The Moniteur of Monday is very enthusiastic on the meeting of the Emperor Napoleon and the Queen of Spain . The meeting , it says , was " most cordial . " It adds that the " entire

population by its enthusiasm appeared to take part in an event Avhich . is of a nature to draiv closer the ties between the two Sovereigns and the two countries . " Meanwhile the Spanish journals continue to find great offence in the Emperor's allusion to the frequent changes of Spanish ambassadors when he received the neivs representative of Queen Isabella tbe other

A Vienna paper asserts that in addition to the published convention Austria and Prussa have drawn up a special protocol engaging themselves , to negotiate Avithin a stated time on the definitive solution of the Schiesivlg-Holstem question . The same papers denies that either the French or English Government has expressed any opinion Avhafcever on tbe Gastein Convention . AMERICA . —The China has arrived , bringing news from New

York to the evening of the 31 sfc ult . Perhaps the most interesting paragraph in the despatch is thafc waich states thafc Jefferson Davis is to be tried in a United States Circuit Court , probably afc Noi-folk , before Mr . Chief Justice Chase . Another very important announcement is thafc tbe cotton crop is likel y to be less than half an average . President Johnson has issued

a proclamation removing all restrictions on trade with the Southern States . This measure will no doubt have its effect in this country . It shows pretty clearly that the President is satisfied with the manner iu which the work of reconstruction is proceeding . The telegram has tAvo or three paragraphs which show that difficulties continue to spring up the Avay of

perfect union and good government in the South ; but these obstacles are no more , indeed they are much less than might have been anticipated . Ifc is noteworthy that the citizens of Richmond have been holding a meeting to protest against the doabfcs as to their loyalty expressed by the Northern

papers . In addition to doing this , they suggested thafc similar meetings should be held all over the South . That there might he no mistake about the matter , they specially included the abolition of slavery in the list of measures with ivhich they Avere quite satisfied . This in the midst of the great slave-breeding state is a thing to be marked most especially . The trial of AAlrtz continued , though not Avithout some hitches . The State is

going to prosecute Kefcehum , the fraudulent banker . The Shenandoah is said to be still continuing her piratical career in the Pacific . She has captured and destroyed many whalers . Gold on the evening of the 31 st Ai-as quouted at 1 I 4 J-. The China also brings Mexican news . A despatch from Vera Cruz dated the 14 fch August states thafc

the Imperialists had re-entered Tacambero , completely routing the Republican army aud capturing all its artillery . The tOAvn of Zongolica , in Orizaba , had , however , declared against the Empire . Meanwhile it is asserted that the Emperor Maximilian is desirous of standing better with the United States Government , and has determined on sending an official

personage to Washington . The Belgian has arrived from Neiv York , but her news is very meagre . It is reported , though AVO can hardly credit it , that General Butler is to be employed along with the Attorney General in the prosecution of Jefferson Davis . It appears that the firm of Ketchum is in a condition to pav a dividend to its creditors of 60 per cent .
