IN the House of Lords on Thursday last attention was drawn to the fatal accident on the London and South Western Raifwav by which the late Sir Francis Goldsmith

had lost his life , and a brief discussion ensued . On Fridaj the Intermediate Education ( Ireland ) Bill passed its second reading , a few objections only , and those to matters of detail , not to the principle of the measure , being raised . Ioieed , there ia hardly a bill which has been submitted to

Parliament which has commanded such general acquicscencc as this has . On Monday Earl Granville ottered some remarks on tho conduct of business at the Foreign Office , his text being the prosecution by the Treasury of a writer employed at that office on a charge of having

communicated tlio text of the Anglo-Russian Project ot Agreement to tho Glolc newspaper . The Duke of Richmond and Gordon said he was unable to give any information as the matter was sab juclicc . Subsequently Lord Hammond offered a defence of the gentlemen in the Foreign Office ,

and speaking with an experience begotten of a lifelong connection with the Department , declared his belief that it was ono of tho best conducted Government offices , and that thoso in it wero worthy of tho most unreserved confidence of the Secretary of State . He also hoped that

some good might result from tlie inquiry now pending , and that the Government might think it desirable to revise the miserable pittance paid to tho inferior grade of copying clerks . On Tuesday the House went into Committee on the Intermediate Education ( Ireland ) Bill , and it was reported to the House without any amendment whatever .

In the House of Commons on Thursday , the debate on the second reading of the Contagious Diseases ( Animals ) Bill was resumed by Mr . Synan , continued by Dr . Play fair , Messrs . Chamberlain , Assheton , M'Lagau , and others , among the speakers being Mr . Clare Read , who gave ids

support to the measure . The debate was then adjourned till Monday . The House then went into Committee on the Weights and Measures Bill , in spite of the objection raised to it , and it passed this stage . The Irish bunday Closing Bill having been pub down as the first order for Thursday ,

the 11 th instant , the House shortly afterwards rose . On Friday , after an amendment by Mr . R . Yorke had been defeated , the House went into Committee on the Highways Bill , and had reached the discussion of Clause 11 . when

progress was reported . Shortly after the House had resumed at nine o ' clock , it was counted out . On Monday the debate on the Contagious Diseases ( Animals ) Bill was resumed and concluded . The principal speakers were Messrs . Bod well , Dodson , Rylands , Pease , Sir E . Lechmere

and Sir "VV . Harcourt , and Sir H . Selwyn-Ibbetson having replied on behalf of the Government , the division was taken and resulted in a victory for Ministers by nearly two to one , the numbers being—for the second reading 31 U , and against it 162 . At the morning sitting on Tuesday the House went

into Committee on the Roads and Bridges ( Scotland ) Bill . In the evening the question of the Removal of Paupers was discussed at great length . On Wednesday the Habitual Drunkards Bill was read a second time , but a proposition by Mr . French to give a second reading to liis Landed

Estates Court ( Ireland ) Leases Bill , was rejected by 17 i ) to 78 . Mr . Biggar ' s Political Prisoners Bill was talked out , and the House shortly afterwards adjourned . The Court are at Windsor , where Her Majesty , with the Princess Beatrice and her future clang liter-m-law , the

Princess Louise of Germany , take daily drives and walks in the neighbourhood , or in the grounds of the Castle . Prince Frederick Charles of Germany and the Duke of Connaught have momentarily left the Castle , and have been staying in London . They have likewise this week

made an excursion , to Portland , where they went on board H . M . S . Thunderer , and had au opportunity of witnessing some torpedo practice . On Tuesday the Prince of Wales drove in Lord Carington ' s drag to the Orleans Club , several other members of the Coaching Club being also of the

party . The coaches met as usual in the mormug at the Magazine , Hyde Park , and the Princess of Wales was present to see the gathering , and witnessed the departure for Twickenham . On Wednesday their Royal Highnesses paid their long-promised visit to Nottingham , and the

reception accorded thorn was enthusiastically loyal . The object of this visit was to open the Art Museum . There was a very considerable display on the occasion . A Guard of Honour at the Castle was furnished by the Robin Hoods , tbe well known Rifle Volunteer Corps . The 80 th Regiment

lined the road , and escorts were furnished by Lancers and the North ± N otts Yeomanry . The attire of the ladies added to the gaiety of the scene . The Municipal Corporation was numerously represented . There were present a lair sprinkling of Members of Parliament , all the local and

county magnates who could manage to be present , aud the party at the Duke of St . Albans , with whom the Royal Visitors were staying , among them being the Duke and Duchess of Manchester , Lord Colville , & c . Tho usual address -was presented to and acknowledged by his Royal
