It is to be regretted that the proposal made at the Boys' School Quarterly Court on the gth instant , to accept from the Province of Northumberland the sum of _ £ i ° 5 ° in payment for the right of perpetual
presentation of one child to the Royal Masonic Institution for Boys should have met with any opposition . True , the opposition was confined to a few speeches , and
when the Chairman put the motion for acceptance by the Court it was carried without a division , but this only enhances our regret that the proposal was not agreed to without question .
In the first place , a resolution was passed by the Quarterly Court as far back as January , 1870 , to the effect " that the right to a perpetual presentation of a
properly qualified boy for admission to this Institution may be purchased on payment of 1000 guineas , no votes being exercised in virtue of such payment ; and after the death of the contributor of such sum of 1000
guineas , his or her presentation shall be vested in his or her executors , administrators , appointees , or assigns for ever . " This was the outcome of the presentation by the late Bro . Stephen Blair , Prov . Grand Master of East Lancashire , at the Boys' Shool Festival in
186 9 of the sum of 1000 guineas , and it is under the operation of this resolution that the " Stephen Blair" and five other rights of perpetual presentation have been established during the past 21 years . Therefore , whatever feeling may exist among the Governors
as to the adequacy or inadequacy of the amount in question to defray the cost of educating a presented boy , the offer of Northumberland , being in accordance with the terms of the resolution above quoted—which , so far as we know , has never been abrogated—should
have been accepted as a matter of course . It was a most ungraceful act on the part of those who raised objections as to the adequacy of the sum to resist a specific proposal made in accordance with the terms quoted . It was clearly their duty to have opposed
the grant of this right on general grounds , and to have deferred their opposition till some more appropriate time when a particular proposal was not before the Court . * * *
In the second place , however inadequate the sum of 1000 guineas may appear to some brethren to secure so valuable a right , we think that a slight examination of the matter will show that the School benefits by the arrangement . We do not know what number of votes
would be secured in perpetuity to a Province , lodge , or other Masonic body in respect of a donation of this amount . We imagine it would be about 200 at each election , or 400 a year , and it is not difficult to conceive a case in which a Province or lodge having , by
means of borrowed votes , secured the election of a boy of eight years of age , being able by a similar process to secure the election of a second boy while the first
was still in the School . No doubt it would be a difficult operation , and the repayment of votes would be spread over some time , but it is by no means impossible .
Again , though the interest on Consols is only 2- 4 - per cent ., and a few years hence will be 2 . 1 per cent ., there are safe investments yielding from 3 to 3 ^ per cent . —• some of the present capital of the Institution is invested in 3 ^ per Cent , stocks—and therefore the amount of
help contributed by the Institution is by no means considerable . However , whether these latter reasons we have suggested are of much or little moment , we
consider the Governors will be well advised if they leave the price to be paid for the right of perpetual presentation at the sum , stated in the resolution of January , 1870—that is to say , at 1000 guineas .
