and great care . ( Hear , hear . ) GRAND SECRETARY read the report of thc Lodge of Benevolence for the last quarter . Bro . J . M . CLABON , President of the Lodge of Benevolence , in moving the reception of the report , said that when the brethren had received it he would have to move the confirmation of thirteen grants , amounting in all to £ 1300 for one quarter of a year . So large a sum had
never been before Grand Lodge previously on one occasion ; but he was bound to say he was glad tbat each one of the thirteen petitioners should have the amount voted to him or her respectively if Grand Lodge would confirm it . But he was also bound to tell Grand Lodge that whereas two years ago with an income of £ Sooo a year , they were spending something like £ 6000 , and accumulating the other ^ 2000 , at the rate at which the Lodge of Benevolence was going on
now , they were spending £ 10 , 000 , or £ 2000 more than their income , and he did not know where they were to get thc extra money from , unless they infringed on the £ 50 , 000 invested . He hoped , however , that they would never touch that . There was , however , another means of getting the money . The London brethren paid four shillings a year , and the country brethren two shillings per year . That was very small , and it might be
increased by another small sum ( hear , hear , and applause ) , and that would be the direction he hoped the matter would take . He should be very sorry if any poor brother , or the widow or orphans of a deceased brother , should suffer , if brethren were not to confirm these grants on the ground that Grand Lodge was overspending its income . It would be very hard indeed for those poor brethren and ladies and children to whom these grants were
recommended if they were to be cut off . ( Hear , hear . ) Bro . J OSHUA NUNN seconded the motion . Bro . BRACKSTONE BAKER thought everybody would admire the sympathetic and kindly spirit of the President of the Lodge of Benevolence , and also of Bro . Nunn , who always attended ; but he could not forget that at the last Quarterly Communication Bro . Clabon saiel if they were spending half-a-crown out of sixpence a day , the result
would inevitably be bankruptcy unless they resorted to the £ 50 , 000 . Although not at all inclined to chill or check the current of benevolence , lie could not help reflecting that large handed benevolence with other people ' s money was hardly desirable . It must be borne in mind that they were spending more than their income . Each of the brethren who came to the Board would sooner or later , perhaps , be candidates for the Benevolent Institution . He
advocated economy . Bro . G . P . BRITTEN protested against the 'doctrine enunciated by Bro . Baker . F ' or many years past the Lodge of Benevolence had been saving its money at the rate of £ 1500 or £ 2000 a year , and tinly in thc last year £ 4000 was invested and added to the fund . This outcry of living beyond income was out of place and uncalled for . 'That
they should from time to time invest such balances as accrued was a reasonable thing ; that they should produce interest was right . Bro . Clabon said be did not think the grants excessive , and hoped they would ail be confirmed . Surely there could be no harm in trenching on that fund , the savings of former years , to fill np a temporary gap . He must protest against the doctrine that tins was a sacred fund tbat could not be touched under any exceptional circumstances .
Bro . J HOLDEN ' , as one who attended thc Lodge of Benevolence , considered that many of the grants were too large . On one occasion where there was a case which wns not , be thought , deserving , Bro . Britten remarked that they had got plenty of money , and why should they be stingy . I . Inconneclion witb tbe proposed erection of new offices forthe use ofthe Charities there appears to be a contiguous plot of freehold ground in New Yard , the possession of which by Grand Lodge is highly important in connection with questions of light and air . Tbe Board arc strongly advised that this plot of ground should be purchased , and they have been enabled to
arrange lhat Grantl Lodge by its trustees can purchase tile : fee simple , free from incumbrances , for the sum of £ 10311 , and they have at the same time satisfied themselves That a tenantat a thoroughly remunerative rent can be obtained solong as is desirable . They accordingly recommend that such purchase be sanctioned by Grand Lodge . 2 . Having received formal complaint that a brother

had violated the Constitutions by appearing in a public place or assembly ( namely , one of Her Majesty ' s levees ) wearing Masonic jewels without thc authority of " the Grand Master , the Board proceeded to deal with the matter , ancl caused tbe brother n question to be summoned to appeal before them . It appearing that the error arose from a misconstruction of the Constitutions , and due submission
having been made ancl regret expressed , it was not thought requisite to proceed further than admonition in the matter . 3 . Lodge No . 401 ( Slaidburn ) having passed two brethren after an insufficient interval ( viz ., twenty-five days ) from their initiation , the Board . have ordered that the brethren be re-obligated in the Second Degree , and subsequently in the Third Degree at thc proper interval ,
and have inflicted a fine of two guineas on the lodge . Lodge No . 910 ( Pontefract ) having passed a brother after an insufficient interval from his initiation ( viz ., sixteen days ) the Board have ordered that the brother be re-obligated in the Second Degree , and have inflicted a fine of two guineas on the lodge .
4 . The Board further report that they have had under consideration thc important question of the due preservation , by binding where necessary , and the improvement , by addition , of the excellent library belonging to Grand Lodge , in their charge , anel they are unanimously of opinion that it is desirable that Grand Lodge should authorise an expenditure not exceeding £ 25 per annum for the above

in thc hands of thc Grantl Secretary for petty cash £ 75 , and for servants' wages £ i )<> 15 s ., and £ 22 14 s . jd . in the hands of tbe solicitor of thc Society . Bro . J . M . KLENCK , with reference tothe first page of the above report , complained of the large outlay proposed at last Grand Lodge , and this further proposed outlay . After laying out £ 13 , 125 he found there would be but
£ 2000 in hand ; and then he suggested that the decoration of the ball should be deferred for a year . The M . VV . PRO G . MASTER ( Uro . Klenck having been very indistinct ) saiel that , as he caught his remarks , Bro . Klenck wished certain questions about these purchases referred to the committee appointed at last Grand Lodge . That could not be done , because tbe committee had to deal
with one subject , I he committee was appointeil to enquire how far it was desirable certain purchase * should be made by tbe Board of General Purposes without going through the ordinary processes ami forms recpiired by the Book of Constitutions of giving notice to Granel Lodge . Bro . Klenck ' s suggestion regarded a purchase of property wbich it seemed advisable should be argued in Grand Lodge upon
its merits . 1 iro . KLENCK subsequently renewed tbe subject , when GRAND REGISTRAR said that the Board had gone very minutely into tbe desirability of the plot of lantl in question being purchased . Of course nothing was absolutely necessary . People could live in a fcetiel atmosphere , but light anil air were very desirable , anil the property of Freemasons' Hall would be much more valuable if they acquired
this property . There would be much more accommodation , and the advantages to Grand Lodge would be very great . The brethren then confirmed the purchase . 'The report of the Board of General Purposes was afterwards adopted . GRAND REGISTRAR brought up the two following
appeals : — ( 1 . ) Appeal by the W . Master , ofiicers , nnd other members of the Joppa Lodge , No . Slq , Cape 'Town , against the decision of the District Grand Master of South Africa , Western Division , for declining to entertain a complaint against certain brethren of the lodge for conspiring to blackball candidates .
( 2 . ) Also appealby Bro . Thomas Gardner , the Secretary of tbe said lodge , No . Xfq , complaining of certain expressions used , respecting him , by the District Grand Secretary , in an official communication addressed to him by direction of the District Grand Master . On the motion of GRAND REGISTRAR , seconded by Bro . J AMES MASON , the first appeal was dismissed ; and on
the motion of GRAND REGISTRAR , seconded by GRAND TREASURER , Grand Lodge resolved "That the second appeal by the Secctary of the Joppa Lodge not being against a judicial decision of the District Grand Master , could not be entertained . " Bro . Lieut .-Col . J CREATON , G . 'Treas ., moved : — " 'That the sum of £ 70 be given from the Fund of
General Purposes ; that the money be placed in the bands of the Secretary of the ' Royal Masonic Benevolent Institution of Aged Freemasons and Widows of Freemasons / to supply the residents of the Institution at Cioydon with coals iluring the winter season . " Bro . J OSHUA NUNN seconded the motion , which was put and carried .
Bro . J AMES STEVENS , P . M . 720 , moved in accordance with notice , "'That inasmuch as all laws made by this Grand Lodge should be strictly observed and respected , this Grand Lodge is of opinion that thc resolution of Grand Lodge to appoint a Committee of Past Masters for enquiry into the merits of the respective systems of working , eVo , adopted on the 1 st
December , iSl'i ) , anel confirmed on the 2 nd March , 1 S 70 , anil which thereby and in accordance with tha Constitutionsof the Fraternity , regulating tbe government of Grand Lodge ( Sections , page 2 . S ) , became a jaw , should be carried intoelTect . " The Book of Constitutions laid it down that a resolution properly brought forward in G . L . and carried , and confirmed at the ensuing meeting , became a law . The

ARNOLD proposed as an amendment , "That Grand Lodge having , by a large majority , at the last Quarterly Communication expressed its opinion that it is not expedient that any further steps should be taken in this matter , the revival of the subject is inexpedient , and is not calculated to promote thc good of Freemasonry . Lodge No . 401 ( Slaidburn ) having passed two brethren after an insufficient interval ( viz ., twenty-five days ) from their initiation , the Board . have ordered that the brethren be re-obligated in the Second Degree , and subsequently in the Third Degree at thc proper interval ,
and have inflicted a fine of two guineas on the lodge . Lodge No . 910 ( Pontefract ) having passed a brother after an insufficient interval from his initiation ( viz ., sixteen days ) the Board have ordered that the brother be re-obligated in the Second Degree , and have inflicted a fine of two guineas on the lodge .

The Board further report that they have had under consideration thc important question of the due preservation , by binding where necessary , and the improvement , by addition , of the excellent library belonging to Grand Lodge , in their charge , anel they are unanimously of opinion that it is desirable that Grand Lodge should authorise an expenditure not exceeding £ 25 per annum for the above

KLENCK , with reference tothe first page of the above report , complained of the large outlay proposed at last Grand Lodge , and this further proposed outlay . After laying out £ 13 , 125 he found there would be but
£ 2000 in hand ; and then he suggested that the decoration of the ball should be deferred for a year . The M . VV . PRO G . MASTER ( Uro . Klenck having been very indistinct ) saiel that , as he caught his remarks , Bro . Klenck wished certain questions about these purchases referred to the committee appointed at last Grand Lodge . That could not be done , because tbe committee had to deal
with one subject , I he committee was appointeil to enquire how far it was desirable certain purchase * should be made by tbe Board of General Purposes without going through the ordinary processes ami forms recpiired by the Book of Constitutions of giving notice to Granel Lodge . Bro . Klenck ' s suggestion regarded a purchase of property wbich it seemed advisable should be argued in Grand Lodge upon
its merits . 1 iro . KLENCK subsequently renewed tbe subject , when GRAND REGISTRAR said that the Board had gone very minutely into tbe desirability of the plot of lantl in question being purchased . Of course nothing was absolutely necessary . People could live in a fcetiel atmosphere , but light anil air were very desirable , anil the property of Freemasons' Hall would be much more valuable if they acquired
this property . There would be much more accommodation , and the advantages to Grand Lodge would be very great . The brethren then confirmed the purchase . 'The report of the Board of General Purposes was afterwards adopted . GRAND REGISTRAR brought up the two following
appeals : — ( 1 . ) Appeal by the W . Master , ofiicers , nnd other members of the Joppa Lodge , No . Slq , Cape 'Town , against the decision of the District Grand Master of South Africa , Western Division , for declining to entertain a complaint against certain brethren of the lodge for conspiring to blackball candidates .
( 2 . ) Also appealby Bro . Thomas Gardner , the Secretary of tbe said lodge , No . Xfq , complaining of certain expressions used , respecting him , by the District Grand Secretary , in an official communication addressed to him by direction of the District Grand Master . On the motion of GRAND REGISTRAR , seconded by Bro . J AMES MASON , the first appeal was dismissed ; and on
the motion of GRAND REGISTRAR , seconded by GRAND TREASURER , Grand Lodge resolved "That the second appeal by the Secctary of the Joppa Lodge not being against a judicial decision of the District Grand Master , could not be entertained . " Bro . Lieut .-Col . J CREATON , G . 'Treas ., moved : — " 'That the sum of £ 70 be given from the Fund of
General Purposes ; that the money be placed in the bands of the Secretary of the ' Royal Masonic Benevolent Institution of Aged Freemasons and Widows of Freemasons / to supply the residents of the Institution at Cioydon with coals iluring the winter season . " Bro . J OSHUA NUNN seconded the motion , which was put and carried .
Bro . J AMES STEVENS , P . M . 720 , moved in accordance with notice , "'That inasmuch as all laws made by this Grand Lodge should be strictly observed and respected , this Grand Lodge is of opinion that thc resolution of Grand Lodge to appoint a Committee of Past Masters for enquiry into the merits of the respective systems of working , eVo , adopted on the 1 st
December , iSl'i ) , anel confirmed on the 2 nd March , 1 S 70 , anil which thereby and in accordance with tha Constitutionsof the Fraternity , regulating tbe government of Grand Lodge ( Sections , page 2 . S ) , became a jaw , should be carried intoelTect . " The Book of Constitutions laid it down that a resolution properly brought forward in G . L . and carried , and confirmed at the ensuing meeting , became a law . The

, The Rev . C . VV . ARNOLD proposed as an amendment , "That Grand Lodge having , by a large majority , at the last Quarterly Communication expressed its opinion that it is not expedient that any further steps should be taken in this matter , the revival of the subject is inexpedient , and is not calculated to promote thc good of Freemasonry . "
