ROYAL MASONIC BENEVOLENT INSTITUTION .
A special meeting of the Subscribers to this Institution held in accordance with a requisition to . the Secretary , Bro . James Terry , to consider a recommendation of a Sub-Committee duly appointed , was held on Wednesday , at Freemasons' Hall . The recommendation was— " That Rules 19 , 20 , 23 , and 25
be altered for the Jubilee year only , and in lieu of votes given by such Rules , the number to be augmented on payments made according to the schedule annexed thereto . " Bro . George Everett , Grand Treasurer , was voted to the chair , and the other brethren present were Bros .

amounts contributed are cumulative towards completion of the higher qualifications . Bro . TERRY , having read the report , stated that the paper now before the brethren was the recommendation of the Committee as to the alteration of the rules . The CHAIRMAN said a brother would now have to
move that the recommendation of the Committee contained in the requisition be adopted . Bro . C . H . WEBB , in moving the adoption of the recommendation , said the effect would be that Stewards serving the office of Steward for the first time on the
occasion of the Jubilee Festival of 18 92 would have four votes , and those brethren who had previously been Stewards , or would subsequently be Stewards , would have two votes in addition to those they already had or would afterwards have . It was desirable that induce .
ments of this kind should be held out to brethren to become Stewards for this excellent Institution . Bro . HOGARD said he supposed Bro . Webb suggested four votes for a first Steward , and two extra votes for brethren who had been Stewards before . Bro . WEBB said if a brother served the office of
Steward m 18 92 for the first time he would have four votes ; if a brother became Steward , having been Steward previously , he would have six . Bro . The Board of Masters was first held , at which the paper of business for Grand Lodge on June 3 rd was submitted . At the Board of Benevolence recommendations to the Grand Master of grants to the total amount of ^ 415 were confirmed . On the new list were 33 cases qualified through lodges in London , Holyhead ,
Halifax , N . S ., Liverpool , Bristol , Sunderland , Brighton , Rye , Woking , Bloemfontein , Kendal , Faringdon , Birmingham , Poole , Melbourne , Meerut , Lynn , Walton-on-Naze , Adelaide ( South Australia ) , and Knysna ( South Africa ) . Before commencing business , the PRESIDENT said
he would desire to call the attention of the members of the Board to Law 231 of the Book of Constitutions . He was sorry to say that latterly he had had several letters from brethren—he would not mention any names —asking his influence in support of cases . This was distinctly against the Book of Constitutions and it was
likely to do so much harm in prejudicing a case that he wished it to be brought before the Craft at large , so that this rule mi g ht not be trangressed any more . The brethren then proceeded with the list , and in the course of a four hours' sitting voted to 30 of the cases a total of , £ 890 . In one case the Board recommend
the petitioner to Grand Lodge for . £ 200 , and three for £ 50 each . Two were recommended to the Grand Master for . £ 40 each , and six for £ 20 each . Ten petitioners were relieved with immediate grants of ^ 20 each , and ei ght with ^" io each . Two cases were adjourned till next meeting , and in one case the petitioner had died the night before .
« PROVINCE OF CAMBRIDGESHIRE . Bro . Lieut .-Col . Robert Townley Caldwell , M . A ., LL . M ., who has been appointed by the M . W . Grand Master to succeed Bro . the Earl of Hardwicke as Provincial Grand Master of Cambridgeshire , is Fellow , Bursar and Mathematical Lecturer of Corpus Christi College , Cambridge . He is the fifth Provincial
Grand Master of Cambridgeshire , his predecessors being Bros . Lord Eardley ( appointed 1796 ) , Rev . G . A . Browne ( 1832 ) , Thos . Henry Hall ( 1844 ) , and the Earl of Hardwicke ( 1873 ) . Bro . Col . Caldwell was initiated in the Isaac Newton ( University ) Lodge , No . 8 59 , Cambridge , on the 31 st May , 1869 , and was raised on
the 29 th November following . He first became W . M . of his mother lodge in 1872 , and he also fulfilled the duties of the chair in 18 73 , i 877 , and 1878 . He was Prov . Senior Grand Warden in 1873 , and was Steward for the province at the installation of the Prince of Wales in 18 75 . He has also served the office of Z . in
the Euclid Chapter on more than one occasion , and he is the Grand Superintendent of Cambridgeshire Royal Arch Masons . He is also a Past Grand Officer of the Great Priory of England and Wales , and a Past Marshal of the Province of East Anglia . In 186 9 Bro . Caldwell went to Oxford and took the Mark Master ' s Degree , and subsequently became one of the founders
of the Isaac Newton ( University ) Lodge of Mark Master Masons in 1870 . He likewise took the Rose Croix Degree in London , and afterwards became one of the founders of the University Rose Croix Chapter in Cambridge . After having taken the 18 th Degree he proceeded to the 30 th Degree , so that he is one of the most distinguished Masons in Cambridgeshire .
v- MASONIC CONVERSAZIONE AT TORQUAY . The Masonic Hall , Torquay , was on Wednesday evening , the 6 th inst ., the scene of a very enjoyable gathering of Masons , their wives and friends , when a conversazione was given by the W . M . of the Jordan Lodge , No . 1402 , Bro . John Taylor , and Mrs . Taylor .
This was the first occasion on the shores of Torbay in which ladies were invited to any Masonic gathering , and the venture proved hig hly successful . Upwards of 70 responded to the invitation , amongst whom were Bros . W . J . Hughan , P . G . D . England ; Jno . Lane , P . M ., P . P . G . Reg ., Treas . ; Jno . Chapman ,

Thomas , Mrs . J . G . Turle , the Misses Alice Watson , Annie Jarvis , Winget , and Waite . The guests began to assemble at seven o ' clock , and were received by the genial and courteous W . M . and his wife , and in opening the proceedings Bro . Taylor expressed the pleasure it gave him to see such a large
number of brethren and friends present . It was most gratifying to him to see such a ready response to his invitation , and , in offering them a cordial welcome , he could but hope that it would tend to the cultivation of the social element , and the promotion of a kindly sympathy towards the Institution . He briefly stated the
principles upon which the Order was based , and remarked that it rested on the surest of all foundations , which , in the words of a great statesman , was " the impregnable rock of Holy Writ . " Its fundamental princi ple was that of Charity in the broadest and best sense , and he strongly urged them all to
practise those beautiful virtues which should adorn the life of every true and genuine Freemason . Short addresses were delivered b y Bro . W . J . HUGHAN , P . G . D . England , on the social aspect of Freemasonry , which he said was another name for Christianity ; by Bro . J . CHAPMAN , P . P . S . G . D ., who ,
as the founder of the lodge , which was established in 1872 , expressed his satisfaction at the initiation of that evening ' s proceeding ' s ; and Bro . J LANE , P . P . G . R ., the Charity Steward , on the great and Provincial Masonic Charities , which distributed some ^ 60 , 000 in relief .
At intervals during the evening opportunity was afforded for the inspection of various collections of curios , including valuable jewels and medals , kindly lent by Bros . Hughan , Lane , and Taylor . Masonic clothing was worn by the brethren , by special dispensation , the officers wearing their collars and insignia of office .
During the evening a musical entertainment was given , the programme being participated in by Miss Alice Watson , Miss Annie Jarvis , Miss Winget , Mrs . E . J . Pratt , and Bros . J . Dodge , S . Wills , T . H . Wills , W . Thomas , J . G . Turle , and R . Pickard . Refreshments were provided in the banqueting hall ,
which was profusely decorated with plants , flags , lanterns , pictures , and Masonic devices , several beautiful lanterns being lent for the occasion . At the close of the proceedings Bro . J . DODGE , P . P . G . T ., proposed a cordial vote of thanks to the W . M . and Mrs . Taylor for their generous hospitality , and
congratulated them on the eminently successful termination of a social gathering , which was one of the most delightful he had ever attended . Bro . TAYLOR , in responding , thanked all who had contributed to the evening ' s enjoyment , and to Bro . J . Nosworthy , who had so admirably carried out the
refreshment arrangements . The singing of the National Anthem closed a memorable evening ' s proceedings . The business of the lodge was restricted to the reading of the minutes of the last meeting , the reception of the Treasurer ' s report , and
the installation of the W . M . elect , Bro . Mark Ulick Wayland , P . P . G . D . C , the ceremony being ably performed by the outgoing W . M ., Bro . Dr . G . J . Wilson , P . P . G . S . B . There were present on the occasion , amongst other brethren , Bros , the Right Hon . Viscount Valentia , P . G . W ., thrice Master of the lodge , i 836 to
188 9 ; the Earl of Euston , P . G . M . of Norths and Hunts ; Viscount Dungarvan , P . G . M . Somersetshire ; Rev . Chas . John Martyn , W . M . in 1858 ; W . E . Gumbleton , W . The brethren then proceeded with the list , and in the course of a four hours' sitting voted to 30 of the cases a total of , £ 890 . In one case the Board recommend
the petitioner to Grand Lodge for . £ 200 , and three for £ 50 each . Two were recommended to the Grand Master for . £ 40 each , and six for £ 20 each . Ten petitioners were relieved with immediate grants of ^ 20 each , and ei ght with ^" io each . Two cases were adjourned till next meeting , and in one case the petitioner had died the night before .
« PROVINCE OF CAMBRIDGESHIRE . Bro . Lieut .-Col . Robert Townley Caldwell , M . A ., LL . M ., who has been appointed by the M . W . Grand Master to succeed Bro . the Earl of Hardwicke as Provincial Grand Master of Cambridgeshire , is Fellow , Bursar and Mathematical Lecturer of Corpus Christi College , Cambridge . He is the fifth Provincial
Grand Master of Cambridgeshire , his predecessors being Bros . Lord Eardley ( appointed 1796 ) , Rev . G . A . Browne ( 1832 ) , Thos . Henry Hall ( 1844 ) , and the Earl of Hardwicke ( 1873 ) . Bro . Col . Caldwell was initiated in the Isaac Newton ( University ) Lodge , No . 8 59 , Cambridge , on the 31 st May , 1869 , and was raised on
the 29 th November following . He first became W . M . of his mother lodge in 1872 , and he also fulfilled the duties of the chair in 18 73 , i 877 , and 1878 . He was Prov . Senior Grand Warden in 1873 , and was Steward for the province at the installation of the Prince of Wales in 18 75 . He has also served the office of Z . in
the Euclid Chapter on more than one occasion , and he is the Grand Superintendent of Cambridgeshire Royal Arch Masons . He is also a Past Grand Officer of the Great Priory of England and Wales , and a Past Marshal of the Province of East Anglia . In 186 9 Bro . Caldwell went to Oxford and took the Mark Master ' s Degree , and subsequently became one of the founders
of the Isaac Newton ( University ) Lodge of Mark Master Masons in 1870 . He likewise took the Rose Croix Degree in London , and afterwards became one of the founders of the University Rose Croix Chapter in Cambridge . After having taken the 18 th Degree he proceeded to the 30 th Degree , so that he is one of the most distinguished Masons in Cambridgeshire .
v- MASONIC CONVERSAZIONE AT TORQUAY . The Masonic Hall , Torquay , was on Wednesday evening , the 6 th inst ., the scene of a very enjoyable gathering of Masons , their wives and friends , when a conversazione was given by the W . M . of the Jordan Lodge , No . 1402 , Bro . John Taylor , and Mrs . Taylor .
This was the first occasion on the shores of Torbay in which ladies were invited to any Masonic gathering , and the venture proved hig hly successful . M . and his wife , and in opening the proceedings Bro . Taylor expressed the pleasure it gave him to see such a large
number of brethren and friends present . It was most gratifying to him to see such a ready response to his invitation , and , in offering them a cordial welcome , he could but hope that it would tend to the cultivation of the social element , and the promotion of a kindly sympathy towards the Institution . He briefly stated the
principles upon which the Order was based , and remarked that it rested on the surest of all foundations , which , in the words of a great statesman , was " the impregnable rock of Holy Writ . " Its fundamental princi ple was that of Charity in the broadest and best sense , and he strongly urged them all to
practise those beautiful virtues which should adorn the life of every true and genuine Freemason . Short addresses were delivered b y Bro . W . J . HUGHAN , P . G . D . England , on the social aspect of Freemasonry , which he said was another name for Christianity ; by Bro . J . CHAPMAN , P . P . S . G . D ., who ,
as the founder of the lodge , which was established in 1872 , expressed his satisfaction at the initiation of that evening ' s proceeding ' s ; and Bro . J LANE , P . P . G . R ., the Charity Steward , on the great and Provincial Masonic Charities , which distributed some ^ 60 , 000 in relief .
At intervals during the evening opportunity was afforded for the inspection of various collections of curios , including valuable jewels and medals , kindly lent by Bros . Hughan , Lane , and Taylor . Masonic clothing was worn by the brethren , by special dispensation , the officers wearing their collars and insignia of office .
During the evening a musical entertainment was given , the programme being participated in by Miss Alice Watson , Miss Annie Jarvis , Miss Winget , Mrs . E . J . Pratt , and Bros . J . Dodge , S . Wills , T . H . Wills , W . Thomas , J . G . Turle , and R . Pickard . Refreshments were provided in the banqueting hall ,
which was profusely decorated with plants , flags , lanterns , pictures , and Masonic devices , several beautiful lanterns being lent for the occasion . At the close of the proceedings Bro . J . DODGE , P . P . G . T ., proposed a cordial vote of thanks to the W . M . and Mrs . Taylor for their generous hospitality , and
congratulated them on the eminently successful termination of a social gathering , which was one of the most delightful he had ever attended . Bro . TAYLOR , in responding , thanked all who had contributed to the evening ' s enjoyment , and to Bro . J . Nosworthy , who had so admirably carried out the
refreshment arrangements . The singing of the National Anthem closed a memorable evening ' s proceedings . The business of the lodge was restricted to the reading of the minutes of the last meeting , the reception of the Treasurer ' s report , and
