Report of the Board of General Purposes . To the United Grand Lodge of Ancient Free and Accepted Masons of England .
The proposition of the Most Worshipful Grand Master , respecting the appointment of six additional Grand Officers , not having been accepted by Grand Lodge at the last Quarterly Communication , the President of the Board laid a report of the proceedings before the Most Worshipful Pro Grand Master , and requested his instructions .
The Most Worship ful Pro Grand Master , believing that Grand Lodge must have been acting under some misapprehension , desired the Board to submit the proposition again to Grand Lodge , with some modifications which his lordship believes will be generally acceptable . The proposition which the Board now recommend for adoption i . s as follows * .
" That an addition be made to the Grand Officers appointed by the Most Worship ful Grand Master by the appointment of a Deputy Grand Registrar , to rank immediately after the Grand Registrar , two additional Grand Deacons , two additional Assistant Grand Directors of Ceremonies , and a Deputy Grand Sword Bearer , and that the same take effect on and alter the Grand Festival of 1803 . "
"That in Provinces and Districts numbering 40 lodges and upwards , the Provincial and District Grand Masters shall be empowered to appoint annually two additional Provincial or District Asst . Grand Directors of Ceremonies . In Provinces and Districts numbering 70 lodges and upwards , the Provincial and District Grand Masters shall be empowered to appoint two additional Provincial
or District Grand Demons , nnd two additional Provincial or District Assistant Grand Directors of Ceremonies . In Provinces and Districts numbering 100 lodges and upwards , the Provincial and District Grand Masters shall be empowered to appoint a Provincial or District Deputy Grand Registrar to take rank immediately after the Provincial or District Grand Registrar , two
additional Provincial or District Grand Deacons , two additional Provincial or District Assistant Grand Directors of Ceremonies , and a Provincial or District Deputy Grand Sword Bearer , and that the Provincial and District Grand Masters be empowered to appoint such additional Provincial or District Grand Officers at the first meeting for the annual appointment of officers for the several Provincial and District Grand Lodges after the
confirmation of the Minutes of Grand Lodge . ' The amount of £ 25 per annum hitherto granted towards the expenses of the library being found insufficient , the Board recommend Grand Lodge to increase the yearly grant to £ 50 . Provincial Grand Lodge Of East Lancashire.
PROVINCIAL GRAND LODGE OF EAST LANCASHIRE .
The half-yearly meeting of the Provincial Grand Lodge of East Lancashire was held last week , Bro . Colonel Le Gendre N . Starkie , Prov . G . M . presiding . Bro . J . O . S . Thursb y acted as Deputy Prov . G . M . in the absence of Bro . George Mellor , and the Wardens' chairs were occupied by Bros . Fritz Reiss , P . S . G . W ., and A . H . Jefferis , P . J . G . W . There was a good attendance of Prov . Grand Officers , Present and Past , and every lodge but two out of the 103 in the extensive province was represented .
The minutes of the annual meeting , held on the 12 th May last , were adopted , and Bros . Greenhal g h , P . M . 348 ; S . H . Shorrock , VV . M . 381 ; and W . I . AHit , P . M . 1633 , were elected Auditors of the Provincial Grand Lodge accounts . Bro . J . CHADWICK , Prov . G . Sec , having read the minutes of the last meeting of the Charity Committee , Bro . E . G . HARWOOD , P . P . G . W .,
Chairman of the Charity Committee , read a report of the Election Committee relating to the elections on the London Charities . In October last the Committee supported two candidates for admission into the Royal Masonic Institution for Girls , and both were elected , one with 2529 and the other with 2444 votes , these girls being respectively 16 th and 17 th on thc list of 21 successful candidates . For the Boys' School 24 candidates were elected out of 38 candidates , and among the successful boys were two whose
cases were supported by the Committee , each with over 2400 votes . In addition they had been able to help in the election of another girl , and also in the election of a stray waif case . The Committee thanked the brethren of the province for their hearty co-operation , but at thc same time expressed regret that , owing to preventable causes in connection wilh certain lodges , 43 votes were lost . Bro . HARWOOD moved the adoption of the report .
Bro . J . H . SII . I . ITOK , P . P . G . W ., who seconded the motion , said the present year had been a record year with regard to the London Charities . The Charity Committee of this province had succeeded during the year in putting on the funds of those Charities three boys , two girls , two old men , and
two widows , and in order to do so they had had to poll 26 , 147 votes . From thc three Royal Masonic Institutions the votes issued reached 455 , 891 , and it was through that large number of votes that the Committee had had to fight its way , and had attained the number just read . The report was adopted .
The PROVIXCUL GRAND MASTER said it was the wish of thc brethren of the province that a memorial should be presented to Bro . George Mellor on the completion of his jubilee in Masonry next year . Their Deputy Provincial Grand Master was known to them as a most cordial and liberal Freemason . As one of the chief officers of the province he had done very great service for the Order , and on the memorable occasion of his jubilee the brethren would be delighted to honour him .
After some discussion it was resolved that a fund should be opened , to which the lodges of the province and the Prov . Grand Officers individually might subscribe , for the purpose of presenting a testimonial to Bro . Mellor at the annual meeting of the Prov . Grand Lodge in 1893 . Bros . J . H . P . Leresche , P . P . U . W . ; C . D . Cheetham , P . P . G . D . ; W . Forrest ; James Kershaw , P . P . G . D . C ; W . S . Weeks , P . P . G . Reg . ; E . G . Harwood , P . P . G . W . ; and Eli Andrew ( Mayor of Ashton-under-Lyne ) , were appointed an Executive Committee in connection with the fund .
The PROV . GRAND MASTKR said he had received an influential appeal from the Ashton lodges to hold the next annual meeting at Ashton , in honour of his worth y Deputy , and hc should accede to the request . At the close of the Prov . Grand Lodge business , a Court of Governors of the East Lancashire Systematic Masonic Educational and Benevolent Institution was held , Bro . Col . Starkie presiding .
Bro . J . NEWTOX , P . P . A . G . Sec , presented thc Secretary's report . It stated that the receipts of donations and subscriptions for the 10 months ending 31 st October last year was . £ 682 6 s . iod . from lodges , and £ 23 6 15 s . from individuals . This year they were respectively £ 420 ios . 2 d . and £ 111 3 s . Thc total receipts from all sources for the like period were last year - £ 1686 , this year / 801 6 s . qd . Last year ' s receipts , however , included
special donations for the annuity fund , £ 379 9 s . gd . The total ordinary expenditure for the like period was last year £ 527 9 s . Gd ., this year . £ 550 16 s . id . Special items had been paid this year in calls on stock and special donations to the Aged Freemasons' and Widows' Fund amounting * altogether to £ 5 61 ios . Thc great falling off in donations and
subscriptions this year was readily accounted for to a great extent by the fact of the public festival of the Royal Masonic Benevolent Institution , in February last , when no less than , £ 69 , 000 was contributed , of which £ 2667 5 * W A . contributed from this province . The unprecedented amount received by their systematic institution last year was due to the exertions of the Visiting Committee . At the last annual meeting it was decided to establish an
