Neave , Blaquiere , Torrens , Birch , Leith , Clarke , and Boileau , be appointed to prepare the address , to take the necessary measures for collecting the amount which may be contributed towards the testimonial , and with reference to the amount of the sum that may be contributed , to determine the nature of the testimonial , whether a medal or a piece of plate .
