QUARTERLY COURT OF THE BOYS' SCHOOL .
THE Quarterly Court of subscribers to the Royal Masonio Institution for Boys was held on Monday , at Freemasons' Tavern , Bro . Lieut .-Col . Creaton , Grand Treasurer , in the chair . After the rending and confirmation of the minutes , Bro . Raynham W . Stewart P . G . D ., V . P ., moved , on bphalf of the Honpe Committee— " That a special account in tho names of the Trustees of the ' General Fund '
be opened with the London and Westminster Bank , Limited , Bloomsbury Branch , to bo cnllerl 'The Royal Masonic Institution for Boys Preparatory School Building Fnnd ; ' That snch Fand shall be left to accumulate hy donations and interest thereon , as mav accrue from time to time , until it shall amount to tho sum of £ 8000 , when the 'House nnd Building Committee' shall be anthoris ° d to com .
mence the erection of the Building on plans approved and adopted after due consideration ; That any donor , on completion of his or her qualification as a Life Governor of the Institution , shall receive two votes instead of one vote , for every Five Guineas contributed ( Ladies and Lewises receiving four votes ) to the ' Special Building Fund ;' That in the event of the Building Fund not reaching the required
sum , the amount contributed , with the accumulated interest thereon , may be transferred to the General Fund of the Institution , in accordance with Resolution of a General Court on notice of motion dnly given . He said the subject had been fnlly considered by the committee , and it was felt that the timo had come when a Prepai-atory School shonld be established . It had been referred to the Committee
to make a selection of a site for a new building , or of premises which wonld be suitable for the pnrpose of snch an Institution , and they lad come to the conclusion that the most eligible would be their own ground opposite the School-house at Wood Green . It was the intention to put in tbe building tbo junior boys on tbe list , as tbey were elected , as it frequently happened that though tbe greatest
precautions were taken the candidates conld read before they were placed on the list , when they were elected they little more than knew their ABC . Some £ 7 , 000 , or £ 8 , 000 , was not laid out on their Institution for children like these . It was thought they might have a building capable of accommodating 150 such boys , though at first they would only make it for 50 . Tf they conld not set as much
as £ 8000 , he proposed that at the end of two years , on notice duly given , the sum collected should be transferrer ] to the General Fnnd . He thought one good way of subscribing tbe money would be for Lodges and Chapters to cut off one banquet a-year , and send tho amount such banquet , if bad , would cost to the Preparatory School Building Fund . But he felt sure he should not appeal in vain to the
Craft for the necessary funds . The motion was seconded by Bro . J . Constable . Bro . J . S . Cumberland , while agreeing with the mover of the resolution , thought that £ 8 , 000 was a large amount to require for a Preparatory School . Snch a School waa necessary , as although precautions were taken against placing children ou the list who were unable to read , children of that class did get elected . There were
great difficulties in the way of guarding against this , because people who gave certificates that a child could read tolerably well , fairly well , or well for his age , were afraid of injuring the child ' s interest . While advocating a Preparatory School , he would have it done at the least possible expense , while done well . Bro . A . J . Duff-Filer , P . G . S . B ., would recommend that there should be a banquet in aid of the Fund .
Bro . E . F . Storr , P . M . No . 22 , did not see why outsiders shonld be privileged to two votes for the same money as the contributors to tbe General Fund paid . He himself paid eleven guineas tbe other day , and got only f he usual votes , but if he had given it to the Building Fund , he would receive double tbe number of votes . He thought tbe funds of the Institution would suffer by the additional privileges
being given for subscriptions to the Building Fund . Bro . Henry Smith , Provincial Grand Secretary West Yorkshire , was in favour of a Preparatory School , but Bro . Stewart ' s motion proposed to increase the number of boys in the Institution from 230 to 380 . They had no funds to fall back upon to support such an increase in their numbers . The least sum they ought to have funded before they did
such a thing was £ 50 , 000 ; indeed they should have £ 100 , 000 . Although Bro . Binckes had been very successful in former years , they might have a bad year , and having no permanent income they might have to reduce their numbers . He must point out also that tbe sums of money paid by different Provinces for Perpetual Presentations could not be touched , and whatever happened , the boys in the
School under those Presentations must bo kept . He was afraid that the privilege of extra votes would , while bringing the necessary funds for the new building , deprive the Festival of next June of subscriptions . Bro . Binckes ( Secretary ) in reply to Bro . Storr , said before tbe extra votes could be given for a
fire guinea subscription to tbe Building Fund the donor mnst be a Life Governor of the General Fnnd . The motion wonld be altered to render that clear by inserting after the words , "That any donor , on completion of his or her qualification as a Life Governor , " the words " of the General Fund . " Tho motion , as altered , was then carried unanimously . Bro , Arthur E , Gladwell , W . M .

M . : No . 172 , seconded he following addition to law 16 : — " The Secretary for the inie being of a Masonic Charitable Association ( snob as those usually ssoeiated with Lodges of Instruction ) , which has p <» id to tho Institu . ' ' " on a sum of not less than one hundred guineas , shall , npon proof thereof , be entitled to the honorary rank of a Life Governor , and to
• ill the privileges of tho same ; and , further , tho Secretary of an Association which has paid to the Institution during his Secretaryshi p a sum of not less than two hundred guineas , shall , npon proof thereof , on bis retiring from such office , or on tho Association ceasing to exist , he entitled t » all tho privileges of a Life Governor iu his own right . " Bro . F . Binckes supported the motion , having long thought thero
should be some recognition of the arduous exertions made by the brethren referred to in the motion . Bro . Hopekirk , P . M . and Treasurer No . 179 , also approved of the motion . Bro . Godtschalk thought it would bo nnfair to Stewards for Provinces who bore all the expense of travelling in their Provinces to collect subscriptions . They did not ask for any of it back again . They had also to pay two guineas for
a Steward ' s fee . The merits of the two cases would not bear the slightest examination . The Secretary of one of these Associations just received the money that was brought to him . Each of the Stewardships he ( Bro . Godtschalk ) had served had cost him £ 35 or £ 40 , and he did not want any bonus voto . It waa a thing he ranch objected to ; Stewards did what they did for the cause of suffering humanity .
The motion was lost by a large majority . Bro . Cumberland suggested that when there were important notices of motion like the above on the paper , which required careful consideration , they should be sent to Life Governors , and not merely advertised . The election for twelve boys was then taken , the list consisting of 62 candidates . The following is the result : —
