Committee meeting in April last be now disposed of at this meeting . He begged to mention that in what he was doing he had not a word to say against the great services to the Institution rendered by Bro . Terry or Bro Stevens , but he thought that in the votes of 200 guineas and 100 guineas from the Stewards they had been amply rewarded .
Bro . HARRIS rose to second the motion . The CHAIRMAN , however , asked what Bro . Harris was seconding . Bro . HARRIS said the Chairman knew what the motion was . The CHAIRMAN did not want it in that general way . He wanted to know exactly what Bro . Harris was seconding . Bro . HARRIS : You know what the motion is . We heard it over here .
Bro . DANIEL : SO elated was Bro . Perceval with the Chairman ' s ruling that he then and there gave notice that he would bring his motion on at the next monthly meeting . The CHAIRMAN : Brethren , is it your wish that I put this motion to you ? ( Cries of " Yes . " ) I tell you that on reading the laws I am of opinion , as I stated at the Committee of Management , that the general meeting has no power to take it into their consideration . If you will refer to the law you
will find vested in the Committee of Management are all questions of salaries or remuneration to the officers of the Institution , and I do not see how this general meeting can take that power away from them . Neither do I see that this matter can come on for the consideration of the general meeting unless it is printed and sent with the ballot papers that that is one of the questions to be discussed . Still , as I see some members are in favour of it I will put it , although I feel that it is not competent to be voted upon .
Bro . HAWKINS : Excuse me : do you not propose to allow it to be discussed ? The CHAIRMAN : The question is whether it is to be discussed . You cannot discuss it before it is decided whether it is right it should be discussed . Bro . Daniel's motion was lost—24 voting against it , and 23 for it .
Bro . MASTERS demanded a poll . Bro . TERRY : There is no power . A BROTHER : It is usual . The brother further suggested that notice should be sent out to all the Subscribers and Governors of any recommendation by the Committee of Management of an ) - proposal to give an additional sum to the Secretary or other officers of the Institution .
The CHAIRMAN said it would involve the postage of 20 , 000 circulars . Bro . HAWKINS . - The postage of 20 , 000 circulars is a large sum ; but £ 150 contributed for other purposes than those for which the Society is established is not so important . A BROTHER informed the Chairman that the difficulty of his ruling seemed to be that they should now move a vote of censure on the Committee .
The CHAIRMAN said the meeting was not going to discuss the subject , as the meeting had thrown out Bro . Daniel ' s motion that it be discussed at the general meeting . The BROTHER enquired whether the Chairman meant to say that the Committee of Management could vole any amount they pleased to the Secretary . Was that a claim which they put forward ?
xhe CHAIRMAN .- I have not put any claim forward . I guarded myself . Bro . C . E . KEYSER , J . G . D ., was very sorry indeed this discussion had arisen . He had the honour of being one of the Trustees of the Institution and felt a great interest in it . He was present at the meeting of the Committee , and he believed that it was not advisable in the interests of the Institution or of Bro . Terry himself that the votes should be snapped up
that way . He thought it better that it should be discussed by a large body . They were all anxious to recognise Bro . Terry ' s services ; they were quite certain that but for him the subscriptions would not have been what they were . The Stewards could vote what money they pleased , because it was their own ; but when money of the Institution was being voted , the Committee must feel that it was frequently misinterpreted in the provinces , and
provincial brethren might say , " if these sums of money which are subscribed to the Institution are given to Bro . Terry , I will not come up as Steward . " He thought that in the interest of the Institution and of Bro . Terr }' , this money should not be voted . Therefore , he moved that they express a hearty vote of thanks to Bro . Terry for having helped to place the Institution in the position it occupied that day . Bro . DANIEL seconded .
Bro . HAWKINS supported . He recognised the amount of work of Bro . Terry and bis stall * . He was sorry they had had to work so hard—on Sunday , too —which Freemasons should not encourage . In these days when an eight hours' day was the cry , it was much to the credit of the staff that they worked so hard . Bro Keyser had spoken of the assiduous way in
which Bro . Terry and his staff had worked , but forgot to mention the work the Stewards performed in the provinces . Knowing as a Steward the difficulty there was to get together ^ 30 or ^ , " 411 , he thought the Stewards might come in for some share of the thanks without detracting in any way from the halo of glory around Bro . Terry and his staff . The motion was carried .
The CHAIRMAN wished it to be understood that he was not present at the Committee of Management when Bvo . Perceval ' s motion was proposed , and had nothing to do with it . A letter was read from the Grand Superintendent in which he expressed his regret that he was unable to be present . He also alluded to the very satisfactory progress that the Masonic library was making in books and manuscripts , particularly referring to the Waistell MS . Irom Kcighley ns one of the most valuable yet acquired .
The minutes of the meeting held at Halifax , on Friday , 13 th November , 1891 , were presented for confirmation , when it was moved , seconded and resolved , " That thev be taken as read and confirmed . "

Chapter desires to express its warm sympathy with Comp . Tew in his prolonged illness and its earnest wish for his speedy and complete recovery . " The Prov . G . Chapter was then closed . Tea was provided in the Dining Hall at 5 o ' clock , which was partaken of b y 62 companions , the Acting Grand Superintendent presiding .

The annual meeting of the National Great Priory of England and Wales was held at Mark Masons' Hall , Great Queen-street , on Friday afternoon , the 13 th inst . The Great Prior , the Flight Hon . the Earl " of Lathom , G . C . 'i ' ., presided , and the olliccs of Constable and Marshal were respectively filled bv Sir Knights Horatio Ward and Frank Richardson . A large
number of members were present , and I hey gave his lordship a hearty reception . arrangements . The' ACTING GRAND SECRETARY moved and Comp . HCNT , '/ .. 139 , seconded , and it was carried ( all the companions standing ) , "That this Prov . G . Chapter desires to express its warm sympathy with Comp . Tew in his prolonged illness and its earnest wish for his speedy and complete recovery . " The Prov . G . Chapter was then closed . Tea was provided in the Dining Hall at 5 o ' clock , which was partaken of b y 62 companions , the Acting Grand Superintendent presiding .
