under the 2 Vict ., and by Act 29 Vict ., c . 46 . I he former Act was amended as follows ( sec . 1 ) : " The words ' or Grand Master or Grand Lodge of Canada ' are hereby added to , andshallfollow , the words 'Great Britain and Ireland' in the nth sec . of the 10 th chap , of the Consolidated Statutes of Lower Canada , intituled An Act respecting seditious and unlawful associations and oaths , and shall be taken and read as part of said section , and the provision shall be

construed and have effect as if it had been contained in , and form part of , the 9 th sec . of the Ordinance passed in the second year of her Majesty ' s reign , intituled as above . " In the interval and after the passing of the amending Act of 1 S 65 some of the lodges in Lower Canada broke away from the Grand Lodge of Canada , and refused to recognise its jurisdiction over them , assuming to constitute themselves into the so-called Grand Lodge of Quebec for the

Province of Quebec . A long controversy between these bodies followed , the Grand Lodge of Canada refusing recognition to the Quebec establishment , which controversy was finally settled between them by the Grand Lodge of Canada abandoning the Ouecbcc province and all jurisdiction over it , and withdrawing into Upper Canada , now Ontario . Thereupon the Quebec Grand Lodge also sought the recognition of

the Grand Lodge in Great Britain , whicli was retused except upon the similar terms of agreement between the Grand Lodge of England and that of Canada , namely , the recognition by the Grand Lodge of Quebec of the English warrants for the lodges holding loyally to their allegiance and continual connection with the Grand Lodge of England , which the English lodges have invariably retained notwithstanding the persistent attempts of the Quebec

Grand Lodge and its members , and more especially its late Grand Master , for the disruption of the English lodges . No amendment to the existing acts above recited has ever been obtained from the Provincial Legislature of Quebec , which has made them part of its codification and local laws , but which has never been codified for Ontario ( Upper Canada ) , and therefore the Grand Lodge of Quebec and its lodges are to all intents subject to the penalties of

the existing law , and no recognition by the Orand Lodge of England would suffice for their protection or set aside the law as it . The discussion mentioned in the Article in the Post of April 19 th had reference to the incorporation of the Orange Society , which the Legislature refused to grant , and it is not a little probable that any application by the Grand Lodge of Quebec for the further amendment of the Original Seditious Act , 2 nd Vict ., in their favour would meet with the same result as that for the Orange Society .

A Lodge Of Instruction At Sea.

A LODGE OF INSTRUCTION AT SEA .

The s . s . Moor , a fine vessel belonging to the Union S . S . Company , arrived at Plymouth on Saturday evening last , at seven o ' clock , after the fastest homeward passage on record from Cape Town . A notable feature of the voyage took place on the 25 th June . The 24 th being the anniversary of St . lohn ' s day , a number of Freemasons on board

determined upon celebrating the event , but it falling on Sunday it was decided to commemorate on the following day . Permission being obtained from Capt . Caines , R . N . R ., the spacious smoking room was placed at the disposal of the brethren for the evening , and they accordingly decided upon holding an extraordinary lodge of instruction , amoncst whom the following were present : Bros . West Lancashire Masonic Educational Institution.

WEST LANCASHIRE MASONIC EDUCATIONAL INSTITUTION .

A general meeting of the Court of Governors was held at the Masonic Hall , Hope-street Liverpool , on Friday , the 6 th inst ., when nine children recommended by the General Committee were elected for education and one for advancement .

The minutes of the General Committee , containing recommendations for grants for the advancement in life of several children now on the foundation of the Institution , and for further extending the benefits of the Institution were confirmed . A motion , of which notice was given at the Court held in March , referring to the purchase of Life Governorships by lodges was proposed and carried .

The lodge was then closed and the brethren adjourned to the hotel , and sat down to a very excellent cold collation provided by Bro . Gurney , the esteemed proprietor . The usual loyal toasts having been given and responded to in a

very hearty manner , Bro . Hook , acting I . P . M ., said itwas his pleasing duty in the absence of the I . P . M . to have the privilege of proposing " The Health of the W . M . " He was quite sure that the brethren would agree with him in thinking that the W . M . would have a most successful year of office—this being the second emergency meeting he had been obliged

to summon—and also called attention to the able and impressive manner in which the W . M . had carried out the whole of the working on that evening . He therefore would without any further remark ask them to be upstanding and drink the health of their W . M ., which was most cordially responded to . 'The Worshipful Master replied and thanked the brethren .

Ihe W . M . in rising to propose "The Health of the Past Masters" said he was quite sure the brethren must regret that the I . P . M . was unfortunatel y ( owing to professional engagements ) unable to be with them at the festive board , but he was quite sure that he might say in the absence of Bro . Nicod that he had the welfare of the lodge at heart and that he would always do his best to support it ; but although the I . P . M . was not present there was

a most excellent substitute for him in Bro . Hook , P . M ., who was also a founder and the first W . M . of the lodge . He knew he need not again tell the brethren what Bro . Hook had done for the lodge and as their Secretary would still continue to do in the future , and he therefore asked them to drink the health of the Past Masters , coupling with the toast the name of Bro . Hook , Secretary . Bro . Hook having replied in suitable terms ,

? The Worshipful Master then proposed " The Health of the Initiate , " who he said was a gentleman that he was sure the brethren would be glad to receive amongst them . At the same time he would ask them to drink also "The Health of Bros . Poole and Rhode , " who , although they were not Initiates , were on this occasion for the first time received into English Freemasonry . The toast having been very heartily received andjthe

Initiate having replied , Bro . Rhode , in a very able speech , said it afforded him an immense amount of gratification in having been received as a member of the Selwyn Lodge , and he would take that opportunity of thanking the W . M . and other brethren for the great kindness shown to him during his short stay in this country . He was quite sure that the same feeling of gratification would be felt by the members of his lodge in Germany on his return .

The toast of "The Visitors" was then given , and the whole of the visitors expressed their admiration of the excellent working of the lodge , and thanked the W . M . and brethren for the kind reception they had met with . The toast of " The Officers " having been given and responded to , the Tyler ' s toast brought the evening to a very pleasant conclusion . The toasts were interspersed with songs by Bros . Hook , Wallis , Campbell , Tyler , Tarrant , and others .

As its number indicates , the Mariners is one of the oldest lodges in this province , having been established a century ago . At its anniversary meeting on this occasion there was a large and influential gathering , ainongst those present being
