Our Weekly Budget.
Skelmersdale , and about 250 brethren safe doAvn ; for the account of tho gathering AVO refer our readers to another portion of onr columns . On Thursday evening His Eoyal Highness left London for Paris , Avhere he Avill prolong his stay into tho second Aveek in May . As our readers are
aAvare , the Prince is President of the Royal British Commission for the Paris Exhibition , which Avill be opened on Wednesday , the 1 st prox ., aud his lioyal Highness has taken a deep and active interest iu the duties of his position .
Parliament is enjoying a well-earned respite from its onerous duties , and even ministers havo been enabled to seek refuge in the country from the weariness of their official labours . The Foreign Secretary and tho Marchioness of Salisbury have been staying at Hatfield , and the Prime Minister has been on a visit there . Bufc the
political situation is such as to engross by far the largest share of public attention , and any bye-elections , of which there have been seA eral lately , are watched Avith interest . It does not often happen , especially in a largo county constituency like that of South Northumberland , that the
election results in a double return , but such Avas the case last Aveek , when Messrs . Ridley ( Conservative ) and Grey ( Liberal ) both polled 2912 votes . The first timo of counting them the former had 2914 , but two of them were invalid by reason of tho name of Grey being Avritten on
them , and Mr . Ridley generously refused to be returned by the casting vote of the High Sheriff Avho it Avas known Avould , as a Conservative , have given it in his favour . So the question Avhich of the tAvo gentlemen shall sit as representative for tho Constituency must be settled by the
House of Commons . At the election for the vacant seat at TamAvorth Mr . Hamar Bass ( Liberal ) was on "Wednesday returned by 1186 votes over Colonel Bridgman Avho polled 667 . There is also a vacancy for the Denbigh Boroughs caused by the resignation of Mr . VV . Williams ,
AA'ho differed from his constituents on some essential points . The strike in the cotton trade in Lancashire is a matter for deep regret . These occurrences always cause a serious amount of harm to the trade of the whole country , besides inflicting the most terrible losses on the working classes ,
but especially on their wives and children . It is Avell known that in this branch of our industries there has been for some time past great stagnation . Over-production , the greater cost of production , and other causes have combined together and exercised a most depressing effect on cotton
manufacture , and it is believed that , as regards the masters , a struggle of this character could not have come at a better time , and that the goods on hand AA ill suffice to meet all demands Avhile the men are on strike , and spending their hard-earned savings . In Blackburn alone over 22 , 000 are
on strike , and this is not the only district to which it is confined . Endeavours are being made to effect a compromise betAveen masters and men , Avhile at Preston many of the men have acceded to the masters' terms , and have resumed work . Let us hope the attempt at reconciliation Avill be successful .
On Saturday last , Mr . Bandmann Avas committed for trial by Mr . Flowers , on a charge of having assaulted Mrs . Rousby , ihe evidence being deemed sufficient to warrant such a step . Mr . Bandmann , Avho it should be added , indignantly denied the charge , gave bail , himself in £ 100 , and
Mr . Chatterton in £ 100 , to appear for trial . The same evening both appellant and plaintiff appeared , the former at the Queen ' s , in a neAV piece entitled Madplaine Morel , adapted from the German by the latter , and Mr . Bandmann
at the Adelphi , in an adaptation from Une Cause Celebre , recently produced at the Ambigu Theatre in Paris . The title of the English version is Proof , and the adapter is Mr . Burnand .
The holiday folk were unexpectedly favoured Avith nice genial Aveather , the forenoon of Saturday being the onlyportion of the Easter holidays in Avhich pleasure Avas impossible . Good Friday was a pleasant day , and the number of visitors to the parks , Hampstead Heath , & c , & c , Avas
quite equal to that of former years . On Saturday evening most of the theatres Avere crowded , and in addition to the two AVC have named must be mentioned the Haymarket , Avhere Miss Neilson charmed a numerous and appreciative audience by her able impersonation of Juliet , in
Shakspeare ' s well known play of Borneo and Juliet . On Easter Monday , all the holiday resorts Avero thronged with people . The Alexandra Palace , where a special programme Avas prepared , Avas visited by , at the very loAvest estimate , some 00 , 000 . The Crystal Palace , whereto the Grecian Panto-

mime of Holey Polei j was transferred , AA as equally fortunate . Over 30 , 000 people visited the Zoological Gardens . The British Museum had its complement of visitors , and South Kensington , the Aquarium , Westminster , and our other resorts , Avere all crowded by people Avho had come for tho
purpose and Avith tho resolution of being amused . All the lines of railway took out of town their hordes of excursionists to Brighton , Margate , Hastings , and other prominent Avatering places , and the Volunteers , though thoy failed in having a field day on a large scale , had a number of small
meetings at Wimbledon , Southgate , Harrow , Staines , and elsewhere . Indeed , it is many years since the public has been as fortunate in respect of the weather and the entertainments provided , but then Easter is rather later than usual .
On Monday the Lord Mayor and Sheriffs Avonfc in state to Christ Church , Newgate-street , for tho purpose of hearing tho Spital Sermon , which was preached this year by Dr . Atlay , Bishop of Hereford . In the evening his lordship entertained a numerous body of guests at a banquet in
the Egyptian Hall of the Mansion House . On Tuesday , the pupils of Christ ' s Hospital visited the Lord Mayor at the Mansion House , when his lordship , according to annual custom , presented the boys -with money—tho Grecians Avith
a guinea , the probationers Avith half-a-guinea , tho monitors Avith half-a-croAvn , and the loAver boys with a shilling . The Blues , before leaving , Avero regaled with buns and a glass of Avine each .
A most mysterious robbery at tho bank of Mona , Douglas , Isle of Man , has recently occurred , by Avhich no less a sura than £ 8 , 873 mgoldAA as carried off . Three persons are in custody on tho charge—a Mr . Gray , one of the bank officials , Thomas Roberts , and Adam Nix . The
inquiry is still proceeding , and is exciting the greatest interest . A reward of £ 500 for tho discovery of tho robbers has been offered by the bank . For some days past an inquiry into the circumstances attending the death of Charles A . Cooper , an apprentice on
board the Maggie Dixon , of Shields , has been conducted at the Police Court , Falmouth , the master , the mate , and the boatsivain being implicated . After a protracted hearing , the prisoners Avere committed for trial , and so strong Avas the feeling of tho people against the accused ,
that the police had great difficulty in conveying them to the police station . A very important step taken by our Government last Aveek in ordering a portion of our Indian troops to Malta has caused great excitement in the different
Presidencies , aud the greatest enthusiasm prevails among tho natives , there being not tho slightest difficulty in getting up the regiments chosen for service to their full war strength . This ought to havo somo influence on tho Russian Ministers , Avho are urging the Czar to engage in
Avar Avith this country . Such an element in our military strength has been overlooked , and Avhen it is remembered that the small force about to be sent to Malta can be increased , if necessary , to almost any extent , and that among them is some of the most magnificent
fightingmaterial in tho world , let us hope the Russians may pull up in time , and that Ave may be spared the horrors of a dreadful Avar . In Paris , though the political situation is watched with great anxiety , the public attention is directed chiefly to tho
approaching opening of the International Exhibition , Avhen a series of Fetes will take place , the Marshal-President being the central figure in a peaceful picture , and circled around him Avill be our Prince of Wales , the Crown Prince of Austria , and other distinguished personages from abroad .
Let us hope the Exhibition will have the effect of strengthening the bonds of friendship already existing between Finance and the other Powers . There is something infinitely more Christianising in these shows than in the process adopted by Russia .
As regards the crisis , there is a feeling everywhere that the situation is as gloomy as it can be , short of tho actual outbreak of Avar . Prince Bismarck has been trying his hand at mediating , but he docs not seem to have succeeded . His idea Avas to induce Russia and England to agree to a simultaneous Avithdrawal of their forces from thc ^
neiffhbourhood of Constantinople . Both Powers have agreed fo it iu principle , but the difficulties in carrying it out , and in assuring a return to the same positions if further negociations should fail , are considered unsatisfactory . Russia declines to submit the treaty to a Congress , and England will havo nothing to do Avith a Congress if Russia insists .
