Tho Committee of General Purposes beg to report that they havo examined the accounts from the 16 th October 1878 , to the 14 th January 1879 , both inclusive , which they find to bo as follows : — £ s d 1 £ s d

Henry France as Z ., John Wordsworth as H ., Mark Potter as J ., and six others for a Chapter to be attached to the Sincerity Lodge , No . 1019 , Wakerield , to be called " The Sincerity Chapter , " aud to meet at the Freemasons' Hall , Wakefield , in the West Hiding of Yorkshire .

2 nd . From Comps . Joseph Nicholson as Z ., Peter de Egglesfield Collin as H ., Thomas Mandle as J ., and eight others for a Chapter to be attached to the Perseverance Lodge , No . 371 , Maryport , to be called " The Nicholson Chapter , " and to meet at the Freemasons' Hall , Maryport , in tho Connty of Cumberland .

3 rd . From Comps . Walter Wellsm m as 25 ., Henry Wadham Dalwood as H ., John Henry Dodson as J ., tnd six others for a Chapter to bo attached to tho St . Dnnstan ' s Lodgo , No . 1589 , London , to be called "The St . Dnnstan's Chapter , " and to meet at Anderton ' s Hotel , Fleet-street , in the City of Loudon .

Tho foregoing Petitions being in . all respects regular , the Committee recommend that the prayers thereof be respectively granted . A Memorial having been receive'I from the members of Chapter No . 1200 , for permission to change tho name from the " Hervey " to the "John Hervey Chapter , " the Committee recommend—as the M . W . Grand Master has granted the permission to its members so to call the Lodge—that the prayer of the memorial bo granted .

The Committee ( regret to report tho lamented deaths of Comps . Benjamin Head , Past Sword Bearer , an appointed member of the Grand Chapter Committee , which occurred on the 24 th December , and of Companion John Boyd P . Z . No . 145 , an elected Member of tho Committee , which occurred on the 30 th December , in whose place Grand Chapter will have to proceed to the election of somo other Companion .

The petitions having been granted , Col . Creatou read the paragraph of the above Report relorring to Comps . Head and Boyd , and thereupon Comp . S . Rawson said he was sure the Comps . would join in his feelings of regret at the death of these two Comps . He tlid not know whether he should be in order in proposing from the chair that

the regret of Grand Chapter bo recorded on the minutes of the present Convocation" ( Cries of " Quite iu orjer . " ) Feeling-, then , that the Comps . would agree most coulially in this expression of his wish , ho would move that Grand Chapter on its minutes record its regret at the death of Comps . Head and Boyd . Tho motion was seconded by Col . Creaton , President of the Committee of

General Purposes , and carried . Comp . Rawson informed the Comps . that the M . E . Z . had appointed Comp . A . J . Dnff Filer to Jill the place of Comp . Benj . Head deceased ou the Committee of General Purposes . Comps . W . Stephens , Joseph Clever , and Charles F . Hogard were then proposed for election to supply the place of Comp . Tho Provincial Graud Chapter of Royal Arch Masons of Hampshire aud the Isle of Wight was held on Friday at tho Assembly Rooms , Aldcrshot , Companion W . W . B . Beach , 31 . P ., being tho head . Comp . Mark Frost 487 was elected Treasurer , and the following appointments wero made : —Comps . Hickman 130 H ., G . S . Lancaster

Stewart ( in the chair ) , Rev . A . F . A . Woodford , C . J . Perceval , A . Tisley , A . Durrant , S . Rosenthal , J . G . Chancellor , J . W . Dosell , F . Adlard , II . T . Thompson , H . Massey , W . F . C . Moutrio , R . Tyrrell , W . Paas , W . Roebuck , and

F . Binckes ( Secretary ) . The Secretary having reported the death of Bros . Benjamin Head and John Boyd , tho Rev . A . F . A . Woodford thought the brethren should not separate without recording au expression of thoir regret at tho Irss of these valuable friends to the Institution . Ho therefore moved that such an expression be

recorded ou the minutes . Bro . Rosenthal seconded , aud tho brethren unanimously carried the motion . A further motion was also made by Bro . Moutrio , seconded by Bro . Durrant , and carried , that the Secretary forward a letter to the families of the two deceased bretheu , conveying the Committee ' s deep regret at th ir loss . candidate from Bradford was placed on the list tor the election in October . There wero only two petitions , and one of these was deferred . An application having been made by a former pupil of tho Institution for assistance to enable him to study at Sandhurst , the Secretary was directed to make inquiries in the matter , and tho Committee then adjourned .

DEVON MASONIC EDUCATIONAL FUND .

ON Tuesday a lar- > -e and influential committee assembled at the Huyshe Tomp ' e , Plymouth , for the purpose of considering the rules by which the ? und for the local education , sustcntation , and advancement of uec essitons orphans of Freemasons of tho Province of Devon should bo regulated . The R . W . the Depnty Provincial Grand Master Bro . L . P . Metham presided . As preliminary to the

business , the chairm m stated that tho scheme had received tho concurrence of their vc aerable and esteemed Grand Muster , the Rev . John Huyshe , who vould contribute ten guineas towards the Fuud . Bro . Gover , the hon . secretary , read letters of concurrence from Bros . Walter G . Rogers , tho G . Secretary > und Bro . Samuel Jones of Exeter , also giving ii their pecuniary support , and Bro . Vincent Bird

read a letter from Bro . Major Tawner Davy , of Ros < 3 Ash , North Devon , who associated himse ' , f with the project . Bro . the Rev . W . Whittley said he would promise a donation of twenty guineas from Lodge Harmony , where the brethren on tho previous evening expressed their hearty concurrence with the movement . A belief was further expressed tl : at by degrees everv Lodge in the Province would

gradually come in ivud give to the Educational I und thoir assistance , but tho D . P . G . Master deprecated their ever making the Fund a ground for appeal I > tho funds of the Prov . Graud Lodge , by which moans they would ue able to keep it indepen . ient . To this suggestion there was an expression of hearty approval . It was stated that at present there was something iike £ 250 that would be available to

start with , though that amount is not yet promised . Indeed , till tho Fund is brought before the Lodges by its friends , it cannot be stated what the amount will be that will ho subser bed . It is probable that it will attain to much larger proportions when it is seen what great good may bo seemed at n , small cost by the p ans proposed . It will bo remembered that about three or four years since a

somewhat similar scheme was proposed by the D . l ' . G . Master , but the Province was not then ripe for it , and ifc was defeated iu Grand Lodge by a majority of one . Hence it has now been brought forward entirely independent of Grand Lodge or its personal influences , either for good or evil . At , that time rules had been framed in anticipation of success . These hud been now gone through carefully by Bro . J .

E . Curteis , the Hon . Secretary and Bro . Gover ,. to both of whom the thanks of the Craft are dno for tho time that they must have bestowed on the work . The constitution of the body who are to manage the Fund wns very carefully considered , and each of the rules dul y discussed , Bros , the Hon . Captain Joliffe , I . Latimer , Lynn , E . A . Davies , Bird , S . Jew , and others taking part .

It was agreed that there should be an annual meeting on the first Tuesday in . April , and the first election of orphans to the benefits of the Fund will take place on that day in tho present year . Meantime endeavours will be made to obtain a wide and general support of tho benevolent scheme which has already met with au ass * nt amongst tho Craft that may be regarded as almost universal . — Western Daily Mercurv ,

start with , though that amount is not yet promised . Indeed , till tho Fund is brought before the Lodges by its friends , it cannot be stated what the amount will be that will ho subser bed . It is probable that it will attain to much larger proportions when it is seen what great good may bo seemed at n , small cost by the p ans proposed . It will bo remembered that about three or four years since a

somewhat similar scheme was proposed by the D . l ' . G . Master , but the Province was not then ripe for it , and ifc was defeated iu Grand Lodge by a majority of one . Hence it has now been brought forward entirely independent of Grand Lodge or its personal influences , either for good or evil . At , that time rules had been framed in anticipation of success . The constitution of the body who are to manage the Fund wns very carefully considered , and each of the rules dul y discussed , Bros , the Hon . Captain Joliffe , I . Latimer , Lynn , E . A . Davies , Bird , S . Jew , and others taking part .

It was agreed that there should be an annual meeting on the first Tuesday in . April , and the first election of orphans to the benefits of the Fund will take place on that day in tho present year .
