THE Quarterly Communication of Grand Lodgo was held at h reemasons' Hall , on Wednesday evening , the Envl of Carnarvon Pro Grand Master , in the absence of the Prince of Wales , occupying the chair . The minutes of the last Quarterly Communication and of tho Grand Festival having been confirmed , tho Pro Grand Master roso for the purpose of moving tho resolniion of which ho had given notice , and which stood originally as follows , namely : " That this Grand Lodgo agree in a vote of congratulation to His Imporial Majesty the Emperor of Germany ,
Grand Protector of Prussian Freemasons , on his happy and providential escape from tho recent attempt on his life . " His Lordship , however , pointed out that since his notice had been placed on the agenda paper , a second attempt , and with far graver results , bad been mado on tbo Emperor's life . He was , as on tbo former occasion , driving through tho streets of his capital
when shots were fired at him , and ho was seriously wounded , at a time moreover , when his life was of tbo greatest value in tho councils of Europe . Generally , in theso cases , tho ballet or tho dagger of the assassin had been providentially turned aside , and in this instance all must fervently pray that tho lifo of the august Emperor would be spared . His great age , the signal services he had rendered to his
country , his anxiety for the welfare of his people , his love of German unity , all ought to have pleaded in his behalf and saved him from such attacks . Throughout Germany there prevailed a feeling of horror and indignation at the crime , the same feeling was cxperienced throughout Europe , and last but not least in this country . It was not tho habit of English Freemasons to mix themselves up
with political affairs , but an event of this character was above the ordinary political level . Moreover , unlike many other sovereigns , his Imperial Majesty had not only not been afraid of Freemasonry , but ho had identified himself with it , and was Grand Protector of Prussian Freemasons . Having stated thus much Ins Lordship annonnced that under the circumstances he should submit bis motion in an altered form
so as to express the abhorrence of the Grand Lodgo of England at the foul attempts made upon the life of His Imperial Majesty tho Emperor of Germany , Grand Protector of Prussian Freemasous , and the hope that the Great Architect of the Universe would be pleased to spare tho lifo of ono so valuable in the Councils of Europe . R . W . Bro . J . Fawcett P . G . M . Durham , having seconded the motion , it was
carried with acclamation , on which Lord Carnarvon stated that His Royal Highness the Grand Master would have the record of tho vote submitted to him for signature , and that it would then be forwarded . A grant of £ 100 out of the Fund of General Purposes was then made towards assisting the members of the Igualdad Lodge , No . 053 , Curacoa , West Indies , who suffered from the hurricane on the 23 rd
September last . Tho report of tho Committee appointed at the last Communication , to enquire into tho financial and banking arrangements of Grand Lodgo was then submitted , and the Pro Grand Master stated that , by reason of a technical error , it would be impossible for tho Grand Lodgo to entertain tho roport . He might state however , that the Committee , of which ho had acted as the Chairman ,
had como unanimously to the conclusion that tho current account of Grand Lodge bo kept at the Bank of England in tho names of the Grand or Pro Grand Master , the Dep . Grand Master , and Grand Treasurer , who should give an authority to pay cheques , signed as heretofore , and countersigned by tho Grand Secretaryship . It would be necessary for tho reason he had stated that
the consideration of the Report should be postponed till the next Communication of Grand Lodge , but , under the circumstances , it was his Lordship ' s duty to submit a resolution embodying the above recommendation of tho Committee of enquiry with the omission , however , of " Grand Treasurer , " as for the present , no one had been appointed to fill that office . This resolution which , be it
remarked , will necessitate an alteration in the Constitutions was seconded by Bro . John Fawcett and carried . The Earl of Carnarvon then stated that owing to an engagement he was under tho necessity of vacating the chair , and his Lordship having invited Bro . John Fawcett to preside in his place , quitted Grand Lodge in company with Sir Harcourt Johnstone G . J . W . Col . Burdett then took the
chair of Dep . G . Master , and Captain Piatt that of Grand J . Warden Grand Lodge next proceeded to the election of members of the Board of General Purposes , the Colonial Board , and tho Committee of Management of the Royal Masonic Benevolent Institntion . The Report of the Lodge of Benevolence for the last quarter was submitted , and the several grants , as enumerated in these columns last week , were confirmed . The Report of tho Board of General Purposes , to which wa 3 subjoined a Statement of Grand Lodge Accounts , and the Annual Report , dated 17 th May 1878 , of the Royal Masonic Benevo .

BY far the largest and most important gathering of Grand Mark Lodge since the establishment of tho Order of Mark Masonry took placo on Tuesday , tho 4 th inst ., for tho purpose of installing the Rt . Hon . Lord Skelmersdale , the Depnty Grand Master of English Freemasonry , into the exalted position of Most Worshipful Grand Master of the Order . Tho Present and Past Grand Officers , and Worshipfnl Masters and members of the several Lodges entitled to
attend , assembled in considerable numbers at Freemasons' Tavern , Great Queen-street , W . C , at the appointed hour , and Grand Lodge was opened at five o ' clock in tho afternoon by the M . W . Grand Mark Master , the Rt . Hon . the Earl of Limerick . Amongst those present wero tho M . W . P . G . M . the Rev . George Raymond Portal , R . W . D . G . M . Lord Skelmersdale ; tho R . W . list of apologies for absence was lengthy , and still fnrther testified to tho great interest taken in tho meeting . The proceedings were opened by the confirmation of tho minutes of the previous Grand Mark Lodge meeting , and the report of the General Board was then read and the several recommendations therein contained discussed . Amongst the most important of these was a proposal to increase the
number of nominations for the office of Stewards , the application of a portion of the Benevolent Fund towards the education of orphans and children of Mark Master Masons , and the investment of a sum of money in bonds on account of the General Fund . The installation of the M . W . G . M . elect was then proceeded with , aud the Right Hon . Lord Skelmersdale was presented by the M . W . P . G . M . tho Rev .
G . R . Portal , who took occasion to refer to the fact , that the appointment of the noblo Lord formed one moro link in the chaiu of unity between the Mark degree and the Grand Lodge of England , of which his Lordship is the Deputy Graud Master . The M . W . G . M . M . the Rt , lion , the Earl of Limerick then ably inducted his successor , addressing him in most appropriate terms in respect of tho duties of his
office , and congratulating him on the position which the Order has attained in the ranks of Freemasonry . The M . W . G . M . M . having been . saluted in ancient form acknowledged tho honour conferred upon him , stating it to be the highest ho could hope to obtain of the many dignities in connection with Freemasonry , aud expressing his devotion to the Order and his intention to endeavour to promote its interests
