dacing him or her on the list of way but if found to be in circumstances not requiring such assistance , he or she or his or her supporters , should be requested to withdraw his or her name from the list of candidates for election . Bro . W . H . SPAULL said that in the case of provincial candidates they were not put on the list unless they were thoroughly deserving , and brethren might depend on it that the province supported them . Bro . J . S . CUMBERLAND thought the time had arrived when something should be done in the direction indicated by the motion , and a committee appointed to deal with it . Poor people were kept on the list in the hope of being elected and hope deferred made the heart sick .
Bro . F ARNFIELD , with reference to one of the cases of a widow on the list said the reason she was not elected was that the Committee knew she was doing well . She was in comfortable quarters with a firm of solicitors , who allowed her 6 s . a week , and her province allowed her £ 20 a year . She was perfectly in clover . The brethren might depend upon it that if the hrethren of a province had a deserving case they wished to run , they would
run it ; and if not , they would support it out of their provincial fund if they wanted to elect a younger candidate . They had a right to do so . There was no hardship in many of the cases which had a number of years attached to their names on the list . Only five hands were held up for the motion , and it was declared lost . The annual meeting of the Prov . Grand Lodge of East Lancashire was held recently at the Belgrave Schools , Darwen . In the absence of the Prov . Grand Master , Lord Stanley , M . P ., Bro . C . R . N . Beswicke-Royds , Dep . Prov . Grand Master , presided . He was assisted by Bros . W . Forrest , P . P . G . W ., acting as Dep . Prov . Grand Master ; C . D . Cheetham , P . S . G . W ., G . D . Eng . ; G . Norris Midwood , P . J . G . W . ; J . Newton , P . G . Sec , P . G . S . B . Eng . ; and other officers , and there was a full attendance of provincial and other brethren .
A letter to the Prov . G . Secretary from the Prov . G . Master , dated from the House of Commons , was read . Bro . Lord Stanley said it was impossible that he could be present , inasmuch as the day fixed for the 1 meeting was to be devoted to the discussion of the new army scheme . He knew his brethren of East Lancashire would believe him when he said how sincerely he regretted his inability to attend . ( Hear , hear . )
Bro . J . H . HEAP , P . G . Treas ., submitted his financial statement for the past year . It showed that the receipts , including a balance in the bank with which the year was commenced of £ 266 , amounted to ^ 1064 . Donations to various Masonic Charitable Institutions , amounting in the aggregate to ^ 125 , had been made . The sum of £ 23 , the income of the
Annuity Fund of the East Lancashire Systematic Masonic Benevolent and Educational Institution , had been handed to that Charity , and 50 guineas had been voted to the South African Masonic Relief Fund . After the necessary expenditure of the province had been met there remained a . balance in the bank of / 21 S .
Bro . W . E . CLEGG moved , and Bro . ARCHIE C . WILSON P . P . G . D . C , seconded , the adoption of the Prov . Grand Treasurer ' s statement , and the motion was passed . Bro . C . D . CHEETHAM drew attention to the fact that , in connection with the election of candidates to the benefits of the Royal Masonic Benevolent Institution on Friday next the voting papers held by several lodges in the
province had not been received . He asked that they should be forwarded to the Prov . Grand Secretary without delay , in order that they might be used for the benefit of the candidates nominated by the Province of Eist Lancashire . He stated that in October last three boys , sons of East Lancashire Masons , were elected foradmission to the Royal Masonic Institution . for Boys , London . Bro . Capt . Barlow , who was a candidate in March last
for the office of Grand Treasurer of England , was unsuccessful , but he would be nominated for the office again next year . He trusted he would on that occasion receive the support of members of the Order in Lancashire , though possibly it would not be absolutely necessary that those who were . eligible should be summoned to London to vote . He moved the adoption of the proceedings of the Charity Committee .
Bro . W . GOLDTHORPE , P . P . G . Reg ., seconded the motion , which was . passed . Bro . CHEETHAM then moved , in accordance with motion— " That a grant of . £ 100 be made to the Festival Fund of the East Lancashire Sys- - tematic Masonic Educational and Benevolent Institution . " He said that at the first festival in aid of that institution , held in 1895 , the sum of / 4450 odd ' .
was raised . At the festival next month he believed that amount would be exceeded by several thousand pounds . Much enthusiasm had been ex- ' , hibited by the lodges of the province in the matter . ' He hoped the response to the appeal that had been made would be such that Lord Stanley , their Provincial Grand Master , who would preside on the occasion , would have , reason to be proud of the province over which he ruled .
