It is hardly possible within the limits of a short speech to describe what I saw , but I have a memorandum here which will tell you all perhaps that it is necessary lo know about it . The Institution was founded in 1 S 42 ; the permanent income of this branch is onl y £ 1 , 900 , while the annual cost to carry it on effectually

is £ 4 , 38 0 , and since the Widow ' s Fund was established in 1849 , 33 Widows have been elected . ( Hear , hear . ) There is an asylum at Croydon attached to the parent Institution , and any one visiting that Institution will be struck by the extraordinary comfort and contentment everywhere to be seen . ( Hear , hear . ) I spoke lo everyone of the inmates , and there was only one complaint : that came from an old lady who complained because the ceiling of one of her rooms was blackened in consequence of the chimney

smoking . ( Laughter . ) The complaint was made in no querulous spirit and it was the onl y one which I receivsd . We can imagine what would have been the fate of these inmates but for the existence of this Institution —it would have been the workhouse . I am not one of those who abuse the

workhouse . In my official capacity as a justice of the peace I see a great deal of workhouses , and there is certainl y no effort spared lo make the occupants comfortable and happy ; but in the workhouses those who have perhaps passed a happy wedded life must separate . In this Institution however you see old men and old women , childless perhaps , and dependent

entirely upon one another , going down the hill of life together , and lhat is one of the most touching features of the Institution . ( Hear , hear . ) That alone ought lo recommend it to our consideration and our support . ( Cheers . ) I feel as if I were preaching a charity sermon . I am reminded of a sermon said to have becn preached on one occasion b y Dean Swift . It is related of him that on one occasion when he was staying in a ¦¦

— — — — J -. country village there was to be a charity sermon preached in the parish church ; but at the last moment the clergyman did not arrive . . I do not know whether Dean Swift was a Freemason , but he agreed to do what he could . He got into the pulpit and chose this text : " He that givelh to the poor lendeth to thc Lord . " Dean Swift then said : " Mbeloved brethren

y , 1 call your attention especially to the fact thai he who givelh to the poor lendeth to the Lord . If you approve of that security , down with your dust . " ( Laughter . ) I wish I could preach a sermon in such a terse and forcible manner ; but I ask you to forget and to forgive all the faults of the preacher to-night , and to think only of the worth for whose support he p leads .
