13 . And in the case where a local or Craft master has undertaken a work of long duration , and has either neglected it through inattention , or cannot complete the building by reason of illness or other urgent impediment , or should wish to protract the work too
much , the lord of the work shall be at liberty , if he please , in order that his hands be not tied , to set a strange master at the work , and let him finish it if he do not choose to employ another Craft master , or if no craft master be willing to undertake it * 14 . And no master or fellow shall , for any reason whatever ,
proscribe , shame or defame another ; but if he has anything against him , if it be of importance , he shall lay the matter before the government , or the judge , burgomaster , and sworn masters , and be contented with the judgment thus rendered ; but if any act contrary hereto he shall be punished on conviction ; and also if the proscribed or defamed
party does not lay his complaint within fourteen days , but on his part retorts and proscribes , and the one difficulty should beget another , he shall also be heavily punished accordingly . f
