of Oxford and Berkshire , from which some brethren were now present . He was very glad indeed to have this opportunity of saying in their presence that thc Order at large was indebted to the energy of the brethren of thc new province in their Master . The Provincial Grand Master for Staffordshire and Warwick had done very good work in his province , and he gave promise of better work . The first lodge on tbeir list was tbe Shakespeare
and Warwick , an old time immemorial lodge , which this Grand Lodge had long been anxious to get under their banner . They had succeeded ; but they would not have done so if it had not been for the great popularity of Bro . Bedford . It was to such energy as he used that the great success of this Degree was to be attributed . Among the fourteen new lodges granted in the last half-year no less that six were established in foreign parts . In this there
was a great advantage . One was in New Zealand , and one in Queensland ; and the great advantage was , that ifthough there was not the slightest chance of such a thing occurring—the ground was used up in England , the Colonial possessions supplied a boundless field for further operations . Once get a footing there and there would be no lack of the success which had attended the Degree in the mother country itself . He was exceedingly glad to be able
to congratulate the brethren on the success of the Order . While thanking them very much for thc compliment they had paid him , he trusted that success would continue . The Rev . C . R . DAVY proposed "Thc Health of thc Deputy Grand Master and the Grand Officers , " to which Bro . TWEEDALE replied . Bro . THOS . MEGGY proposed "Success to the Mark Benevolent Fund "—a fund with which he had been
peculiarly associated . Some years ago he had the opportunity of proposing—and , he believed , he was thc means of originating what was now a very great success—the Mark Benevolent Fund . In proposing " Prosperity to the Fund , " he asked the brethren to drink it with all their best feelings . This was thc first fund which introduced ladies to their festivals , and he had no doubt that this had been the means of bringing great prosperity to it . The Stewards
annually increased in number , and last year they succeeded in obtaining subscriptions to the amount of more than £ 500 . As they had then twenty-nine Stewards , so there were already twenty-nine Stewards for the next festival , and as there was still more than a month to run before that festival was held , no doubt they would have more added to the
list . He should couple with this toast thc name of Bro . Binckes , a brother who had always evinced the greatest interest in the fund . Bro . BINCKES , in reply , said be supposed tbat no observation of his would have any effect on the side of truthfulness if he for a moment asked them to believe he
was taken by surprise at being called upon to respond to this toast- —one which he very much valued . There were many observations that rose to his lips without a moment ' s consideration , and he thought he could occupy the brethren ' s time tolerably profitably for about an hour-and-a-balf , but he always bore in mind , with regard to discourses on a much higher and more important subject than this , what the late Baron Anderson once said to a clergyman with
regard to a sermon—that it should be a qiiarter-of-an-hour in length , with a bearing to the side of mercy —( laughter)—therefore he would be brief . No doubt they had done a very large amount of substantial good in connection with this Order by what they had done in the cause of charity , and every one of them must feel extremely gratified by the rapid progress the Order had made in substantial prosperity , as evidenced by what the Grand Master had
stated as to the progress made in twenty-three years ; that , whereas twenty-three years ago they had onl y ten or twelve lodges they now had 271 . He did not believe that the most sanguine among the brethren at the time , of whom Bro . Portal and himself were among thc earliest who joined in the executive management of the Order , ever contemplated that they should achieve in that time the vast amount of success which they had . Bro .
Portal had alluded to some of the reasons of tbe success , in which he ( Bro . Binckes ) thoroughly concurred . They had a thorough absence of " red tape ; " tbey had a desire to do all they possibility could with fairness and impartiality , and 3 rule they had was , the choice of the Grand Officers was made without bias , partiality , or affection . Thc appointments were made on no other ground than absolute merit , and from the little rivulet which sprang and bubbled
twenty-three years ago there , had spread a wide navigable river , and he did not know to what extent it might yet be increased . It appeared to him that Mark Masonry had before it an undoubted and unbounded success , so long as the present rule should be continued , and be had no fear that those who succeeded to thc government of the Order would in any way prove themselves false to those traditions handed down to them which had proved so effectual
in promoting success and prosperity . They had nothing sectarian in their Order , nothing tanagonistic to the great broad principles of the most successful Grand Lodge in the world , the parent from which they had drawn , and still drew , their infant breath , to which they were all proud to belong , lamenting , as they all must do , that by the exercise of what Mark Masons called an unwise discretion at the time of thc articles of union , they were cut off and
relegated to the uncovenanted mercies . 'They had now thought proper to revive the Degree , and had proved ( although he was told by some it was bad logic toj argue from successful results ) that they had kept in view the high principles of universal Freemasonry in the large and important body tbey were now . He would go further , and say that the great reason they had been so successful was that they had borne in mind what he considered the greatest
virtue in Freemasonry—that of practical chanty . He held that as they upreared their keystone , a ' nd made it the key of the whole structure , they had inscribed upon it the great word Charity . He would even add that they bad inscribed it also on the lintels and two door posts , and sprinkled , as they were , with the sacred dew of Masonic Charity . Thc destroying angel of ridicule and deterioration had passed by and left them scathless , giving them a blessing rather than a curse . 'This Order ba I followed tbe principle of
charity , and had given a magnificent support lo all three of the Masonic Institutions , and had not selected anyone for its benevolence . The Benevolent Fund bad also established an educational branch , which would be thc means of doing a large amount of good in thc future . True , at present there was only one recipient of the benefits of that fund , but as everything must have a beginning , ancl as be did not despise the day of small things , he did not doubt they would have more children upon it . They had the means of in-

creasing these advantages to a very large extent , which was a source of great pride ancl satisfaction to them all , ancl if those means were not more largely availed of , they had the gratification of knowing this , that Mark Masonry was so sound that there was but little occasion at present to demand its relief . The brethren would not relax their efforts
on that occasion , because , although prosperous now , they did not know what would occur by and bye . Although there was a great talk about a revival of trade under a Liberal Ministry , he had not yet found that commerce was so much better than it was during tbe time of thc late ministry , and therefore , in contemplation of any demands which might be made on the funds , the brethren must do all they could to add to the
resources of the fund , so that when the time of necessity arrived they would be able to fulfil the promise which they had held out . In the great cause of universal Masonic charity they were not only keeping their own , but they were adding up store to distribute to those who might want . Bro . Binckes concluded by thanking the brethren fordrinking the toast . The toast of " Thc Visitors" followed , to wbich Bro . ANSELL , of Oxford , replied .
Bro . BINCKES said since he spoke he had obtained another Steward for the festival who had placed his name on the list for forty guineas . ( Cheers . ) Bro . MEGGY also said he should be glad to undertake a Stewardship , and thc proceedings then closed . In thc course of thc evening a beautiful selection of music was performed by Bros . Henry Guy , F . H . Cozens , and Hubbard , under the direction of Bro . A . Rowley , Grand M . Organist .

He was very glad indeed to have this opportunity of saying in their presence that thc Order at large was indebted to the energy of the brethren of thc new province in their Master . The Provincial Grand Master for Staffordshire and Warwick had done very good work in his province , and he gave promise of better work . The first lodge on tbeir list was tbe Shakespeare
and Warwick , an old time immemorial lodge , which this Grand Lodge had long been anxious to get under their banner . They had succeeded ; but they would not have done so if it had not been for the great popularity of Bro . Bedford . It was to such energy as he used that the great success of this Degree was to be attributed . Among the fourteen new lodges granted in the last half-year no less that six were established in foreign parts . In this there
was a great advantage . One was in New Zealand , and one in Queensland ; and the great advantage was , that ifthough there was not the slightest chance of such a thing occurring—the ground was used up in England , the Colonial possessions supplied a boundless field for further operations . Once get a footing there and there would be no lack of the success which had attended the Degree in the mother country itself . He was exceedingly glad to be able
to congratulate the brethren on the success of the Order . While thanking them very much for thc compliment they had paid him , he trusted that success would continue . The Rev . C . R . DAVY proposed "Thc Health of thc Deputy Grand Master and the Grand Officers , " to which Bro . TWEEDALE replied . Bro . THOS . MEGGY proposed "Success to the Mark Benevolent Fund "—a fund with which he had been
peculiarly associated . Some years ago he had the opportunity of proposing—and , he believed , he was thc means of originating what was now a very great success—the Mark Benevolent Fund . In proposing " Prosperity to the Fund , " he asked the brethren to drink it with all their best feelings . This was thc first fund which introduced ladies to their festivals , and he had no doubt that this had been the means of bringing great prosperity to it . The Stewards
annually increased in number , and last year they succeeded in obtaining subscriptions to the amount of more than £ 500 . As they had then twenty-nine Stewards , so there were already twenty-nine Stewards for the next festival , and as there was still more than a month to run before that festival was held , no doubt they would have more added to the
list . He should couple with this toast thc name of Bro . Binckes , a brother who had always evinced the greatest interest in the fund . Bro . BINCKES , in reply , said be supposed tbat no observation of his would have any effect on the side of truthfulness if he for a moment asked them to believe he
was taken by surprise at being called upon to respond to this toast- —one which he very much valued . There were many observations that rose to his lips without a moment ' s consideration , and he thought he could occupy the brethren ' s time tolerably profitably for about an hour-and-a-balf , but he always bore in mind , with regard to discourses on a much higher and more important subject than this , what the late Baron Anderson once said to a clergyman with
regard to a sermon—that it should be a qiiarter-of-an-hour in length , with a bearing to the side of mercy —( laughter)—therefore he would be brief . No doubt they had done a very large amount of substantial good in connection with this Order by what they had done in the cause of charity , and every one of them must feel extremely gratified by the rapid progress the Order had made in substantial prosperity , as evidenced by what the Grand Master had
stated as to the progress made in twenty-three years ; that , whereas twenty-three years ago they had onl y ten or twelve lodges they now had 271 . He did not believe that the most sanguine among the brethren at the time , of whom Bro . Portal and himself were among thc earliest who joined in the executive management of the Order , ever contemplated that they should achieve in that time the vast amount of success which they had . Bro .
Portal had alluded to some of the reasons of tbe success , in which he ( Bro . Binckes ) thoroughly concurred . They had a thorough absence of " red tape ; " tbey had a desire to do all they possibility could with fairness and impartiality , and 3 rule they had was , the choice of the Grand Officers was made without bias , partiality , or affection . Thc appointments were made on no other ground than absolute merit , and from the little rivulet which sprang and bubbled
twenty-three years ago there , had spread a wide navigable river , and he did not know to what extent it might yet be increased . It appeared to him that Mark Masonry had before it an undoubted and unbounded success , so long as the present rule should be continued , and be had no fear that those who succeeded to thc government of the Order would in any way prove themselves false to those traditions handed down to them which had proved so effectual
in promoting success and prosperity . They had nothing sectarian in their Order , nothing tanagonistic to the great broad principles of the most successful Grand Lodge in the world , the parent from which they had drawn , and still drew , their infant breath , to which they were all proud to belong , lamenting , as they all must do , that by the exercise of what Mark Masons called an unwise discretion at the time of thc articles of union , they were cut off and
relegated to the uncovenanted mercies . 'They had now thought proper to revive the Degree , and had proved ( although he was told by some it was bad logic toj argue from successful results ) that they had kept in view the high principles of universal Freemasonry in the large and important body tbey were now . He would go further , and say that the great reason they had been so successful was that they had borne in mind what he considered the greatest
virtue in Freemasonry—that of practical chanty . He held that as they upreared their keystone , a ' nd made it the key of the whole structure , they had inscribed upon it the great word Charity . He would even add that they bad inscribed it also on the lintels and two door posts , and sprinkled , as they were , with the sacred dew of Masonic Charity . Thc destroying angel of ridicule and deterioration had passed by and left them scathless , giving them a blessing rather than a curse . 'This Order ba I followed tbe principle of
charity , and had given a magnificent support lo all three of the Masonic Institutions , and had not selected anyone for its benevolence . The Benevolent Fund bad also established an educational branch , which would be thc means of doing a large amount of good in thc future . True , at present there was only one recipient of the benefits of that fund , but as everything must have a beginning , ancl as be did not despise the day of small things , he did not doubt they would have more children upon it . creasing these advantages to a very large extent , which was a source of great pride ancl satisfaction to them all , ancl if those means were not more largely availed of , they had the gratification of knowing this , that Mark Masonry was so sound that there was but little occasion at present to demand its relief . The brethren would not relax their efforts
on that occasion , because , although prosperous now , they did not know what would occur by and bye . Although there was a great talk about a revival of trade under a Liberal Ministry , he had not yet found that commerce was so much better than it was during tbe time of thc late ministry , and therefore , in contemplation of any demands which might be made on the funds , the brethren must do all they could to add to the
resources of the fund , so that when the time of necessity arrived they would be able to fulfil the promise which they had held out . In the great cause of universal Masonic charity they were not only keeping their own , but they were adding up store to distribute to those who might want . Bro . Binckes concluded by thanking the brethren fordrinking the toast . The toast of " Thc Visitors" followed , to wbich Bro . ANSELL , of Oxford , replied .
Bro . BINCKES said since he spoke he had obtained another Steward for the festival who had placed his name on the list for forty guineas . ( Cheers . ) Bro . MEGGY also said he should be glad to undertake a Stewardship , and thc proceedings then closed . In thc course of thc evening a beautiful selection of music was performed by Bros . Henry Guy , F .
