The monthly meeting of the Committee of this Institution was held on Wednesday , at Freemasons' Hall . Col . Creaton , Grand Treasurer , presided , and there were also present Bros . James Brett , William Stephens , G . Bolton , C . G . Dilley , James Kench , Baron de Ferrieres ,

After the reading and confirmation of the minutes , Bro . Terry reported the deaths of five male and two female annuitants . He then reported the result of the festival of Monday last , at which the Earl of Zetland presided . On that occasion subscriptions were announced to the amount of £ 12 , 005 16 s . 6 d . with thirteen lists to come in . Four of such lists had since been received , producing over £ So .
With the remaining lists he anticipated that there would be altogether £ 200 in addition to the sum announced on Monday . On the motion of Bro . Raynham W . Stewart , P . G . D ., seconded by Bro . J . M . Case , P . G . D ., a vote of thanks was passed to the Earl of Zetland for presiding at the festival .
On the motion of Col . H . S . Somerville Burney , seconded by Capt . N . G . Philips , P . G . D ., a vote of thanks was passed to the President of the Board of Stewards and the Board of Stewards ( 228 ) , for the great exertions made by them to insure the comfort and pleasure of the visitors , and increase the funds of the Institution . Bro . Cottebrune , P . G . C , President , acknowledged tbe
vote , and said the Stewards were very much gratified that their exertions had been so satisfactory . The Warden ' s report was then read , in which Bro . Norris recorded the celebration of his birthday , when he attained the 90 th year of his age , and informed the Committee of the presents which had been made lo him on that occasion by some of the brethren . The report also stated that Bro .
G . R . Green had given his gratuitous entertainment of Enoch Arileri and Rome , which had been much enjoyed by the inmates of the Institution . A vote of thanks was passed to Bro . G . R . Green for this entertainment , Bro . Terry then read a letter from Bro . Norris , Warden , in which he thanked the brethren for having remembered
his birthday , and expressed the pleasure he had experienced on the day when it was kept . He also stated that the enjoyment of the day would never be forgotten by him and his family . Bro . Henry Smith , Prov . G . Secretary West Yorkshire , enquired whether there was any possibility of getting increased accommodation for the offices of thc Institution
at Freemasons' Hall . The Chairman said there was property next Freemasons' Hall which had been purchased , and the matter was now in the hands of the architect . The Building Committee would meet that week , or very shortly , to decide upon plans which would give greater accommodation .
Bro . Terry read the balance-sheet , which showed considerable funds in hand . The Chairman then said that from the statement that had been read , and from the satisfactory result of thc festival on Monday , he thought it was the duty of the Institution to increase the number of its annuitants . In

making that proposition he would preface it with the remark which he had made on a previous occasion , that of course this large number of annuitants would not be maintained if the resources of the Institution fell off . That must be thoroughly understood , though he did not anticipate there would be a falling of . He , however , threw out the observation now , lest in a year or two the funds should
fall short . He would , therefore , move that ten more women be elected , which would make twenty-three vacancies for women ; and five more men , which would make eig hteen vacancies for men . There would then be forty-one vacancies in all at the next election , for which there were seventy-nine candidates . If the deaths of any existing annuitants took place in the meantime they would
have to be filled up at the election . Bro . Raynham W . Stewart , P . G . D ., seconded the motion , as hc had always contended that it was no use having the money if they did not employ it . Bro . Henry Smith , Prov . G . Secretary West Yorkshire , supported the motion . It was far better to increase the number * f annuitants than to raise the amount of tbe
annuities . He hoped they would hear no more about increasing the annuities to £ 50 . The Chairman said he quite agreed with Bro . H . Smith , but this was the first time he had heard of the proposition to increase the annuities . Bro . Smith said he had heard it many times . Bro . W . Hale : Not at this board .
The motion was then carried . The application of a widow for half her late husband ' s annuity was granted . Bro . Terry read the circular from the London and Westminster Bank conveying the intelligence that it had been resolved to turn it into a bank with limited liability . The Committee then separated .

CONSECRATION OF THE EBORACUM CHAPTER , No . 1611 .
A few weeks ago we published an account from the pen of Comp . Whytehead of the doings of Royal Arch Masons in the ancient city of York a hundred and twenty years ago , and now we have to record a grand field day of members of the Supreme Degree under the shadow of the
grand old towers of St . Peter , the patron saint of that cathedral , so curiously associated with both ancient and modern Masonry . The Eboracum Lodge , whose activity is notorious in the Masonic world , having oeen in existence a little over three years , has had a Royal Arch Chapter attached to it , and on Wednesday , the 28 th ult ., the ceremony of constitution
and consecration was conducted by the Grand Superintendent of North and East Yorkshire , Dr . J . P . Bel ) , at the Masonic Rooms , Queen ' s Hotel . The founders of the Eboracum Chapter had from the first looked forward to thc first chair being filled by Bro . Thos . Cooper , who was the first Master of the Eboracum Lodge , and who had three times served the oflice of Z . in the Z-. tland
Chapter , No . 236 , but , as recorded in our columns , the G . A . O . T . U . has removed that distinguished brother during last year from thc scene of bis earthly labours , and Comp . T . B . Whytehead , as the senior member of the lodge , was selected as the Z . designate , the second and third chairs being assigned respectively to Co :.., ps . J . S . Cumberland and P . H . Rowland , P . Z .
At 3 o ' clock p . m . the companions assembled in the ante-room , when light refreshments were provided , and the Provincial Officers proceeded to open a chapter in the lodge room . The Grand Superintendent then entered and proceeded at once to perform the ceremonies of the day , in which he was assisted by Ex . Comps . Sir James Meek , P . Z . 2 } 6 , P . P . G . H . ; W . H . Porritt , Prov . G . H . ; J . Todd ,
Prov . G . J . ; Mclvor Murray , Prov . G . N . ; and other distinguished companions , Comp . T . B . Whytehead presiding at the organ . The delicate state of health of the Grand Superintendent making it necessary for him to retire from the chapter at the conclusion of the consecration , he was accorded the thanks of the assembled companions , but before retiring he addressed a few remarks to those present ,
in which he touched upon thc eany history of the Degree , its origin and progress , and expressed a firm belief that the Eboracum Chapter would be worked in such a manner as to reflect credit on the province and on its founders . The ceremony of installation of the Three Principals was then proceeded with , and was carried out by Ex . Cnmp . J . Todd , P . Z ., Prov . G . J ., with great excellence . On the
re-admission of the members , the following companions were invested with their collars of office : Comps . James Kay , S . E . ; Matthew Millington , P . S . ; J . T . Seller , ist Asst . Soj . ; and A . T . B . Turner , 2 nd Asst . Soj . The M . E . Z . then spoke of the pleasure it had afforded them to see amongst them their Grand Superintendent , who , in spite of bad health , had contrived to be present ,
and read several letters from companions in all parts of the county who were unable to attend , some through illness , and others who were at the meeting of the Prov . G . Lodge of West Yorkshire that day at Pontefract , and concluded by proposing the election of the Grand Superintendent ( Comp . Dr . Bell ) , and Ex . Comps . W . H . Porritt , Prov . G . H . ; J . Todd , Prov . G . J . ; and M . C . Peck , Prov .
G . S . E ., as honorary members , which was carried unanimously . A number of names of candidates for exaltation were then proposed and seconded , and thc chapter was closed . The members afterwards entertained their visitors at a " high tea , " where the good things were thoroughly
enjoyed . At 7 p . m . the party adjourned to the Masonic Hall , where the Zetland Chapter ( attached to the York Lodge , No . 236 ) was holding its annual meeting for the election of officers . The ceremony cf consecration of this lodge was performed at the Town Hall , Mansfield , on Monday last , by W . Bro . Watson , D . P . G . M ., assisted by Bros . Newton , P . G . S . W ., and Fitzhugh , P . G . T . W . ; T . Mitchell , P . G . D . C ; C . G . Wragg , P . G . S ., and the other officers of the
Provincial Grand Lodge , Notts . The visitors on the occasion were very numerous , and comprised representatives from nearly all the lodges in the province , besides many from lodges in the neighbouring provinces . Propositions for joining and initiation were read , after which the lodge was closed , and the brethren adjourned to the Swan Hotel to banquet . After the banquet , the usual toasts having been proposed and responded to , with the usual honours given to the names of the Grand Officers , the W . M . proposed ' •The
R . W . P . G . M ., the Duke of St . Albans , the D . P . G . M . W . Bro . J . Watson , and the rest of the P . G . Officers , Pas and Present . " He took occasion . to refer to the services rendered by the Duke of St . Albans , and his readiness to assist in any work that would tend to the prosperity of Masonry in general , and the province in particular . The province was equally fortunate in having for Deputy Bro .
John Watson , and after alluding to the services he had rendered at a time when the P . G . M . was not so attentive to his duties as now , concluded by wishing him many years of life and many consecrations to preside over . Bro . Watson , in replying , said he could return thanks with pleasure indeed if it had been the officers of the Provincial Grand Lodge without himself , for he felt himself
surrounded by a body of Masons of which any province might be proud . The Masonic work undertaken that day , and thc manner in which it had been done , must have been of the highesl gratification to all present . The lecture by the Chaplain , the mnsic by the Organist , and the ceremonial arrangements of the Director of Ceremonies—and in fact the whole of the ceremonial—had been gone through
with an impressiveness and correctness which he thought it impossible to surpass . To the officers and brethren of the Forest Lodge hc gave sound advise , cautioning them from the too free introduction of new members . The difficulties of a lodge in a small town like this where ordinary acts v . ere looked upon with suspicion , and gossip often led to disunity , were great . Black-balling he detested ,
and it behoved every member of the lodge to give no cause for its exercise . A member of a lodge should remember that the first qualification of a candidate should be truth and honesty , and in a town like this such should be the only qualification , station itv life should not be considered . He hoped the W . M . would preside over the lodge happily , and that its prosperity would repay him for his exertions on its

fall short . He would , therefore , move that ten more women be elected , which would make twenty-three vacancies for women ; and five more men , which would make eig hteen vacancies for men . There would then be forty-one vacancies in all at the next election , for which there were seventy-nine candidates . If the deaths of any existing annuitants took place in the meantime they would
have to be filled up at the election . Bro . Raynham W . Stewart , P . G . D ., seconded the motion , as hc had always contended that it was no use having the money if they did not employ it . Bro . Henry Smith , Prov . G . Secretary West Yorkshire , supported the motion . It was far better to increase the number * f annuitants than to raise the amount of tbe
annuities . He hoped they would hear no more about increasing the annuities to £ 50 . The Chairman said he quite agreed with Bro . H . Smith , but this was the first time he had heard of the proposition to increase the annuities . Bro . Smith said he had heard it many times . Bro . W . Hale : Not at this board .
The motion was then carried . The application of a widow for half her late husband ' s annuity was granted . Bro . Terry read the circular from the London and Westminster Bank conveying the intelligence that it had been resolved to turn it into a bank with limited liability . The Committee then separated .

CONSECRATION OF THE EBORACUM CHAPTER , No . 1611 .
A few weeks ago we published an account from the pen of Comp . Whytehead of the doings of Royal Arch Masons in the ancient city of York a hundred and twenty years ago , and now we have to record a grand field day of members of the Supreme Degree under the shadow of the
grand old towers of St . Peter , the patron saint of that cathedral , so curiously associated with both ancient and modern Masonry . The Eboracum Lodge , whose activity is notorious in the Masonic world , having oeen in existence a little over three years , has had a Royal Arch Chapter attached to it , and on Wednesday , the 28 th ult ., the ceremony of constitution
and consecration was conducted by the Grand Superintendent of North and East Yorkshire , Dr . J . P . Bel ) , at the Masonic Rooms , Queen ' s Hotel . The founders of the Eboracum Chapter had from the first looked forward to thc first chair being filled by Bro . Thos . Cooper , who was the first Master of the Eboracum Lodge , and who had three times served the oflice of Z . in the Z-. tland
Chapter , No . 236 , but , as recorded in our columns , the G . A . O . T . U . has removed that distinguished brother during last year from thc scene of bis earthly labours , and Comp . T . B . Whytehead , as the senior member of the lodge , was selected as the Z . designate , the second and third chairs being assigned respectively to Co :.., ps . J . S . Cumberland and P . H . Rowland , P . Z .
At 3 o ' clock p . m . the companions assembled in the ante-room , when light refreshments were provided , and the Provincial Officers proceeded to open a chapter in the lodge room . The Grand Superintendent then entered and proceeded at once to perform the ceremonies of the day , in which he was assisted by Ex . Comps . Sir James Meek , P . Z . 2 } 6 , P . P . G . H . ; W . H . The delicate state of health of the Grand Superintendent making it necessary for him to retire from the chapter at the conclusion of the consecration , he was accorded the thanks of the assembled companions , but before retiring he addressed a few remarks to those present ,
in which he touched upon thc eany history of the Degree , its origin and progress , and expressed a firm belief that the Eboracum Chapter would be worked in such a manner as to reflect credit on the province and on its founders . The ceremony of installation of the Three Principals was then proceeded with , and was carried out by Ex . Cnmp . J . Todd , P . Z ., Prov . G . J ., with great excellence . On the
re-admission of the members , the following companions were invested with their collars of office : Comps . James Kay , S . E . ; Matthew Millington , P . S . ; J . T . Seller , ist Asst . Soj . ; and A . T . B . Turner , 2 nd Asst . Soj . The M . E . Z . then spoke of the pleasure it had afforded them to see amongst them their Grand Superintendent , who , in spite of bad health , had contrived to be present ,
and read several letters from companions in all parts of the county who were unable to attend , some through illness , and others who were at the meeting of the Prov . G . Lodge of West Yorkshire that day at Pontefract , and concluded by proposing the election of the Grand Superintendent ( Comp . Dr . Bell ) , and Ex . Comps . W . H . Porritt , Prov . G . H . ; J . Todd , Prov . G . J . ; and M . C . Peck , Prov .
G . S . E ., as honorary members , which was carried unanimously . A number of names of candidates for exaltation were then proposed and seconded , and thc chapter was closed . The members afterwards entertained their visitors at a " high tea , " where the good things were thoroughly
enjoyed . At 7 p . m . the party adjourned to the Masonic Hall , where the Zetland Chapter ( attached to the York Lodge , No . 236 ) was holding its annual meeting for the election of officers . " He took occasion . to refer to the services rendered by the Duke of St . Albans , and his readiness to assist in any work that would tend to the prosperity of Masonry in general , and the province in particular . The province was equally fortunate in having for Deputy Bro .
John Watson , and after alluding to the services he had rendered at a time when the P . G . M . was not so attentive to his duties as now , concluded by wishing him many years of life and many consecrations to preside over . Bro . Watson , in replying , said he could return thanks with pleasure indeed if it had been the officers of the Provincial Grand Lodge without himself , for he felt himself
surrounded by a body of Masons of which any province might be proud . The Masonic work undertaken that day , and thc manner in which it had been done , must have been of the highesl gratification to all present . The lecture by the Chaplain , the mnsic by the Organist , and the ceremonial arrangements of the Director of Ceremonies—and in fact the whole of the ceremonial—had been gone through
with an impressiveness and correctness which he thought it impossible to surpass . To the officers and brethren of the Forest Lodge hc gave sound advise , cautioning them from the too free introduction of new members . The difficulties of a lodge in a small town like this where ordinary acts v . ere looked upon with suspicion , and gossip often led to disunity , were great . Black-balling he detested ,
and it behoved every member of the lodge to give no cause for its exercise . A member of a lodge should remember that the first qualification of a candidate should be truth and honesty , and in a town like this such should be the only qualification , station itv life should not be considered . He hoped the W . M . would preside over the lodge happily , and that its prosperity would repay him for his exertions on its
