10 . REPORT OF THE BOARD OF GENERAL PURPOSES . To the United Grand Lodge of Free and Accepted Masons of England . The Board begs to report that it has submitted to a very eminent firm of estate agents and valuers a case for their opinion and advice in reference to the letting of Freemasons' Tavern , the lease of which to Spiers and Pond , Limited , will expire September , 1905 .

The Board has further to report that in view of the fact that Grand Lod ge would not meet until the 4 th December , it some time since passed a resolution authorising the transmission to all the Grand Lodges in the United States of America of copies of the lollowing resolution agreed to by the Board on the 15 th October last : "That this Board of General Purposes of Free and Accepted Masons of England , tenders , through the several Grand Lodges of the United

States of America , the profound sympathy of English Freemasons with their American brethren , in the loss sustained through the untimely death of the highly esteemed and much beloved President of the United States , his Excellency Brother William McKinley . The Board further desires to place on record the horror and detestation with which every Freemason regards the crime of the assassin and the teachings which prompted it . "

The Board has recently been called upon to adjudicate in regard to the installation as W . Master of brethren whose service in the Wardens' chairs had not been of sufficient duration to qualify them for election . Jn connection with such cases the Board has passed the following resolutions : 1 st . That in the opinion of the Board , the service of Warden under

Rule 130 must be in regard of one of the Wardens' chairs , either Senior or Junior , for one complete year , from the period of investment . 2 nd . That the oliicers appointed by a Worshipful Master remain the oliicers uutil the next installation of a Worshipfnl Master in the lodge .

4 . A motion will be made that the report be received and entered on the minutes . 5 . Recommendation arising out of the report : ( a . ) That Article 154 Book of Constitutions be altered so as to include as cx-officio members all Past Presidents of the General Board , by adding the words to the Article , " All Past Presidents , " after the word " President . "

(/; . ) That Bro . having been convicted of embezzlement and other offences , and sentenced to a term of imprisonment , be expelled from the Mark Degree . ( c . ) That this Grand Lodge do recognise and acknowledge the United Grand Lodge of Mark Master Masons of Victoria , Australia , subject to the customary conditions and restrictions which shall be noted in the document of recognition .

Provincial Grand Lodge Of East Lancashire.

PROVINCIAL GRAND LODGE OF EAST LANCASHIRE .

The half-yearly meeting of the above Provincial Grand Lodge was held on the 22 nd instant , at the Town Hall , East Lancashire . Lord Stanley , M . P ., who was installed as Prov . G : and Master in November , 1899 , on the death of the late Bro . Col . Le Gendre N . Starkie , presided for the first tims since his appointment , his absence in South Africa and his subsequent duties at the War Office having prevented his attendance hitherto . There was a crowded attendance of members of the Order , who gave Lord Stanley a cordial welcome .

There were amongst those present Bros . C . R . N . Beswicke-Royds , P . G . D . England , D . P . G . M . ; C . D . Cheetham , G . D . England , P . P . G . W . F . Platt-Higgins , M . P . ; T . Longworth , P . S . G . W . ; Sir Richard Mottram ; Capt . Barlow , P . P . G . W . ; W . Goldthorpe , P . P . G . Reg . ; A . Clegg P . G . S . B . England ; J . Chadwick , P . G . S . B . England ; and J . Newton , P . G . S . B . England , Prov . G . Sec . Ot the large number of lodges in the province but three were unrepresented .

Upon the motion of Bro . Captain BARLOW , seconded by Bro . W . FORREST , " P . P . G . W ., Bros . J . Halden , 1009 ; Race , 163 ; and J . Urmston , 1725 , were appointed Auditors . The report of the Charity Committee stated that at the election of

candidates for the benefits of the Royal Masonic Benevolent Institution for Aged Freemasons and Widows in May last an aged brother and a widow from East Lancashire were elected . At the elections to the Royal Masonic Schools in October there were no candidates from the province , but the Committee were enabled to use their votes by lending them .

Bro . C . D . CHEETHAM , in moving the adoption of the report , said they would all feel extreme pleasure in having with them Lord Stanley , their Prov . G . Master . He hoped , if the important duties he had to discharge in London permitted him , he would be enabled to come sometimes amongst them . As Chairman of the Charity Committee , he thanked the members

of the lodges in the province for the ready manner in which all votes held by lodges and by individual members had been forwarded to the Committee . In consequence they were enabled to utilise the full strength of tlit province for the benefit of those connected with it . Bro . J . B . motion . The PROV . G . MASTER , in putting the resolution to the meeting , said he thanked Bro . Cheelham for the reference he had made . He was afraid he could not be with them as often as he ought to be , or as he wished to be . He trusted that they would take it that the spirit was willing but the llssh was weak . The report of the Charity Committee spoke well for two things votes

—first , the unanimity that existed amongst them in the desire that the they possessed in relation to the Charities should be utilised in the best interests of the province ; and , secondly , the feeling—to which he was only too glad to testify—that in entrusting their votes to Bro . Cheetham and those who worked with him they would be put to the bast possible use . The resolution was passed . ,

Bro . C . 1 ) . CHEETHAM proposed that the sum of 100 guineas be grantee from the Provincial Grand Lodge funds to the Male Fund of the Royal Masonic Benevolent Institution for Aged Freemasons and Widows . He said that no November meeting of the province , since he had been Chairman of the Charity Committee , had passed without his proposing a resolution similar to that he nowjmoved . They had , as a rule , two or three age candidates at each . election for this Charity , and it was absolutely ne " L % strong in votes as they were—and there was no province in Eng land wni

candidates for the benefits of the Royal Masonic Benevolent Institution for Aged Freemasons and Widows in May last an aged brother and a widow from East Lancashire were elected . At the elections to the Royal Masonic Schools in October there were no candidates from the province , but the Committee were enabled to use their votes by lending them .

Bro . C . D . CHEETHAM , in moving the adoption of the report , said they would all feel extreme pleasure in having with them Lord Stanley , their Prov . G . Master . He hoped , if the important duties he had to discharge in London permitted him , he would be enabled to come sometimes amongst them . As Chairman of the Charity Committee , he thanked the members

of the lodges in the province for the ready manner in which all votes held by lodges and by individual members had been forwarded to the Committee . In consequence they were enabled to utilise the full strength of tlit province for the benefit of those connected with it . Bro . J . B . motion . The PROV . G . MASTER , in putting the resolution to the meeting , said he thanked Bro . Cheelham for the reference he had made . He was afraid he could not be with them as often as he ought to be , or as he wished to be . He trusted that they would take it that the spirit was willing but the llssh was weak . The report of the Charity Committee spoke well for two things votes

—first , the unanimity that existed amongst them in the desire that the they possessed in relation to the Charities should be utilised in the best interests of the province ; and , secondly , the feeling—to which he was only too glad to testify—that in entrusting their votes to Bro . Cheetham and those who worked with him they would be put to the bast possible use . The resolution was passed . ,

Bro . C . 1 ) . CHEETHAM proposed that the sum of 100 guineas be grantee from the Provincial Grand Lodge funds to the Male Fund of the Royal Masonic Benevolent Institution for Aged Freemasons and Widows . He said that no November meeting of the province , since he had been Chairman of the Charity Committee , had passed without his proposing a resolution similar to that he nowjmoved .
