the Editor of the " Freemason . " Dear Sir and Brother , " P . M . " has very clearly shown that the Revised Constitutions on Regalia are somewhat "dubious " as to Past Masters' collars . But the Lex non Scripta , or custom , of the Craft , supplies for the present generation ,

at least , a guide of sufficient authority for the most " constitutional" of its members . There was no ambiguity in the previous Book of Constitutions on this point , and 1 would refer " P . M . " to the Edition of 1 S 73 , pp . 121 , 122 , where it is plainly ruled that " a Past Master'sjewel" must be worn pendant to a collar , sucn collar " to be light blue ribbon , four inches broad ; if

silver chain be used , it must be placed over the light blue ribbon . " To prevent any doubt arising in the future as to this matter , it would perhaps be desirable to amend Regulation 307 , by inserting in the first line after the word " officers " and Past Masters . The rule would then read : ( 307 ) The collars of the officers and Past Masters of private lodges to be light blue ribbon , four inches broad ; if silver

chain be used it must be placed over the light blue ribbon . " No doubt Grand Lodge would approve of this amendment . Rule 30 S would not require any alteration , so far as Past Masters are concerned . Allow me again to ask the question "When were Past Masters first admitted as members of Grand Lodge ?" PAST MASTERS . To the Editor of the "Freemason . " Dear Sir and Brother , To my mind the omission of a Past Master ' s collar from the regalia clauses in the Constitutions has been an oversight , and ought to be remedied by Grand Lodge , the same as was done a few months' since in reference to the decoration of English representatives at foreign Grand

Lodges . A Past Master is permitted to continue to wear the levels on his apron and a P . M . ' s jewel at any Craft meeting . Why not therefore allow him to wear a collar to attach his jewel to , especiall y when he is compelled to wear one in Grand and Provincial Grand Lodges ? I hope some London brother will bring this evident omission before Grand Lodge in a temperate manner , and not defy that body as " P . M ., " in his letter threatens to do . —I am , yours fraternally , MANCUNIUM .

ROYAL ASYLUM OF ST . ANNE'S . To the Editor of the "Freemason . " Dear Sir and Brother , A child of the late Bro . W . F . Lane , who was collector to the Royal Masonic Benevolent Institution , is an applicant at the ensuing election , for the fourth time , for the benefits of the Royal Asylum of St . Anne ' s .

Doubtless , if made acquainted with the circumstance , many members of the Craft would gladly assist with votes , which the widow finds so hard to obtain , more especially as the case is ineligible , under the rules , for the Masonic Institution for Boys—one of the family being already there .

FREEMASONS' CALENDAR , LINCOLNSHIRE , 1 S 86 . Bro . B , Vickers , Prov . Grand Sec . of Lincolnshire , has edited the " Freemasons' Calendar and Directory " for his province , and we congratulate him on so doing . It is the first of its kind issued for Lincolnshire , and its advent must surely be a matter of satisfaction to the many more immediately concerned , and there are not a few outside the county who will be gratified to witness another addition

to the Provincial Directories , now increasing year by year . It is to be hoped that the increase will continue until all the Provincial Grand Lodges have such most useful representatives . Bro . Vickers has made a good start , and given a mass of _ information , but , unfortunately , much of its value is considerably lessened by the absence of dates , e . g ., there is a long list of "Past Provincial Grand Officers from 1792 , " arranged most carefully under the

several oliices , but the years of appointment are not stated . Surely these should be given , and whilst the interesting compilation was being made , might easily have been added . "Meetings of Prov . Grand Lodge" from 1792 to 1 S 85 , as held in the various towns , arranged alphabetically , is a good idea , and is quite a new feature . There are 23 lodges in Lincolnshire , the senior having been warranted in 17 S 9 and the junior in 1 SS 4 ( not 1 S 85 ) . The officers of

all these lodges are duly reported , and also the names of all the Past Masters , but the latter lists lack the years of service , and Prpvincial Grand Lodge rank ( if any ) , two points of great importance in such a work . There are six Royal Arch Chapters , and five Mark Lodges , each Degree being well looked after bv a Provincial Organisation , the

former being under the genial rule of Major W . H . Smyth , tbe esteemed Prov . G . M ., and the Mark has forits honoured Prov . G . M . the R . W . ; Bro . Jack Sutcliffe . Three of the Mark Lodges , we regret to notice , have not supplied the names of their officers , for which omission the Masters or Secretaries , we presume , are to be blamed . The " Historical
