AN IMPORTANT POINT . _ To the Editor of the "Freemason . " Dear Sir and Brother , 1 cannot agree with Bro . Ohren to omit the word " present" in rule No . 210 , as this word makes it clear that the case is to be decided by the brethren present at

that particular meeting , and not by all the members of the lodge , unless they are then there . As Bro . Ohren seems to think , and perhaps rightly so , that my introducing the word " shall , " viz ., "who shall vote , " may be construed to mean that all must vote , I am quite willing to withdraw the word " shall , " and that the

sentence should read— " by a majority of not less than two-thirds of the members present WHO VOTE . " In reply to " Lex Scripta , " I do not know of any authority under the Book of Constitutions giving the Master power to call upon the brethren to either vote or leave the lodge . If it were proposed to add such a rule to

our laws , 1 should be much inclined to oppose such an addition . Each member of a Iodge has a vote on every question put from the chair , and he is free to use it or not as he likes . What 1 do most strongly protest against is that brethren who do not vote when a motion of exclusion is before a lodge

should be counted as voting in opposition to the exclusion , and thus upset the decision of the majority of those who do vote . It is contrary to common sense and to our procedure in all other cases . It a brother objects to the proposed exclusions , vote against it . I know that this is the opinion of a large number of

the breihren . "Lex Scripta ' s" argument that the non-voters may by a stretch of imagination be supposed to give a verdict of "not proven , " is totally beside the mark , as there is not anything of the kind that I am aware of in the Book of Constitutions , and , further , when a

Scotch jury brings in a verdict of " Not Proven " ( which verdict every jury in criminal cases ought to have the option of returning ) , it is done by the jury voting for it , and not by the jurymen refusing to vote , as "Lex Scripta " implies . —Yours truly and fraternally ,

HISTORY AND BY-LAWS LODGE FORTITUDE , No . 64 , MANCHESTER ( Bolton , 1 SS 8 ) . This interesting compilation was made by the lamented Bro . G . P . Brockbank , Sec , P . G . Std . Br . of England , & c , who was the VV . M . elect of the lodge for i 88 S-a . Apparently this "labour of love " was the last of the many of the kind he did for the Craft , as the proof sheets

were received from the printers by our friend , but not revised by him . Bro . Brockbank had intended the brochure for presentation to the members of No . 64 , on his installation as W . M . in June last , the " 150 th year of its uninterrupted continuance as a lodge , " but as Bro . J . H . P . Leresche , P . M . 64 , & c , says in his too brief introduction " It pleased the G . A . O . T . U . to prevent the

accomplishment of the wishes of the Fortitude Lodge , as well as his own , by removing—as we reverently trust , to the Grand Lodge above—the W . M . elect within almost a few hours of our meeting [ for installation ] last month [ June , 1888 ] . With the kind help of Bro . James Newtonj P . P . G . D ., Prov . Assist . G . Sec , some trifling additions and corrections have been made . " No one valued the services of

Bro . Newton on behalf of his province , more than his coadjutor , Bro . Brockbank , so that the revision fell into good hands . First as to the by-laws . The Secretary informed the members at the meeting held nth June , 18 S 6 , that they had "undergone a complete revision by the Grand Secretary of England , and they had been altered so as to place them in accord with the Book of

Constitutions of the Order . " The former rules were issued in 1863 , and save as respects one or two unusual clauses are continued to this day , with trifling alterations . One omitted , provided for only Past Masters and Present or Past Grand or Provincial Grand Officers being eligible for the chair , and another was to a similar effect as respects joining members . Possibly this feature will be preserved

by the members virtually , though not now retained in the by-laws , as one of the rules is continued , which refers to the fee for initiation , fixed at seventy-five guineas . This is almost prohibitive , and so far as candidates are concerned , effectually confines the membership to the limits so long respected by the brethren . Another rule was to the effect that "a brother who has not been a member of the

lodge one month cannot speak or vote on any question , " which was clearly contrary to the Book of Constitutions and is not in the new rules . Membership and all its privileges cannot thus be deferred , for even on the night of initiation or joining , the right of voting or speaking can be exercised by such members as freely as in a month ' s time , or at a later period . The historical portion may be said to be introduced by Bro . J . H . P . Leresche , who in a neat

envoi alludes most appreciatively to Bro . Brockbank ' s labours . He states that a "microscopical examination made by me to-day accounts for an apparent discrepancy between Bro . Lane's book [ " Masonic Records 1717-18 S 6 " ] and our warrant . At the date of the latter ( 1772 ) the number assigned to the Fortitude by Bro . Lane was 83 , and it did not become 63 ( as appears on the face of the warrant ) till the year 1792 . The original figure on the parchment would appear to have been erased by some one

and the figure 6 substituted on the erasure—a proceeding , Bro . Newton informs me , by no means without precedent in his researches . " A copy of the warrant follows the introduction , in which we are sorry to note the erroneous " 63 " is reproduced . Bro . HugVian aUo gave a copy o £ the charter in the Freemason for January 14 th , 1 S 88 , but the two transcripts are not in exact agreement . He also

noted that No . 63 should be 83 , of A . D . 1772 . The lodge was formed in January , 1739 , by the Prov . Grand Master ' s authority , at Salford , but did not get on the roll of the Grand Lodge until 1 744 3 s 1655 , for particulars of which see Bro . Lane's great work , lt then took the place of a former lodge of January , 1739 , erased in 1 744 , bearing that number . The several places of meeting are duly

detailed , many being supplied from Bro . Lane's Masonic Records , " the minutes being lost prior to 1846 , which is a great misfortune , but the lack of such books has been compensated for in part by Bro . Newton , who is preparing an official history of the province , having placed the best materials at his disposal in Bro . Brockbank ' s hands for his

historical sketch . Beyond question , the lodge of late years is one of the most distinguished on English roll , thus to a great extent making up for the obscurity of its early career , and it is to be hoped that the mantle of the lamented Secretary will fall on some equally zealous brother , who will as devotedly attend to the duties as the lamented Bro . G . P . Brockbank .

798 ] MASTERS' LODGES . I am very pleased to note so many interesting communications in reply to my query ( No . 790 ) on the above subject . Bro . Lane ( 792 ) is quite correct in considering the minute of a Masters' Lodge of A . D . 1773 , quoted by me , as very unusual . _ That is why the fact was duly published by me . So far , it is the only one of the kind that has been traced , or , at all events , made public . The references by

Bro . Alex . Howell ( 793 ) to some of the old minutes of the Phcenix Lodge , Portsmouth , are curious , and new to me , as respects the application of the qualification " Particular " to certain of the meetings . It would appear as if our word " emergency " was used in precisely the same manner . The " Masters' Lodge " he refers to as having been fixed for 6 th February , 17 SS , in my opinion , fell through , the one held on that day being of the ordinary
