received the fees ; and if he did so it would - be at his own risk , it bemg distinctly opposed to the law . It does not appear to us that either letter of Bro . Stebbing contained such information as would have justified the Grand Secretary in issuing the certificate for Bro . F . A . Somerset—as he was not told either the age , profession , or residence of that Brother , as required by the Constitutions . We find , on reference to the Grand Secretary , that the first letter of Bro . Stebhing ' s was replied to the day before his second was received , May 25 th ( not 24 th , as Bro . Stebbing would appear to think ) , when he made a memorandum in his postage book to send the certificate to Liverpool ; and it seems to us that Bro . Stebbing must have called for the certificate on the very day upon which Ms second letter was receivedfyeing , in fact , the day upon which he had appointed to call in his original letter—such call rendering any further reply to his communications unnecessary .- *— Ed . 1
