To promote this object I will givo a hundred guineas , provided that a thousand other donors each subscribes an equal or larger sum before tho 1 st of May 1877 . bankers to this fund . Soon I hopo that sonic public place will be granted as a provisional storehouse of and exhibition for art contti . butions , previous to their distribution to the hospitals of London . THIS Part carries us nearly to the end of the year 1807 , and as in the case of previous parts , we propose to lay before our readers a summary of the most salient features . In the first recorded minnto wo find Bro . Jacob Norton re-elected Graud Master , but this is almost tho only minute worth mentioning , except that sundry petitions for tho erection of new Lodges , are presented and dealt with on their merits ,

one to hold a Lodge at Sag Harbour , on Suffolk Coasts , being granted , while three others were referred to the Grand Officers . On the 5 th of September 1804 , thero was no Grand Lodge held , the attendance of members being insufficient to form a quorum . On the nth December further petitions were presented . It is also recorded that Ontario Lodge , No . 23 , remitted tho sum of Thirty Dollars , in full

discharge of its dues to the 5 th of November , and praying tbe acceptance of a yearly payment of eight dollars in lieu of the dues annually payable by tho Lodge . Tho thirty dollars are accepted as a discharge of former dues , but tho Grand Lodgo expresses its opinion that it " cannot with propriety or constitutionally compound for an equivalent for the future annual dues" of the Lodge . A resolution is also

minuted , " authorizing tho Grand Master to appoint Inspectors in such districts of this State as he should think proper , to visit the several Lodges in such districts , to promote uniformity in this mode of working , to collect their dues , & c . " After somo consideration this important resolution was referred to a Special Committee , who were directed to report on the subject at the next meeting . No immediate

action , however , was taken , and it is not till the meeting held on 4 th December 1805 , that wo find the subject again referred to , and a motion recorded that the original Committee be discharged , and a new one , consisting of tho Depnty Grand Master , tho Senior Grand Warden and the Grand Secretary , appointed in his stead . On •the 19 fch February 1806 , the new Committee reported a Law on the

subject , the nature of which is not stated , but which , we are told , " was read by paragraphs , amended , and passed , and ordered to be entered in a book to be provided by tho Grand Secretary for such purpose . At this meeting it was further resolved that a Committee be appointed for the purpose of drafting a circular address to tho different Lodges under the jurisdiction of Grand Lodgo , " explaining

and enforcing the principles aud duties of Masonry , which shonld accompany the notification to them , of tho law just mentioned , and the appointment of Grand Visitors under it . " This Committee , as afterwards appointed , consisted of the Senior Grand Warden , Past Master Sanford , and tho Grand Secretary . But to return to the regular sequence of the proceedings , from which wo havo digressed ,

for tho purpose of following up this subject . At the Grand Lodgo held ou 6 th March 1805 , amongst the petitions for now Lodges , was ono by Bro . General "Roy " and others , for a new French Lodge , to bo known by tho stylo and title of Lodgo " La Sincerite . " This petition was at once granted , and subsequently Bro . " Eoy" was introduced into Grand Lodgo , and delivered an address in French , to

which a Committee was appointed for the purpose of preparing a suitable reply . A squabble in Union Lodge , City of Albany , was referred to a Select Committee , and ifc was further resolved that Committees bo appointed , ( a ) to inquire and report upon a suitable place of meeting for Grand Lodgo after tho 1 st of May following , and ( b ) to examine into the books and accounts belonging

respectively , to tho departments of tho Grand Secretary , Grand Treasurer , " and to report a statement of tho samo , and of the funds belonging to Grand Lodgo . " On the 5 th June of the samo year occurs the re-election of Bro . Jacob Norton as Grand Master , and the election of tho other Grand Officers ; and when propositions to the effect that certain amounts should be accepted in full discharge of all dues by

Otsego and Rensselaer Lodges had been agreed to , wo read that " a communication from the Grand Lodgo of England was read and ordered to be filed . " It is also announced that certain differences existing between certain members of Union Lodge , Albany , had been amicably adjusted . Subsequently a resolution is unanimously passed " that tho Grand Secretary do hereafter apply to his private

uso the salary and emoluments attached to his otneo . " At a Grand Lodge of Emergency , held on 13 th Jnno , communications from the Grand Lodges of Massachusetts , Now Jersey , Virginia , and Kentucky wero react and referred to the Grand Secretary , with directions to return suitable answers to each . A motion for a procession on St . John ' s Day was negatived . Directions , however , wero issued to the Grand Treasurer " to purchase for tho Grand Lodge a Bible , and alao

as many candlesticks and snuffers as ho shonld think necessary for tho nse of the Lodgo . Bro . Daniel D . Tompkins having resigned his office of Grand Secretary , it waa announced that tho Grand Master had appointed Bro . Wells as his successor , and Bro . Wells accordingl y attended and fulfilled the duties of his new office on this occasion .

On tho 4 th September an application for relief was made ou behalf of tho widow of the late Grand Secretary , Bro . Abrams , and a payment of 250 dollars out of tho funds of Graud Lodge was . unanimously ordered to bo mado to her . We also read that on this occasion , "A communication from tho Graud Lodge of England , dated March Gth 5805 , was read and filed , and tho Grand Secretary directed to answer tho

samo . Ihero is also read a communication from the Grand Lodgo of Maryland , to which tho Grand Secretary is directed to return a suitable answer . It was then resolved that tho Grand Secretary givo notice to the Grand Tyler , to the effect that he will be expected to explain afc tho next meeting certain irregularities of conduct with which he was charged . Accordingly , at the next meeting , on" 4 th

December 1805 , the- Grand Secretary reported that the Grand Tyler " had given assurance that the Grand Lodge shonld have no occasion to complain of him ia future , " and this assurance was deemed satisfactory . Wo note , further , among the minutes of this meeting , that Past Master Richard Lewis , having represented that ho had been refused admission into tho Adolphi Lodgo at one of its regular

meetings , and prayed that somo order be mado thereon , tho representation is referred for report to a Committee of fivo . Two communications from tho Grand Lodge of Kentucky , notifying sundry expulsions , were read and filed , and ordered to be answered , au order being likewise issned to the Grand Secretary that he notify tho said expulsions to the different Lodges in tho State of New York . A

petition from Hiram Lodge , No . 27 , to tho effect that its Warrant of Constitution had been lost , and praying for a now ono , having been submitted , it was resolved that a dispensation should bo issued for twelve months , and then if the warrant wero not found , that a now warrant should bo issued as prayed . At the Grand Lodge , on 19 th February 1808 , a complaint mado by certain members of

Indopendont Royal Arch Lodge , No . 2 , against the present Worshipful Blaster was referred to a Committee , of nine , " with fall power to examine such persons aud papers as they should think necessary , and report to the Grand Lodge the facts which should be disclosed on such examinations . " We also note that a motion mado by the Senior Grand Warden was carried , by which ifc was settled that " no

person bo admitted into tho Grand Lodge after oms hour from its opening . " Reports to tbe effect" that certain new Lodges had been duly installed having been read and ordered to be filed , Grand Lodge was closed . On the 5 th March tho Committee appointed to examine the accounts and papers of the late Grand Secretary , and also into tho funds of Grand Lodgo , delivered their report , which was

approved , and as in such report ifc was stated that so much of it as referred to the Grand Lodgo funds was imperfect , owing to the Grand Master ' s absence afc Albany , ifc was further resolved that tho Committee do perfect tho samo with the Grand Master , and report again . It was also resolved that tho said Committee " invest so much of the funds of this Grand Lodge as to them shall seem proper , in such

stock as they shall think will bo most to tho advantage of tho Grand Lodgo . " Several petitions for now warrants wore then submitted and dealt with , after which we find that " Union Lodge of the City of Albany having surrendered their Colonial Warrant , and prayed for a now one , by the namo of Mount Vernon Lodge , of liko rank with tho old one , which was promised to them by the Most Worshipful

Master and Junior Grand Warden , gratis , ifc was ordered to issuo accordingly . Iu a foot note tha editor draws attention to a memorandum on the samo subject iu the minutes of tho 3 rd of December 1 S 06 , and on reference to tho latter , wo find that another petition to tho samo effect was submitted aud granted . On the 4 th of Juno of this year , Bro . tho Hon . Do Witt Clinton was elected Grand Master ,

after which , aud tho election of other Grand Officers , t was unanimously resolved that a jowol or medal be presented to Past Grand . Master Jacob Norton , in testimony of tho high sense entertained of his past services and usefulness to tho Fraternity . A Committee was then appointed to givo effect to these resolutions . A Committee was likewise chosen to make the necessary arrangements for tho

installation of tho new Grand Master , and this ceremony was duly performed at a Grand Lodge of Emergency held ou the 10 th of tho same month , the Installing Officer appointed under the dispensation of tho Past Grand Master being Bro . Hoffman . The latter having afterwards installed the other newly-elected Grand Officers , Grand Master Clinton delivered a very elegant address , " replete with

Masonic instruction . " Ifc was subsequently resolved that a Committee wait on Grand Master Clinton , for tho purpose of requesting from him a copy of his address with a view to its publication . A motion for a procession on St , John's Day was then negatived , but a petition from a number of brethren " confined within the limits of tho prison of this city , praying for R special dispensation to opou and

hold a Lodge within the said limits , for the celebration o ? tho ensuing festival , " was granted . In the course of theso meetings of Grand Lodge wo iiud likewise minutes of tho proceedings of Grand Stewards' Lodgo , but as the matters recorded are chiefly of a financial character , wo havo not referred to them specially . Wo note , however , that ; from tho Graud Secretary ' s account , presented on the

2 / fch of August 180 G , ifc appears that after payment of sums together amounting to 48 . L"D 0 dollars , a balance remained of 247 ' 75 dollars , tho amount of dues received by tho Graud Secretary from Juno 4 th lo August 27 th , both dates inclusive , being 729 ' 65 dollars . On ! Uo 3 rd of September communications from tho Grand Lodges t-l ! N . > iLh Carolina and Tennessee wero read

Subsequently , a communication from tho Grand Lodge oi' i > jgiaud was read arid ordered to bo answered , aud a list of tho expulsions therein contained was ordered to be made out , and transmitted to the different Lodges in tho State . John ' s Lodge , No . 0 , and one of the Wardens of Mount Moriah Lodgo , wero referred to a Committee of seven , and sundry petitions for new lodges granted or refused .
