8 . REPORT OF THE BOARD OF GENERAL PURPOSES . To the United Grand Lodge of Ancient Free and Accepted Masons of England . The Board of General Purposes beg to report : — ( 1 . ) In connection with the proposed erection of new offices for tbo
use of the Charities there appears to be a contiguous plot of Freehold ground in New Yard , the possession of which by Grand Lodge is highly important in connection with questions of light and air . The Board aro strongly advised that this plot of ground should be purchased , and they have been enabled to arrange that Grand Lodge
oy its trustees can purchase tho fee simple , free from incumbrances , W the sum of £ 1 , 050 , arid they have at the sarno time satisfied themselves that a tenant at a thoroughly remunerative rent can be obtained so long as is desirable . They accordingly recommend that such purchase be sanctioned by Grand Lodge .
Quarterly Communication Of Grand Lodge.
( 2 . ) Having received formal complaint that a brother had violated the Constitutions by appearing in a public place or assembly ( namely , one of her Majesty ' s Lovees ) , wearing Masonio jewels without tho authority of tho Grand Master , the Board proceeded to deal with tho
matter , and caused tho brother in question to bo summoned to appear before them . It appearing that tho error arose from a misconstruction of tho Constitutions , and duo submission having been made and regret expressed , it was not thought requisite to proceed further than admonition in the matter .
( 3 . ) Lodgo No . 401 ( Slaidburn ) having passed two Brethren after an insufficient interval ( viz ., 25 days ) from their initiation , tho Board have ordered that tho Brethron bo re-obligated in the second degree , and subsequently in the third degree at tho propor interval , and havo
inflicted a fine of two guineas on the Lodgo . Lodge No . 910 ( Pontefract ) havinsr passed a Brother after an insufficient interval from his initiation ( viz ., 16 days ) , the Board have ordered that the Brother be re-obligated in the second degree , and have inflicted a fine of two guineas on tho Lodge .
( 4 . ) Tho Board further report that thoy have had nnder consideration the important question of tho dno preservation , by binding whero necessary , and the improvement , by addition , of the excellent Library belonging to Grand Lodge , in their charge , and thoy aro unanimously of opinion that it is desirable that Grand Lodge should authorise an expenditure not exceeding £ 25 per annum for the above purposes . The President will move in accordance with tho foregoing recommendations .

9 . APPEALS . ( 1 . ) Appeal by the W . Master , Officers , and other Members of tho Joppa Lodge , No . 864 , Capo Town , against the decision of the District Grand Master of South Africa , Western Division , for declining to entertain a complaint against certain Brethren of the Lodge for conspiring to black ball Candidates .
( 2 , ) Also appeal by Brother Thoma 3 Gardner , the Secretary of the said Lodge , No . 864 , complaining of certain expressions used , respecting him , by tho District Grand Secretary , in an Official Communication addressed to him by direction of the District Grand Mastor .
N . B . —The papers relating to these Appeals will be in the Grand Secretary ' s Office till the meeting of Grand Lodge , and open for the inspection of the Brethren during office hours .
10 . PROPOSED MOTIONS . 1 . By Brother Lieut .-Colonel John Creaton Grand Treasurer : — " That the sum of £ 70 be given from the Fund of General Purposes ; that the money be placed in the hands of the Secretary of the " Eoyal Masonic Benevolent Institution for Aged Freemasons and Widows of Freemasons , " to supply the Residents of tho Institution at Croydon with Coals during the winter season .
2 . By Brother James Stevens P . M . No . 720 : — " That inasmuch as all laws made by this Grand Lodge should be strictly observed and respected , this Grand Lodge is of opinion that tho resolution of Grand Lodge to appoint a Committee of Past
Masters for enquiry into the merits of the respective systems of working , & c , adopted on the 1 st December 1869 , and confirmed on the 2 nd March 1870 , and which thereby and in accordance with the Constitutions of the Fraternity , regulating the government of Grand Lodcre ( Section 8 , page 28 ) , became a law , should be carried into effect . "
