Mclntyre ) , said he had now to move that the report of the Board of General Purposes , as printed on the business paper , he taken as read . The GEAND MASTEB put the motion , ivhich was unanimously agreed to . The PRESIDENT or THE BOABD or GENEEAL PUEPOSES then moved thafc the report he received and entered on the
minutes . In agreeing to the motion that the report be received and entered ou the minutes , he Avished to say that by so doing , the Grand Lodge would not be pledged to adopt the report of fche Board of General Purposes in its entirity , or any part of it , and that when the proper time arrived when it was proposed to take action upon it , any amendments could be moved to ifc ivhich were receivable under the Boole of Constitutions . , had appointed a sub-committee to investigate the state of the property , and to make a report to Grand Lodge , and having performed that duty , they Avere only Availing for the favourable consideration of the members . That committee had held many meetings on the subject , and the result of those meetings was the report AA'hich Avas then laid before Grand Lodge , which they noiv recommended , not for their adoption , but for their favourable consideration . from expressing his surprise , he might almost say fche dismay he felt Avhen on looking over the ordinary channel of Masonie information , he saAv a letter signed hy one of the committee of General Purposes , in Avhich he stated that the report was not agreed to by the committee , that it was produced already printed , and forced doivn the throats of the committee , and adopted hy the Board of General Purposes . NOAV he , as President of the Board of General Purposes , most distinctly denied that such Avas
the case , and although the report Avas printed for the general convenience of the members of the committee , it Avas fully discussed , and many amendments were moved and alterations made in it , and the brother AA'ho had been pleased to Avrite the letter to
ivhich he had referred , was not the least eager to move amendments , although those amendments were not adopted . purposes . When such propositions as these AA-ere made , they ought to have ample time to consider them . Bro . STEBBING said he rose most unwillingly to call Bro . Lloyd to order . It Avas then most inconvenient to discuss the merits of the report or the motive for its adoption . AVhen action Avas about to be taken , then Avould he the proper time to discuss its merits , and not on the motion for the reception of the report .

Stebbing for his observations , but he Avas wrong in supposing that he was aboufc discussing the merits of this report , for in it he found there were recommendations that their property should be offered to responsible persons on building leases . Now he said distinctly that Grand Lodge had no power to grant these leases , and as this was a matter of great importance he did hope that his lordship would appoint a special clay upon which they miht
g fully consider it . The report raised a question which involved a total alienation of their funded property , and if carried out the whole of the funds of Grand Lodge might be entirely dissipated . He suggested , in conclusion , that his lordship should propose a special day for its consideration .
