difficulty , if there were a pretty general consensus in settling the question in accordance with the recommendations of the Parliamentary Committee . Earl Grey supported the motion , but threw out a suggestion as to the form of the
proposal . The Marquis of Salisbury handled the matter p ractically . Earl Stanhope expressed his willingness to amend his motion in accordance with Earl Grey ' s suggestion , and the motion , thus amended , was in the end
