My Lord , and Right Worship ful Prov . Grand Master : In asking your lordship to accept the address read by the Provincial Grand Secretary , very few words are required from me , as the feelings of the brethren are fully expressed therein . It may not be generally known that amongst the 45 Prov . G . Lodges of A . F . and A . Masons of England , there are only five Grand Masters who have completed a quarter of a century's rule over their

respective provinces . We are especially proud your lordship should be one of the five , and respectfully offer you our fraternal congratulations on the auspicious event . We fervently hope it may please the G . A . O . T . U . to spare you for many years to rule over the united Province of Cumberland and Westmorland . I now ask your lordship to be graciously- pleased to accept this address .

The PROV . G . MASTER , briefly but most affectionately thanked Bro . Col . Starkie and the members of his province for the address ( which was a perfect work of art ) just presented to him , and he would ever highly appreciate it , and hoped the province he so dearly loved would continue to prosper , and above all that the brethren would always work in love and good harmony .

Bro . GEORGE J . MCKAY , P . G . Std . Br . Eng ., was then presented by Bros . Henry Cook , P . P . S . G . W ., and James Terry , P . G . Std . Br . Eng ., to the Prov . G . Master in the chair to be obligated , and installed as Deputy Provincial Grand Master of the province . The acting Prov . G . Master then called upon the Prov . G . Sec . to read the patent of his appointment , and Bro . McKay was duly installed and saluted accordingly .

Bro . MCKAY then said : My Lord and Right Worshipful Prov . Grand Master , —Permit me , in the first place , to express to your lordship my sincere and heartfelt acknowledgments for the great honour you haveconferred upon me by appointing mc as Deputy Prov . Grand Master of this province . I am deeply conscious of the onerous duties and the great responsibility attaching to the high office , but I yield to no one in my desire to assist you , Right Worshipful Sir , in the discharge of those responsibilities . The

experience I gained during the last 10 years as Prov . Grand Secretary , and for a considerable period before that as Assistant Secretary and Charity Representative of tne province , will , I venture to hope , inspire confidence in thc brethren that the duties appertaining to the office of Deputy will be discharged not only with fidelity and zeal , but to their entire satisfaction . Brethren , in the next place , my profound thanks and sincere obligations are

due to Col . Le Gendre N . Starkie , of Huntroyde , R . W . Prov . Grand Master of the great Province of East Lancashire , for so kindly coining , at great inconvenience to himself , as he has just been under the hands of the doctor , to do me the great honour of installing me m the chair of Deputy Prov , Grand Master . His ripe experience , his sagacity , his influence , his devotion to the best interests of the Craft are of great value

and is very highly appreciated by his brethren of East Lancashire , over which he presides with such singular ability , impartiality , and courtesy . Our right worship ful and gallant brother has not only consecrated the chapter which bears my name , but has assisted our own beloved Right Worshi pful Prov . Grand Master in thc duties of this Prov . Grand Lodge , for which I am requested in the name and on behalf of Lord Bective to return his

lordship ' s best thanks , and I am sure in doing so that I am only expressing the sincere feelings of every brother present . There is one other matter I wish to refer to before sitting down , which is the resignation of my predecessor in office , Wor , Bro . L . F . B . Dykes , P . G . D . of England . I am sure , my lord and brethren , we all deplore the cause of thc resignation of the Past Deputy Grand Master on account of ill-health , and I am likewise sure that

you wish with me that Bro . Dykes may be speedily restored to his usual health , and give the benefit of his services to Masonry , as you all know he can do so well , whether it is laying the foundation-stone of a church or consecrating a lodge . I would also like to refer to our late and gallant Bro , John Whitwell , then M . P . for Kendal , who preceded Bro . Dykes . I hope I may not be thought egotistical if I may venture to hope that their mantles

may fall on my shoulders . I have this day been invested with the collar worn by our lamented Bro . Col . Whitwell , which he presented to this Prov . Grand Lodge , than whom no better Mason ever existed . And now , brethren , in conclusion , I appeal to your kind and fraternal forbearance for any deficiency I may exhibit in the administration of the affairs of the province . I am indeed deepl y sensible of the great responsibility , and how much the prosperity and popularity of the Craft depends upon the Deputy Prov .

Grand Master in being able to lay schemes , draw plans , and see the duties of this Prov . Grand Lodge are faithfully and efficiently carried out . I ask , therefore , for your cordial co-operation in the discharge of the duties appertaining to the high oflice , without which I cannot expect to be successful . It will be my best endeavour to follow in the footsteps of my predecessors , and , if possible , to imitate their wishes in order to deserve the confidence which our Right Worshipful Provincial Grand Master and the brethren of this Provincial Grand Lodge have this day reposed in me .

SECRETARY read the half-yearly report of the Charity Committee , which recommended that six guineas be voted to the widow of a deceased brother and 100 guineas to the R . M . B . I .

On the motion of Bro . MCK AY , seconded by Bro . ATKINSON , the report was unanimously adopted as read . The P . G . SECRETARY moved that the same Committee elected 12 months ago for the Provincial educational scheme be re-elected , which was seconded by Bro . MANDLE ; and carried , with the addition of Bro . W . Bradley , P . M . 1390 , to be added .

Bro . J NELSON , P . P . G . R ., gave notice that the title of the scheme be Benevolent as well as Educational . Provincial Grand Lodge was then closed , and the brethren marched to St . George ' s Church , headed by the Royal Brass Band of Millom , where an excellent sermon was preached by Bro . the Rev . John Ewband , P . G . C , and

a collection taken for the Masonic Charities . The following brethren subsequently dined at the West County Hotel , where a capital banquet was served by Bro . James Coward . The P . G . The usual loyal and Masonic toasts were proposed and responded to , and a few capital songs by the Millom brethren , after the best , without question , representative meeting ever held in the province .

Consecration Of The Noel Lodge, No. 2444, At Kingston-On-Thames.

CONSECRATION OF THE NOEL LODGE , No . 2444 , AT KINGSTON-ON-THAMES .

On the petition of 25 brethren , H . R . H . the M . W . Grand Master granted a warrant for tlie formation of the above lodge , and in accordance therewith , the consecration ceremony was performed in the St . James ' s Hall , on Monday , the 24 th inst ., by Bro . Col . G . Noel Money , C . B ., P . G . M . Surrey , The brethren assembled , and on taking the chair , the Provincial Grand

Master appointed Bros . Youlden , P . M ., as S . W . ; Shelley , P . M ., as J . W . ; Rev . E . L . Houndle , P . M ., as Chap . ; C . Greenwood , P . M ., as Sec . ; and J . Hawkins , P . M ., as D . of C . The ceremony of consecration was performed in a most inpressivc manner , and the musical arrangements were effectually carried out under the direction of Bro . Packington .

After the consecration the Provincial Grand Master installed Bro . James Montgomery , P . M ., P . D . D . G . M . Malta , as W . M . A Committee was appointed to draw up the by-laws of the lodge , and propositions for initiation and joining announced . The Prov . G . M ., Deputy Prov . G . M ., Prov . G . Chap ., Prov . G . Sec , Prov . G . D . C , and W . M . and Wardens of 1638 , were unanimously elected honorary members of the lodge . "Hearty good wishes" were tendered by many brethren , and suitably acknowledged by the W . M .

The lodge was then closed and the brethren adjourned to the banquet , which reflected the highest credit as a caterer on the part of Bro . Packham . During the banquet a number of musicians under the able direction of Bro . J . II . Russell performed a choice selection of music . Bro . J NELSON , P . P . G . R ., gave notice that the title of the scheme be Benevolent as well as Educational . Provincial Grand Lodge was then closed , and the brethren marched to St . George ' s Church , headed by the Royal Brass Band of Millom , where an excellent sermon was preached by Bro . the Rev . John Ewband , P . G . C , and

CONSECRATION OF THE NOEL LODGE , No . 2444 , AT KINGSTON-ON-THAMES .

On the petition of 25 brethren , H . R . H . the M . W . Grand Master granted a warrant for tlie formation of the above lodge , and in accordance therewith , the consecration ceremony was performed in the St . James ' s Hall , on Monday , the 24 th inst ., by Bro . Col . G . Noel Money , C . B ., P . G . M . Surrey , The brethren assembled , and on taking the chair , the Provincial Grand

Sec , Prov . G . D . C , and W . M . and Wardens of 1638 , were unanimously elected honorary members of the lodge . "Hearty good wishes" were tendered by many brethren , and suitably acknowledged by the W . M .

The lodge was then closed and the brethren adjourned to the banquet , which reflected the highest credit as a caterer on the part of Bro . Packham . During the banquet a number of musicians under the able direction of Bro . J . II . Russell performed a choice selection of music .
