matter of fact , wc know nothing of a " Regenerated Palladium , " and thc chances are in favour of Signor LEMMI , who , we are told , is the "Grand Orient " of "the Triangles , " being equally ignorant . However , as the promoters of this precious Congress have gone
so far as to create a . " permanent staff consisting of a President , two Vice-Presidents , two Secretaries , and a Treasurer , " holds weekly sittings , and is compiling a programme to be laid before the Congress when it meets , as it has been provisionally
arranged it shall meet , on thc 29 th September in Brussels ; and as it has bcen resolved that the proceedings shall be public , or publicly reported , we can only await the issue with such patience
as we may be able to command . Wc dare say the whole thing , in spite of the permanent staff and programme , will turn out to be a grotesque failure , such as have been all previous attempts bv the Romish Church and its adherents to injure Freemasonry .

GRAND MASTER WHITE'S ADDRESS TO THE GRAND LODGE OF CANADA .
As a rule , thc addresses which it is customary for the Grand Masters of the several Grand Lodges in the Dominion of Canada and the United States to deliver at the annual Communications of those bodies treat of matters which are chiefly , if not entirely ,
of local interest . But occasionally in reading them as recorded in their respective Grand Lodge proceedings or in the local press , we find references to subjects which are generally interestins ; to the whole body of Masons , and opinions expressed thereon
which , coming from men of great authority , of necessity carry with them a considerable amount of weight . In the address delivered by Bro . W . R . WHITE , Q . C , at the recent annual Communication in the Massey Hall , Toronto , of thc Grand
Lodge of Canada , two such matters were referred to . One of these , which Bro . WHITE declared hc had found the greatest trouble in dealing with , was the question of " physical qualifications , " and in thc course he adopted with reference to this ,
hc appears to have been guided by sound common sense . "In all such cases , " said he , " I felt constrained to leave thc matter to the W . M . or D . D . G . M ., who could personally sec whether the candidate could comply with the requirements of thc
Constitution or not . I regret very much that my views on this subject differ slightly from those expressed by some former Grand Masters . I favour a liberal interpretation of the Constitution rather than a strict one . 1 think , if a candidate possesses the
necessary mental and moral qualifications , it would be a great hardship if he should be deprived of the benefits of Masonry because he has some slight physical defect which prevents him from absolutely , and in thc most perfect manner , complying with
all thc ceremonies of the work of Grand Lodge . I his , as we have said , is the common sense way of dealing with this question , and we consider Bro . WHITE has acted wisely in adopting it .
The other question—that of canvassing for office—comes more directly home to us just at this moment , when , as the letters which have recently appeared in our correspondence columns have shown , very unfavourable opinions have been expressed as
to the methods adopted by candidates , or by their friends and supporters , in their efforts to be elected to the Grand Treasurership . On this question Bro . WHITE expressed his opinion with no uncertain voice . Representations had been made to him
" that the practice of canvassing for office was becoming " very prevalent in both private lodges and Grand Lodges , " and in one particular case of appeal " against the election of an officer in a certain private lodge , " he had become ; convinced that " thc most
open and unblushing canvassing had taken place . Accordingly , he deemed it his duty to warn brethren against the adoption of these- malpractices in terms of unqualified condemnation . Said Grand Master WlHTl * : —• " I deem it my
dutv to condemn as strongly as possible , any such practice . Friends may speak well of one whose merit and ability entitle him to bc promoted to oflice in cither private lodge or Grand Lodge . But the making of slates , the pledging of
brethren to vote one- way or the other , and all the other wiles and dodges so well known to the politician are utterly foreign to the genius and spirit of Masonry , and should be most emphatically frowned upon and discounlenanci-rl b y every true Mason . "

We trust this strong expression of opinion , though addressed to the brethren of another jurisdiction , will not be without its influence on the members of our Grand Lodge when the time again comes round forthe election of one out of several candidates
to be the Grand Treasurer of England during the year 18 9 6-7 . Let "the making of slates , " the " pledging of brethren to vote one way or the other , " and " the other wiles and dodges " which arc declared to be " utterly foreign to the genius and spirit of
Masonry , " be " most emphatically frowned upon and discountenanced" by all who have at heart the interests and well-being of our Order .
