5 . REPORT OF THE BOARD OF GENERAL FURPOSES . To the U 7 iited Grand Lodge of Ancient Free and Accepted Masons of England . The Board beg to report that their attention having been called to a printed circular issued by a Lodge , inviting the Members to disclose their votes on a ballot which hud been taken for a candidate

for initiation , and which bad resulted in five black balls appearing againsfc him , the Master , Wardens , and Secretary wero summoned to attend and produce their Warrant and books , and ifc bavin" been proved that tbe circular was drawn up by the Secretary , and issued by a resolution of the Lodgo nt the recommendation of tho Master

and Secretary , thus wholly nullifying the principle of tho ballot , tho Board resolved thafc the said Lodge be suspended frra period of threo months , and the Lodge was and remains suspended acoordin » 1 v .

The Board further icsolvcd—That the Master and Secretary , beirmboth experienced Past Masters , he censured for instigatino * and recommending the Lodge lo issue such circular , find thoy wore oensuied accordingly .

Quarterly Communication Of United Grand Lodge.

A question having arisen as to tho effect of this sentence of suspension , it was resolved—That tho suspension for any period of a Lodge means the suspension of its warrant , daring which timo the

Lodgo cannot meet or perform any of its Masonic functions . Tho suspension of any particular brother involves an entire incapacity on his part to exercise any rights or duties as a Mason , or to participate in any Masonic privileges during the period such suspension remains

in force . Ifc will be recollected thafc in March 1880 a sum of £ 3 , 000 was voted by the Grand Lodge for tho purpose of painting aud decorating the interior of tho building . Of this sum about £ 1 , 300 was expended in the autumn of that year , when the work was unavoidably

suspended . The Board have to report that the painting and decorating of the whole of the rooms , together with tho grand staircase and corridors , havo now been completed by their order , nnder the personal superintendence of the Grand Superintendent of Works , at a cost within the sum voted for that purpose .

6 . REPORT OF SPECIAL BUILDING COMMITTEE . To the United Grand Lodge of Antient Free and Accepted Masons of England . Tho Building Committee , in continuation of their report to Grand Lodgo of fche 4 tb of December lasfc , now beg to submit as follows : — In that report reference was made to cat tain works , nofc of mere

restoration , bufc of necessary and substantial improvements , including the re-opening of tho Old Gallery , the various new exits in case of fire , the ventilation , the removal of the dangerous flues , fcho extra expense on pictures , & c , & c , none of which were of course covered by the monies received from the insurances , and the Committee

promised to report to Grand Lodge on tho 4 th of March tho amount required to meet the extra expenditure thus incurred . The works being now almost completed , fche Committee havo been able to balance fche various accounts , and they havo thus ascertained thafc a sum of £ 800 bevond the monies received from the Insurance

Ofiiccs will be sufficient to defray the entire cost of the restoration , whereby tho Order will be once . more placed iu possession of their Ancient Hall , with increased accommodation , with its portraits

restored , with its decorations renewed , and with many modern improvements . The Committee therefore recommend to Grand Lodgo that a vote of £ 800 be made for the above purpose .

M . of the Victoria in Burmah Lodge , No . 832 , Rangoon , against a decision of the District Grand Master of British Burmah ruling thafc a complaint made by Brother Godbier againsfc the W . Master relative fco confirmation of minutes was frivolous and vexatious .

( 2 ) By tho same Brother Henry Godbier , P . M . of tho Victoria in Burmah Lodge , No . 832 , Rangoon , againsfc a decision of tho Deputy District Grand Master in charge of tho District

of British Burmah declining to give a separate ruling on a second complaint made by Brother Godbier againsfc tha W . Master and the Lodge , ou the ground that tho ruling of the District Grand Master had covered both eases .

( 3 ) By Brother Rustomji Cowasji Jabooleo , P . M . of tbo Cyrus Lodge , No . 1359 , Bombay , again .- ; t a censure passed on him by the District Master of Bombay for printing and circulating documents connected wifch a complaint which ho was submitting to his Lodgo .

I ( 4 ) By Brother Samuel Georgo Davison , S . W . of the Lodge "Emulation , " No . 2071 , Sydney , against tho ruling of the District Grand Master of New South Wales , forbidding the election of a second W . Master , in consequence of the Warrant not having arrived from England , and the Lodge working under Dispensation .

N . B . — Tho papers relating to these appeals will bo in tl o Grand Secretary ' s office till Uve meeting of Grand Lodge , and open for tho inspection of the Brethren durine office hours .
