IN the House of Lords , last Thursday , the Factories and Workshops' Act Avas read a third time and passed , and the opportunity Avas taken of referring to the Lancashire riots . The case of the Avives ancl families of the Army and Militia Keservc men was then brought under the notice of the House by the Earl of De la Warr .

On Friday , the Customs and Inland Bevenue Bill passed through Committee . On Monday their Lordships sat late discussing the groat Constitutional question , Avhether iu time of peace the Crown can move the native Indian troops out of India to other parts of tlie British possessions

without the consent of Parliament . Lord fcselbonie argued that this could not be done , aud Lord Chancellor Cairns that it could . Among the other peers Avho took part in the discussion Avere the Earl Granville and the Earl of Beaconsfield , and Avhen the latter resumed his seat the discussion closed . The House was crowded , and the

attendance m the galleries set apart for ladies was considerable , among those present being the Prince and Princess of Wales , and the Imperial Crown Prince aud Princess of Germany . On Tuesday there Avere brief conversations over the Earydice , and Competitive Examinations in the Army . Benett-Stanford , objecting to the latter , beino" defeated bv 250 votes to S 3 . On re-assembling

in the evening-, there was found to be present an insufficiency of members to form a quorum , and the House therefore adjourned . On Monday the great debate on the "Marquis of Hartington ' s motion re the CroAvn and its Indian forces being employed ontsido India without the

consent of Parliament Avas commenced , aud at the time of going to press is not yet brought to a conclusion . Among the speakers on Monday were the Leader of the Opposition , Sir H . M . Next Wedueedav there Avill be a State Concert , and on Monday , the 3 rd June , the Prince of Wales will hold another hvee bv command of Her Majesty . Previous to leaving Paris His Royal Highness gave a thousand francs toAvards the relief of the sufferers by the Grenoble firework

explosion in that city . We rejoice to state that the riots in Lancashire , which are the outcome of the present dispute m the cotton trade , are very nearly at an end , though the disturbed centres are bpcomino- nnip ' rer , thanks to the enprsjefic measures which

the Home Secretary directed should be taken . Wo trust that pence will be entirely restored at an early dntp , and that the stv'ke may likewise be brought to a ; -pecdy conclusion . The dnmaw done during the recent scenes of

violence is very considerable , and the sum io be paid as compensation , therefore , will bo proportionately great . If the men are wise they Avill accept the terms offered by the masters ns just under the existing depression of the trade .

The fifteenth anniversary festival of the JNeAvspapev Press Fund was hold at Willis ' s Rooms , St , James ' s , ou Saturday . The Marquis of Salisbury occupied the chair , and there were present to support his lordship among
