THE Queen is still afc Osborne , with the Princess Beatrice and Prince Leopold—the Duke of Connaught also having been on a visit to Her Majesty—where , doubtless , she will remain till within a few days of tbe opening of Parliament . On Saturday last Her Majest ' s

y eldest grandchild , Prince William of Prussia , son of the Imperial Crown Prince of Germany and the Princess Royal of Great Britain and Ireland , attained tho age of eighteen ; and , in accordance with the law of Prussia

, became of ago . In honour of this event , the Queen has conferred upon the young Prince tho order of tho Garter . She has likewise made her son , Prince Leopold , a Knight Grand Commander of the Star of India . Ifc is announced

that Her Majesty will not hold an official Court this season . On the 2 nd of March , however , she will hold a Drawing Room afc Buckingham Palace , for tho reception of the Corps Diplomatique , and another on the 14-th of the samo month .

Iwo moro will bo held after Easter , of which dne notice will be given . On the 18 th and 26 th instant His Royal Highness tho Prince of Wales will hold levies on behalf of

Her Majesty at Sfc . James ' s Palace . Presentations at these will be considered equivalent to presentations to the Queen . On Monday tho Princo returned to Sandringham from

London . Ifc is probable that after a short stay there , ho and the Princess will leave for London for the season . Thursday next , tho fourth Session of tho present Parliament , will be opened by the Queen in person . Under these circumstances , Ministers have been holding Cabinet

Councils very frequently , with a view , no doubt , to givo the finishing touches to their programme for the year . No doubt , too , the close of tho Conference and the new phase upon which the Eastern Question has entered has commanded their attention . It is , at least , a satisfaction to know that

in a short timo we shall be in possession of authoritative news of the stirring events which have been occurring since tho prorogation in August last . Por these reasons , too , wo

regret that any statesman or politician who has not been expressly called upon to speak in public should havo gone out of his way to discuss questions the full knowledge of which is not yefc before tho public .

The Mansion House Fund , for the relief of tho sufferers by the recent floods , had already reached the very respectable total of £ 8 , 500 on Friday last , when the Executive Committee met together for the dispatch of business . A number

of sums were voted for the relief of sufferers in . different parts of tho country . A further meeting was fixed for Wednesday . It seems , however , as though there were further inundations in store for us . Thero was a terrific

gale on Tuesday morning all over the country , and considerable damage both to life and property was the result . In tho Metropolis , one or two very serious accidents occurred . One in Lambeth was caused by the fall of a scaffold , and another in the Gray ' s-Inn-road , by the fall of some

chimneys . On Wednesday there was another overflow of the Thames , the tide in the afternoon rising some three feet above Trinity high water-mark . Fortunately , great

precautions had been taken , so that the loss of property will not be so great as it might have been . Afc Richmond the river overflowed its banks , and some twenty or thirty acres of the old Deer Park are under water . In the

station too , which , during the floods in the early part of the year , was inundated to the extent of some feet , there were quite six inches of water . A considerable amount of property has been destroyed at Margate . Philpott ' s Baths are nearly washed away , and all along the Marine Parade

the roadway has been broken by the violence of the sea , while many houses in the High Street have also suffered . We hear a similar story from different parts of Essex , from Sittingbourne , from Warwickshire , and , indeed , throughout the country generally .

It seems that the Cattle Plague has again visited London , owing , wo presume , to the importation of cattle from parts of Germany , where ifc is known there has been another outbreak more or less severe . In consequence , the Lords of the Council have issued orders forbidding the importation of

beasts , & c , from certain countries , and against the movement of cattle from the Metropolis . We sincerel y hope we are not going to have such another visitation as overtook us in 1865 . Equally anxious are we that the butchers will not make this a reason for raising the price of meat

which is dear enough in all conscience already . The action for libel brought by Mr . Metcalf and wife against Mr . Horace Wigan terminated on Wednesday , in a verdict for the plaintiffs , the jury awarding damages to the extent of £ 70 . The libel complained of was uttered

by Mr . Wigan , and imputed professional incompetency to Mrs . Metcalf , or , as she is known in dramatic circles , Miss Beanclerc . This , of course , was a very serious imputation , but the defendant justified it on the ground that ifc was true , his other line of defence being that the

communication m which ifc was made was a privileged one . The evidence adduced by the plaintiffs was overwhelmingly in favour of Miss Beanclerc ' s ability . So , at least , the jury appear to have thought , from the verdict they delivered and the damages they awarded . While on legal

matters wo may mention , that" Dr . Slade ' s " appeal against his conviction last year , for obtaining money under false pretences , has been sustained , and the conviction is , therefore , quashed . It appears , however , that fresh summonses have been taken out , with a view to trying the case a

second time . It should also be mentioned that Mr . Cobbett appeared on Wednesday , in the Court of Appeal , to appeal against a recent judgment of tho Queen ' s Bench Division of tho Hi gh Court ; of Judicature , in an action

ho brought against Justice Field , to recover a penalty of £ 500 for refusing to issue a writ of Habeas Corpus , Mr . Cobbett ' s application , however , was dismissed by the Court with costs .
