sufficient cause . Speaking generally , all elections to office , excepting the Grand Master and the Tyler , must be made by ballot . This includes membership of the Boards of Benevolence ' and of General Purposes , and it , of course , includes admission to lodge
membership . All other differences of opinion , questions of debate , and so on are decided by show of hands , a bare majority sufficing in every case but that of exclusion and proceedings under Article 167 . The ingenuity of an Indian brother , however , found a ground of appeal even in such a simple
matter as this . The election of an honorary member was one of the items on the agenda of a Madras lodge , and the Worshipful Master proposed that he should be elected by show of hands , and not by ballot . No doubt the Worshipful Master had an excellent reason for his proposal ; Jjut an appeal
against it was heard and dismissed in March , 1886 . Grand Lodge ruled , in effect , that honorary membership of a private lodge was unknown to the Constitutions , and was a compliment on a par with the voting of a jewel . The mode of election was therefore immaterial . Something like it , however , is referred to in Article 7 , but that refers to membership of Grand Lodge .
With regard to Article 16 7 , which describes the procedure when it is desired to change the place of meeting , a two-thirds majority of those voting only is required to cany the motion . The ballot for a candidate for initiation is a particularly important function , and it should be carried out in a manner so as
to distinguish it from votes of lesser importance , such , for instance , as the election of Treasurer . In the matter of admission to our ranks , the ballot box is almost a landmark of the Order , inasmuch as what is done then , can never be undone , hi order to " save time" it sometimes happens that several
candidates are balloted for collectively . This practice involves the necessity of balloting for each singly , should adverse votes be given . And it is not in any case to be commended , though its legality has not been officially questioned as far as the writer can recollect . In any case the ballot for joining members and
for initiates should be conducted separately , as the motives which govern the voting in each case are absolutely distinct . The question in the former case is whether a brother is desirable as a member of that lodge . In the latter , is it desirable he should be a Freemason at all ?
A certain amount of ritual is desirable when an initiate is balloted for , and nothing should be left undone which may impress the junior brethren with a sense of the importance of the transaction . The formal announcement from the chair , in
which the name , age , and style of the candidate are given out , is , for instance—or ought to be—an assurance that the necessary inquiries have , been made , and that such information has been elicited as justified the candidate being " put up . "
The formal placing of the ballot box , the approach and retirement of members in regular order , and in the manner usual among Masons ,, all go to show that balloting is not the light-hearted proceeding many brethren conceive it to be . We have yet to discuss the question of who are entitled to vote , but this must be held over to another issue .

The acting Great Marshal then formally presented the deputation from the Great Priory of Ireland .
The GRAND MASTER , addressing the deputation who had risen to salute him , said : Brethren , I greet you , and I am only too happy to do so , remembering how pleasant are our relations and in what perfect accord we are one with another , working together in love and harmony . The Very Eminent Knights were saluted with seven . The deputation from the Chapter General of Scotland was next presented by the acting Great Marshal .

REPORT OF COUNCIL . Most Eminent and Supreme Grand Master , Your Council have the honour to report the continued success and prosperity of the United Orders , which they have the satisfaction of knowing are yearly increasing in numbers and in influence .
The annual conference of the United Orders of the Temple and Hospital will be held in London under the auspices of this Great Priory on Thursday , 10 th May , and it is hoped will be attended by a numerous and influential deputation from the Chapter General of Scotland and the Great Priory of Ireland , who have also promised to be present at the half-yearly meeting on Friday , nth May .
You have been pleased to direct that all Knights Grand Cross and Knights Commander of the Order of the Temple shall in future enjoy the concurrent rank of Knights Commander of Malta with precedence according to the date of their several patents .
You have also been pleased to direct that they shall be entitled to wear from the right shoulder to the left hip a ribbon 4 inches wide of equal parts of black , red , and white , with the Cross of Malta suspended from a bow , and a silver star on the left breast of a prescribed pattern , sealed in the Chancery of the Order .
