OUR WEEKLY BUDGET .

THE Queen with Princess Beatrice paid a visit to the Empress Eugenie at Chiselhurst on Tuesday . On Wednesday Her Majesty held a Council at Windsor . The Prince of Wales on Thursday passed through Luton , returning from a brief visit to the Hoo , and was preseuted with an Address . Tho town was gaily decorated in honour of tho visit .

A Cabinet Council was held on Tuesday , at which all the Ministers were present . The Session of Parliament was opened on Thursday by Royal Commission . The Queen ' s Speech , read by the Lord Chancellor , was very brief , and merely referred to the

hostilities which the unfriendly conduct of the Ameer of Afghanistan had rendered necessary , with a declaration of belief that the Treaty of Berlin would be canned out . At the Evening Sitting in the Lords , the debate upon the Address was continued until 11 o ' clock , but no amendment

was moved , although Lord Granville , Earl Grey , and other Peers took exception to the Government policy in respect of Afghanistan . In the Commons , Lord Harrington said he should not oppose the voting of supplies , but the course of the Government would require explanation at

a later period . The debate was continued b y many speakers , and the Address was eventually agreed to . Vacancies have arisen in the Commons by reason of the death of Mr . Dunbar , member for New Ross , and Professor Smyth member for Londonderry , and also in consequence

of the resignation , by reason of ill health , ot Mr . K . Hodgson , member for Bristol , and Mr . Sandford , member for Malvon . Sir John Guest and Mr . Lewis Fry are the Candidates for the Bristol seat , and Sir W . N . Abdy and Mr . G . Oortauld for that of Maldon .

Notice has been given of an application to Parliament for an Act to authorise the affairs of the City of Glasgow Bank to be settled by arbitration . The unlimited liability attaching to the possession by the Caledonian Bank of four

shares m tho City of Glasgow Bank has led to an arrangement between the former and other Scotch Banks , and ifc was decided on Wednesday that the Caledonian Bank should present a petition for liquidation .

The Bishop of Durham , in consequence of continued illness , ims resigned his office , and foregoes the pension pre-cribed by Act of Parliament .
