THE DUKE AND DUCHESS OK YORK arrived at Hertford on Monday on a visit to Bro . Earl and Countess Cowper at Panshanger Park , and it is expected that their Royal Highnesses' visit will conclude with the end of the present week . THE EXHIBITION or HOMING PIGEONS , held under the auspices of the London North Road Federation , was opened at the Royal Aquarium on Saturday last . There were about 270 birds exhibited and the quality was , on the whole , most excellent .

THE DUKEOF SAXE COBURG-GOTHA , accompanied by Sir Charles Hall , attended a performance of "Rosemary" at the Criterion Theatre on Saturday evening last , while Bro . the Duke and Duchessof Fife witnessed "Love in Idleness" at Terry ' s Theatre .

THE LORD LIEUTENANT OF IRELAND left town on Monday for the Viceregal Lodge at Dublin , where he will be joined to-morrow ( Saturday ) by the Countess of Cadogan , who in the interval has been on a visit to Bro . the Duke and Duchess of Devonshire at Chatsworth . THE PRESIDENT OF THE BOARD OF AGRICULTURE will be present at the agricultural dinner which will be given on Tuesday , the Sth proximo , during the Smithfield Club Cattle Show , under the auspices of the Central and Associated Chambers of Agriculture and the Farmers' Club .

BRO . FIELD-MARSHAL VISCOUNT WOLSELEV will be offered the freedom of Perth , on the occasion of his visit to that city , on Tuesday , the Sth prox ., for the purpose of unveiling the monument which has been erected on the North Inch to commemorate the raising of the goth ( Perthshire ) Regiment . SIR HORACE FAROUHAR , M . P ., has acquired the tenancy of the Castle Rising estate lying between King ' s Lynn and Sandringham , and recently held bythe Duke of Fife . On Monday evening Sir Horace entertained a distinguished party , including the Prince of Wale ? , Bro . the Duke of Fife , Lord James of Hereford , and others .

THE EARL AND COUNTESS BROWNLOW have been entertaining a party of guests at Ashridge , Great Berkhampstead , among them being the Earl of Clarendon and Lady Edith Villiers , Earl Granville , the Countess of Galloway , Lord and Lady Rayleigh , the Countess of Jersey and Lady Margaret Villiers , Lord Hyde , and Lord Alexander Thynne .

FEARS ARE ENTERTAINED lest the operations contemplated by sundry builders in the neighbourhood of Harrogate , which involve deep drainage , should interfere with the medicinal springs for which the place is famous , and strong appeals are , therefore , being urged to the local authorities to prevent any scheme being carried out that might injure these springs .

T . R . H . THE PRINCE AND PRINCESS OF WALES , with the Princess Victoria and Prince and Princess Charles of Denmark , concluded their visit to Mr , and Mrs . James at West Dean Park , near Chichester , on Saturday last . After a brief stay in town , the Princess of Wales , with Princess Victoiia and Prince and Princess Chat les of Denmark , left for Sandringham .

THE MUSICAL ART CLUB was inaugurated at a dinner held at the Hotel Cecil on Sunday evening last , under the presidency of Mr . F . H . Cowen . The Club , which has been formed by musicians for musicians , and is intended to supply the want of a social institution , already numbers some 400 members , among whom are Bros . Sir Arthur Sullivan , Sir Henry Irving , and Wilson Barrett . THE 21 ST ANNUAL DINNER of the Stanley Cycling Club was held at the H 6 tel Metropole on Saturday last . The President ( Colonel Savile ) occupied the chair , and there was a large number of guests in honour of the Club having attained its majority .

The Stanley Show at the Royal Agricultural Hall , Islington , will be opened to-day ( Friday ) , and remain open till Saturday next , the 2 Sth inst . THE DUKE OF CAMBRIDGE presided at the meeting held in St . James ' s Hall on Saturday evening , and distributed the prizes won by the officers and men of the Middlesex Yeom . nry ( Dukeof Cambridge ' s Hussars ) of which his Royal Highness is Honorary Colonel . PRINCESS CHARLES OF DENMARK has been the recipient of two handsome wedding presents at Appleton House , Sandringham , one being an omnibus , of local manufacture , from the burgesses of King ' s Lynn , of which the Mayor of that town had requested her Royal Highness's acceptance , and the other a handsome set of pairhorse harness , presented to her by Mr . M . S . Woodwark on behalf of the warrant holders of Lynn . The Princess expressed her warmest acknowledgment of the gifts .

BETWEEN the 17 th February , when the County Council issued its order for all dogs to be muzzled , and the ist October , as many as 32 , 136 unmuzzled dogs were seized by the police in the streets of London , and of these , 7499 were restored to their owners with a caution not to repeat the offence . During the year , the number of cases of rabies has been 113 , the highest total being in January , when 29 were recorded , and the lowest in September , when there was only one case . In the first three weeks of the last month , however , four cases came under the notice of the police .

SIR AUGUSTUS HARRIS MEMORIAL . —A special matinee will be given at the Tivoli , Strand ( by permission of the directors ) , on Monday afternoon , the 30 th inst ., in aid of this fund , when an exceptionally good programme will be presented to the public , all the leading artists of the profession naving kindly volunteered their services . The fund , which has now reached upwards of £ 2000 , is proposed to be devoted to a hospital ( and for a ward to be named after Sir Augustus Harris ) , and lo be exclusively kept for sufferers who have been connected with the theatrical or musical professions . It is also proposed to erect somewhere in the neighbourhood of Covent Garden a suitable memorial di inking fountain .

THE LORDS COMMISSIONERS OF THE ADMIRALTY arrived at Queenstown from London on Tuesday , for the purpose of making an official inspection of the naval establishments in Cork Harbour . The party consisted of the First Lord ( Mr . Goschen ) , the Senior I . oid ( Admiral Gerald Noel ) , and the Civil Lord ( Mr . Austen Chamberlain , M . P . ) .

MAJOR ELMHIRST RHODES , D . S . O ., who is a brother of Bro . Cecil Rhodes , and served in the Egyptian Campaign of 1 SS 2 , the Soudan Campaign of 1 SS 4-5 , and the Nile Campaign of iSSG , was recently selected to be second in command of the 2 nd Battalion Royal Berkshire Regiment , but has decided to retain his appointment as Assistant Inspector of Signalling at Aldershot .

A WELL-ATTENDED meeting was held on the stage of the Royal Lyceum Theatre on Tuesday afternoon , the object being to present Mr . Charles Wyndham with a beautifully-illuminated address of thanks for the great service he hid rendered ^ the Actors ' Benevolent Fund by raising for it the sum of £ 2452 . Bro . Sir Henry Irving presided and made the presentation , which was gracefully acknowledged by Mr . Wyndham .

THE SOCIETY OF MINIATURE PAINTERS , whose exhibition was held at the Gallery , 175 , New Bond-street , last month , had the honour to submit a selection of the exhibits for the inspection of her Majesty the Queen . MR . J . C BURNAND , SIR J . TENNIEL , and the whole staff of Punch at one of their weekly dinners signed on one page in the Autograph book of Bro . Major Henry Wright , P . M . Bro . the Archdeacon of London and the Dean and Canons of St . Pauls , including the Bishop of Stepney , have also done the same . The Queen Regent , King of Spain and Infantas have also signed in the book , for which purpose it was taken to Madrid by the Foreign Office authorities lately .

AT THE FIRST meeting of the Court of Aldermen under the new Mayoralty which was held at the Guildhall on Tuesday , Lord Mayor Faudel-Phillips , on taking the chair , expressed his intention of keeping up every good custom and maintaining the traditions . Subsequently a unanimous vote of thanks to the late Lord May ir , Bro . Sir Walter Wilkin , K . C . M . G ., was passed , and ordered to be fairly inscrib'd and forwarded by the Town Clerk ( Bro . THE FAMOUS " Juxor . Medal , " the same that was given by King Charles I . on the scaffold , just prior to his execution , to Bishop Juxon , was included in the sale of the late Bro . Hyman Montagu ' s collection of coins at Sotheby ' s on Monday , and was knocked down for i 77 o , being at the rate of more than L 1 per grain . In 1854 it fetched £ 260 at the Cuff sale , and many years later £ 345 at the Brown sale . The highest price ever previously given for a single coin was £ 500 for the Simon Petition Crown . The "Juxon Medal" is a gold pattern Five Bioad piece , bearing upon it the bust of the King bareheaded , in a lace collar , with armour and scarf across his breast , and on the reverse side are the Royal arms in high relief .

THE DEATH OF GENERAL SIR R . O . BRIGHT , Hon . Colonel of the Princess of Wales ' s Own ( Yorkshire ) Regiment , took place at Normandy Park , Guildford , on Monday . The deceased , who had been in failing health for several months , was born in 1823 , and entered the Army in 1 S 42 . He served with the 19 th Regiment throughout the Crimean War , and took part in the battles of Alma and Inkerman , and the attack on the Redan . For these services he had received the Crimean medal with three clasps , the Turkish medal , the sth class of the Medjidie , and was created a Knight of the Legion of Honour . In 186 S he commanded the ist Brigade of the Hazara Field Force in the expedition against the tribes of the Black Mountains .

MAYOR CHOOSING . —Last week a meeting of the Bridgwater Town Council was held to elect a Mayor for the coming year , the retiring Mayor ( Alderman H . W . Pollard ) presiding . Alderman Peace proposed the election of Bro . R . C . Else , J . " . < as Mayor for the coming year , remarking that the Council were taking a new depaiture in electing a gentleman who was outside the Corporation , but although Mr . Else was not known in connection with the work of the Council , yet he had been known to all the inhabitants of Bridgwater for a large number of yearsand enjoyed the esteem of all .

, Alderman Foster seconded the resolution , and said not only was the name of Mr . Else received with unanimity by the Council , but also by the townspeople at large . The resolution was unanimously adopted . Bro . Else said , in return ng thanks , that , owing to his uncertain health , his utter ignorance of Council work , his present existing engagements , and the delicate condition of his wife's health , which would render it quite imoossible for her to undertake anv functions which annertained to the position 01

Mayoress , he hesitated at first lo accept the Mayoralty , but the hesitali > n was overcome by the assurance conveyed to him by the deputation of the Council that all the members would assist him to the utmost of their powers , and that nothing would be required or expected of Mrs . Else . The honour conferred upon him was enhanced by tiw fect oi the Council having gone outside their own circle , and by the fact that his election was equally satisfactory to both political parties . The new Mayor is the much respected and energetic D . P . G . M . of Somerset and P . G . D . of England .
