' reak his right leg . Now we learn that a few days Mnce , when on a visit to Edinburgh , he slipped and | 1 while getting into a carriage and seriousl y injured 1 ; i left knee . We sympathise with our brother and ' r"st that it will not be long before he is restored to 1 : ' usual health .

The Cornwall Masonic Annuity and Benevolent Fund Report shows an increase in the contributions received from lodges from ^ 307 to . £ 329 , ¦ while the invested capital and balance at the bank together amounted to . £ 63 64 , the income derived from the former being . £ 247 . The number of annuitants
on this Fund was 11 , the yearly amount received by each ranging from . £ 20 to . £ 30 , and the number of children being educated six . On the recommendation of the Committee these numbers were increased by four annuitants and two children , so that the numbers now provided for out of the funds of the institution are 15 annuitants and eight children .
Subsequently Bro . G . B . Pearce presented the 13 th annual report of the Cornwall Masonic Charity Association , from which it appeared that the subscriptions during the year had increased by 83 guineas from 207 to 290 guineas . Bro . Edyvean also presented his report as the Charity Representative for the Province , and showed that the votes he had received during the
year for the three Central Institutions was 4522 , or 317 in excess ^ of the previous year , and that he had succeeded in carrying the election of the candidate adopted by the Province at the Benevolent election in May . Under the circumstances , it is not surprising that the Earl of Mount Edgcumbe , Provincial Grand Master , should have so readily and so heartily congratulated the Province on the result of the past year's proceedings .

opportunity the brethren had had of meeting their respected Prov . Grand Master—Bro . Sir A . F . Godson , M . P . — since he had received at her Majesty ' s hands the honour of Knighthood . Among the more prominent brethren present were Bro . Lieut .-Col . Warner Ottley Deputy Prov . G . Master ; the Very Rev . the Dean
of St . Asaph , G . Chap of England ; Bro . J . M . McLeod , P . G . S . B ., Sec . R . M . I . B . ; Bro . Mason , P . G . Std . Br ., Collector R . JI . B . L ; and Bro . G . W . Grosvenor , P . Prov . S . G . W ., Mayor of Kidderminster . The proceedings were of a most interesting character , the chief incident in Prov . Grand Lodge being the
resolution of congratulation to Sir A . F . Godson on receiving the honour of Knighthood , which , it is needless to say , was passed by acclamation , the remarks of Bro . Grosvenor , in reference to the Prov . Grand Master ' s conspicuous public services and his welldeserved popularity throughout the county being warmly applauded .

Our readers will no doubt remember that Berkshire was constituted as a separate Province in 1 S 90 , shortly after the death of Bro . Sir Daniel Gooch , Bart ., who had presided over the
Province of Berks and Bucks from 1 S 68 till his demise in 18 S 9 ; the County of Bucks being placed under the charge of Bro . Lord Carrington , Past Grand Warden , as Provincial Grand Master . The Duke of Clarence died in January , 18 92 , and since then Berkshire has been ruled , and very ably ruled , by Bro . J . T . Morland ,

P ., intends giving a special banquet at the Mansion House to the members of the Masonic Craft on Wednesday , the 26 th October . Invitations will be issued to meet the Grand Ollicers of the year , the Provincial Grand . Misters , and other distinguished Masons .
* * We have received copy of Report of the Proceedings at the Quarterly Communication of the District G . Lodge of Bengal held at Freemasons' H ill , Calcutta , on the 24 th June last , under the presidency of Bro . the Hon . Sir H . T . Prinsep , Dist . G . M ., who in the course
of his address had occasion to refer to several matters of moment . In the first place , he hid the pleasure of announcing that the dues from all the lodges in the District had been received ; that the funds of Dist . G . Lodge were in a satisfactory condition ; and that notwithstanding several heavy payments had been made from the Fund of Benevolence , there was an

- — . —¦ 1 ample balance available to meet any calls that were likely to be made upon it . The D . G . M . also referred to the measures which it had been arranged should be taken in respect of the erection of the new Masonic Hall . The land account with the bank , he pointed out , amounted in round figures to 71 , 205 Rupees , while the Building Fund , consisting of cash and invested
securities , was 71 , 8 78 Rupees . In an ordinary market the two accounts therefore would balance , bat at the present time the money-market was in a very depressed state and to attempt to realise would involve a loss . They had no alternative therefore than to submit to the strain of the interest resulting from an overdrawn account at the Bank .
* * * The District Grand Master further remarked that they were still a long way from closing the accounts for the purchase of land , and that though , since-their previous meeting , progress had been made in adding to the cash balance of the Building Fund , the amount
realised fell short of their expectations . Thus , unless a fair amount of subscriptions is regularly realised , the general account will as regularly show a larger balance against them owing to the steadily increasing amount of interest accruing . We trust that the District Grand Master ' s hope that such an untoward result may be averted will be realised .
•* * * The next matter of importance referred to had reference to the District Grand Master ' s motion at the preceding meeting— " not to confirm a portion of the minutes on the ground that they were ultra vires in respect of the business properly before the Emergent or Special Meeting . " Though the District Grand
Master had no misgivings as to the correctness of his opinion , yet as " some of the prominent members of this District Grand Lodge" were in doubt as toils soundness , he had referred the matter home for the opinion of the Grand Registrar , who decided that it was "the plain duty of the Master in the chair "to rule such part or question as being out of order , and " decline to put it to the lodge . "
* » * But it will be better , as placing the matter more clearly before our readers , if we reproduce the whole of the Grand Registrar ' s opinion , which appears as follows in the published proceedings -. " In further explanation of paragraph 1 in the letter of the Grand
Secretary of the 3 rd February , 18 9 S , I may add where any part of the minutes , as brought up for confirmation , is clearly unlawful—e . g ., proceedings at a special lodge , or lodge of emergency , which go beyond the notice convening the meeting , or a grant of money which by the by-laws could not be proposed at such meeting , or
a resolution of censure where notice to attend had not been given , then the plain duty of the Master in the chair is at once to rule the part or question out of order , and decline to put it to the lodge . A record of his ruling ought to appear on the minutes . " » # #
Bro . Sir H . Prinsep likewise announced that with a view to stimulating the brethren to further efforts in behalf of the Bengal Masonic Association , it was his intention , with the approval of District Grand Lodge , to offer facilities to those who acted as Stewards for
that Institution "to obtain decorations depending on the amounts collected by them . " To this end , therefore , he proposed to appoint a Committee to consider the details necesssary to give effect to the suggestion . * * *
He concluded his address by referring to the fact that cases were constantly being brought to his notice of members of lodges being excluded for non-payment of dues , and he expressed his belief that much of this was owing to " the apathy of Masters and ollicers of lodges whose duty it is to enforce the By-laws which require
punctual payment of all dues under certain penalties for default . " " If , " said he , "the By-laws were strictly enforced I have little doubt dues would be paid . It is no real kindness to a brother in arrear to overlook his remissness . By so doing an arrear is allowed to
accumulate which it may be most inconvenient or sometimes impossible to piy without serious injury to domestic demands , whereas proper pressure to realise a smaller sum would have generally resulted in a settlement and thus the lodge funds suffer a loss which might and should have been avoided . "
We must apologise for hiving omitted last week to correct a slight error in our report of the meeting of United Grand Lodge on the 7 th instant , to which our attention was called early last week . In that report it
was said that Bro . Dr . Egan , Dist . G . Master of South Africa ( E . D . ) , occupied the chair of Past G . M . As a matter of fact it was Bro . George Richard * , District Grand Master of the Transvaal , Bro . Egan at the time being in King Williams ' s Town .
