We have been requested to inform our readers that Thursday , the 7 th December , is the last day on which petitions for the April election in 1900 , in respect of

thc Royal Masonic institution for Girls , must reach thc offices—s , Freemasons' Hall , W . C . It is , however , very desirable that they should be received at the earliest possible date .

» » * The annual meeting of the Provincial Grand Lodge of Cambridgeshire will be held at thc Guildhall , Wisbech , on Monday , the •27 th instant . The proceedings

will commence at 4 p . m ., and at 6 p . m . the customary banquet will be served at the Rose and Crown Hotel , at which it is announced that Bro . Colonel R . T . Caldwell , Prov . Grand Master , will take the chair .

Greater interest than usual will attach to the proceedings at the annual meeting of the Provincial •Grand Lodge of Leicestershire and Rutland , which

will take place at Freemasons' Hall , Leicester , on Thursday , the 30 th instant . Prov . Grand Lodge will be opened at 3 . 30 p . m ., and in the course of the business the Prov . G . Master—R . W . Bro . the Right Hon . Earl Ferrers—will present a portrait in oils of Bro . S .

S . Partridge , P . A . G . D . C , Dep . Prov . G . Master , which has been subscribed for by the brethren of the Province in recognition of thc sterling services rendered to Freemasonry in Leicestershire and Rutland by the Deputy . It will further be proposed that as the

portrait will be permanently hung in thc Freemasons ' Hall , Leicester , a sum of 25 guineas be voted from the funds of the Province for the purpose ot purchasing and presenting Bro . Partridge with a personal gilt in the shape of a silver salver as a mark of thc

respect and esteem in which he is held , as well as in still further appreciation of his services . Bro . Partridge has held thc important ofiice of Deputy for 15 years , and previously had done such splendid work as

Prov . G . Secretary for many years , that in 1 SS 7 he was cue of thc brethren upon whom his Royal Highness , thc M . W . Grand Master , was pleased to confer the rank of Past Assl . G . D . C . of England , in commemoration of the Queen ' s Jubilee .

* * + That under the guiding influence of Bro . Partridge and other able brethren the Province of Leicestershire and Rutland has attained a high degree of prosperity will be gathered from thc Report of thc Committee of

General Purposes for the Province and the Prov . G . Treasurer's Statement of Accounts . From the former we learn that the 14 lodges on thc roll muster amongst thum 7 S 0 subscribing members , but as sundry of these belong to more than one lodge , the number of Masons is 716 . The net increase during the past year is 13 ,

there having been 55 new brethren added to the lodge rolls , of whom 39 were initiates and 16 joining members , while the losses by death , resignation , and other causes arc 42 . All the lodges are reported to have bacn strict in the pe ' rformance of their duties , while the ollicers have been most zealous and regular in their attendance .

* « The lodge statements of account are reported to show in 12 cases balances in favour of the lodge ranging from £ 2 to close on £ g 2 , while in the other two cases the lodges stand indebted to their respective

Treasurers . As regards the Provincial accounts there is a balance of over , £ 50 on the General Account and of nearly £ 93 on the Charity Fiind . The Provincial Charity Association has also fared well , there having been an accession of as many as 30 new subscribers ,

while many of the old members who had completed their subscriptions have renewed them . It remains to be added that Bro B . A . Smith , P . Prov . G . W ., who has edited the Provincial Calendar for the last 13

years has been compelled by his numerous engagements to resign the post , and the Committee recommend that the offer of Bro . the Rev . H . S . Biggs to undertake the duties vacated by Bro . Smith be accepted .

We have received copy of the Proceedings of the District Grand Lodge of Burma at a Quarterly Communication which was held at the Freemasons' Hall , Rangoon , on the nth September , under the presi dency of Bro . Dr . N . N . Parakh , Dep . Dist . G . M ., as

Dist . Grand Master , the pressure of his official duties rendering it impossible for Bro . J . Copley Moyle , Dist . G . M ., to be in attendance . From the Dist . G . Treasurer ' s statement it appears that his accounts closed with a balance of 1613 Rupees in hand on the

General Fund , and of 955 Rupees in the Fund of Benevolence . The lodges , with one exception , had all sent in their returns and dues , and , generally , Freemasonry in the District had fared prosperously . But the Craft had to lament the death of Bro . Robert

Mutter , Dep . District Grand Master , in respect for whose memory the Dist . Grand Master gave orders that the Dist . Grand Lodge and all private lodges should go into mourning for eight weeks from the date of death—the 17 th August . Bro . Moyle has since appointed Bro . Dr . N . N . Parakh as his Dep . Disi .

G . Master in place of Bro . Mutter , and Iiro . Parakh took thc opportunity afforded him of being in the chair at the meeting of Dist . Grand Lodge to announce the fact , and at the same time to express his thanks to the Dist . G . Master for the honour thus conferred upon him .

The approaching retirement of Bro . W . C . Lupton from the Chairmanship ofthe West Yorkshire Charity Committee will he a distinct loss to that Province . There are doubtless—there must be in a Province thai

numbers such a formidable array of lodges— -nany brethren who in a little time—as soon , in fact , as they have settled themselves in harness , will be fully competent to discharge the duties of the position whijh he is upon the eve of vacating , but he has shown at all times , and in an eminent degree , the energy , tact , and

ability which are the essential attributes of thc Chairman of so important a Committee . Wc attach no great importance to thc failure on which hc laid some stress . Even West Yorkshire cannot always be certain of carrying all its candidates . Moreover , if in ordinary circumstances " All ' s well that ends well , ' i > fortiori , must that be well which ends better than well .

The candidate who was the " first out , " and so missed his election , obtained a grant from the Board of Benevolence , and has since become an annuitant , so that hc has profited by his failure . But , after all , this is a small matter when set against the successes achieved during thc period of Bro . Lupton ' s Chairmanship . Hc has done good work for his Province , and we feel sure that work it highly appreciated .

With regard to another circumstance to which Bro . Lupton alluded , namely , that West Yorkshire will this year take more from our Central Charitable Institutions than it has contributed towards their support wc must not too hastily accept the conclusion he draws from this . Thc difference is certainly considerable ,

thc Province having subscribed onl y . £ 1489 , and received £ 2793 . But it was tolerably certain that , after the efforts which West Yorkshire made last year , the contributions would be on a far more modest scale , but if we put the two year ' s contributions together , we shall find they amount to ^ 9445 , while the drawings will amount to no more than between £ 5500 and £ 5600 .

Moreover , if we take the aggregate contributions for a term of 10 , 15 , or 20 years , we shall find that West Yorkshire has given generously , and in excess of its " drawings . " By all means let West Yorkshire contribute more in 1900 than it has in 1 S 99 , but it must not run away with the idea that it has received more than it has contributed .

? * * As regards thc West Yorkshire Fund , Bro . Lupton w . is in a position to announce that it had invested cpital to the amount of , £ 1000 , and that there was a balance in the Treasurer ' s hands of , £ 500 . It was mentioned that a few claims had been brought before

the Committee , who had dealt with them on their respective merits and as generously as thc funds would permit . It was , however , not unlikely that " further calls would be made upon it in the near future , " so that though the sum available may be large , it will not exceed the demands that are spoken of as probable .

* * We have received and shall publish next week a full report of the half-yearly meeting in the Central Hall , Elland , on Wednesday , the 15 th inst ., ofthe Provincial Gnind . Mark Lodge of West Yorkshire . The entertaining lodge was the Eland , No . 493 , and seeing that

it was consecrated as recently as the early spring of 18 9 6 , it was a bold venture upon its part to undeitake so great a responsibility . However , it acquitted itself admirably and well deserved the compliments that were paid it for the success of its arrangements . Bro . C .

Letch Mason , Prov . G . Mark Mister , presided at the gathering , and is to be congratulated on the progress which Mark Masonry has been making undtr his auspices .

Two of the new lodges for which his Royal Highness thc M . W . Grand Master has been recentl y pleased to grant warrants will be consecrated before thc next issue of the Freemason is in the hands of our readers . These are the Asshcton-Egerton Lodge , No . 2793 , which will be consecrated b y the Earl

Egerton of Tatton , Prov . G . Master of Cheshire , at the Bleeding Wolf Hotel , Hale , Bowdon , to-morrow ( Saturday ) , the 25 th instant ; and the other is the St , Alban's Lodge , No . 27 S 6 , which will be consecrated at the Red Lion Hotel , St . Albans , on Wednesday , the 29 th instant , by Bro . T . F . Halsey , M . P ., Prov . G . Mister of Hertfordshire .

# * ? We have received a copy of an appeal which is being addressed to lodges in the United King dom generally for funds to enable the members of thp Farmers' Lodge , No . IOOO , Newton wards , Co . Down

to carry out their scheme for erecting a new Masonic Hall . The lodge appears to have experienced more than its fair share of the ups and downs of life . However , the Marquis of Londonderry has given them a site at a nominal rent on a 939 years' lease , and wc trust it will nut be long before the Hall is erected .
