The SECRETARY reported that the Committee during the year had been successful in the election of one widow , and
had greatly assisted the election of one aged Mason . The number of votes during the year shewed a slight increase over last year , but it was still a matter of regret that so large a number of votes were diverted either by inattention or by being given to candidates in direct opposition to the interests of those who had the first claim upon the sympathy of Devon . Lodges 4 Sg ( Bideford ) , 666 ( Princetown ) , 139 6 ( Newton Abbot ) , i 4 SG ( Kingsbridge ) , 1 S 55 ( Plympton ) ,
also chapters 159 and 189 ( Stonehouse ) , and 710 ( Totnes ) had not sent in their votes to the Committee . The subcommittee appointed to consider the claims of Bro . George Taylor on behalf of Worcestershire as to the payment of 326 votes made to that brother by Bro . Godtschalk on behalf of Devon , had met at Exeter , reviewed the whole of the correspondence in reference to those votes , and had come to the decision that Bro . Godtschalk was fully justified
in the action he took . I he votes were repaid , as stated in his report . At the meeting of the Committee at Plymouth , on January 30 th , a grant of £ 5 had been made to a widow of lodge 39 , Exeter , and another £ 5 to a widow of lodge 202 , Devonport . At the meeting of the Committee at Exeter , April 3 rd , £ 5 had been granted to a decayed brother of lodge 372 , Budleigh Salterton . This report was received and adopted . The petitions for relief
received were then considered , and resulted in the following votes : £ 5 each to a decayed brother of 372 ; to a widow of 251 ( Barnstaple ) , with a recommendation that a further £ 10 be granted by Provincial Grand Lodge ; to a widow of 15 G , Plymouth ; to a widow of 1212 , Stoke , with a recommendation of a further £ 10 grant ; to a widow of 4 Sg , Bideford , with a recommendation of a further £ 5 grant ; to a decayed brother of 1205 , Stonehouse ;
and to a widow of the same lodge , with a recommendation of a further £ 10 grant . The proposition by W . Bro . J . E . Curteis on the agenda , " That the sum of 100 guineas be recommended to be voted from the funds of the Provincial Grand Lodge to the Royal Masonic Institution for Boys , to be placed on the listof VV . Bro . C . Godtschalk , " was unanimously adopted , with the alteration of the amount of the money to 75 guineas , that
being considered as much as the . funds would admit with due regard to other claims . VV . bro . Godtschalk ' s proposition that a recommendation from that committee be submitted to the Provincial Grand Lodge , "That a brother , being a paying member of a lodge in the province , and who is a Life Governor of each of the great Masonic Charities , or a Vice-President of one of those Institutions , be , by virtue of such qualification , a
member of the Committee of Petitions , " was adopted by a large majority with an alteration confining it to Vice-Presidents omy , and the addition thatsuch brother should place his votes at the disposal of the committee . The SECRETARY reported 2341 subscribing members in the province tor the 49 lodges that had made their returns . The largest lodge was No . 202 ( Friendship ) , Devonport , 124 members ; the smallest , No . 1332 , Crediton , 17 members .
The Treasurer's report shewed a balance in hand of £ 150 . The report of the Fortescue Annuity Fund shewed no new feature . The Committee of Petitions' report was a resume of the business transacted by the Committee in the morning . The report was received and adopted , with the exception of the clause recommending that vice-presidents of the great Masonic charities should be members of the Committee . That clause was struck out as a similar
notice of motion was to come before the Provincial Grand Lodge at a subsequent stage of the business . The Byelaws Revision Committee reported that they had been unable to enter upon any revision through the new Constitutions having not yet been settled by the Grand Lodge of England . The Committee for purchasing collars and jewels to complete the regalia of the Provincial Grand Lodge reported that the collars and jewels that were required had
been purchased of Bro . Kenning , of London , by Bro . Samuel Jones . The regalia had all been renovated or renewed , and was now complete and . in perfect condition . The cost had been £ 3 8 Ss . GRAND MASTER gave the customary address to the brethren upon the state of affairs in the province . On this occasion his lordship congratulated the brethren upon the prosperity of Masonry in the Province . The misunderstanding with Bro . Taylor , the representative of
Worcestershire , was settled , and he was gratified to have found that Devon was in the right . One of the oldest lodges in the Province had during the year brought itself under his serious displeasure by irregular action . I he errors he believed had arisen through want of more careful attention to the rules of the Order , and he was afraid there had been some similar misdoings in the Province . At present he had looked over the matter with moderate censure , but he hoped it would be a warning to all the lodges , as after
what had occurred be should consider any repetition of similar conduct with greater gravity . Some doubts he understood had risen as to the regulations in reference to costume on attending lodge meeting . For the information of the brethren he would state that the tegular costume at all meetings by day was black coats and trousers and white ties , and for evening meetings lull evening costume was indispensable . At all lodge banquets masonic clothing was also requisite , but that he thought might be met by wearing the collars only , as the aprons would be

inconvenient , There was one change he wished , with the consent of the lodge , to make , and that was that the Secretary and Treasurer's reports should be printed prior to the annual Provincial meetings and distributed to the brethren . This proposition was unanimously accepted by the lodge .
The PRUV . GRAND MASTER added that they were no doubt aware that the circumstance of tins being the centenary year of the Loyal Lodge had caused the annual meeting to be held in Barnstaple . The Provincial Officers and all the bicthren would , he was sure , congratulate their brethren of that lodge on meeting them on that auspicious occasion .
the proposition to add the Life Governors and Vice Presidents of the great Masonic Charities subscribing members in the province to the Committee of Petitions , was , after a spirited and lengthy discussion , negatived by a large majority . In the evening the annual banquet was held at the Royal and Fortescue Hotel . Over eighty brethren were present . The P . G . M . presided , and a pleasant evening was passed .

As we announced in a paragraph last week , the annual meeting of this Provincial Grand Mark Lodge took place at Hayle on the 30 th ult ., under the banner of the Cornubian Alark Lodge , No . S 7 . Business commenced with a convocation of that lodge , which was opened at 12 . 30 p . m ., in the Freemasons' Hall , when a brother was advanced with
the usual foimula to the degree of M . M . M ., the following being among the principal officers of the lodge who officiated : Bros . N . J . West , P . M ., VV . M . ; J . Wearne , S . W . ; W . closeness of attention to the beautiful ritual of the degree , and an ability in delivery that drew warm encomiums from the visiting brethren . K . VV . Bro . M ., was present with his officers , and the hon . baronet at a subsequent stage of the proceedings ^ expressed his warm admiration of the working of the Cornubian Lodge . The business of the entertaining lodge having been
completed , the Provincial Grand Lodge was opened in dueform at two p . m . by R . W . Bro . the Prov . G . M . M . Grand Treasurer , reported a balance in hand of 11 guineas after all the liabilities had been met . —The W . Ms , presented their individual
reports of the condition of their lodges . On the whole , their reports were very favourable , each of them reporting either an increase or maintenance of the number of members and satisfactory balances in hand , W . Bro . W . J . J OHNS , Prov . Grand Secretary , reported that there were eight lodges in the province and over 240 members , showing an increase of , 20 members over last year ' s returns . The financial position of the several
lodges was considered to be satisfactory . 1 he application made by Bro . Hicks , P . M . 206 , Fort Lodge , Newquay , with reference to holding their meetings six months in the year at Newquay and six months at St . Columb , to enable the brethren residing at a distance to attend more regularly , had been granted . The R . W . P . G . M . M . M . had stated that he himself had no power to grant such permission , but he promised that the matter should be
brought before the M . W . the Grand Mark Master , which was accordingly done . On the circumstances being submitted to the M . W . the Grand Mark Master , he granted the application , in the hope that the alteration would increase the success and prosperity of the lodge . The sum of £ 5 , voted at the last Provincial Grand Lodge to Bro . Hughan for the purpose of defraying the cost of printing a directory of the Mark lodges and higher degrees
of the province would not be required and could be disposed of in such manner as the brethren might think desirable . Bro . Hughan had taken the responsibititty on his own shoulders as far as the expense was concerned . Both reports were adopted . W . Bro . HUGHAN declined to accept any remuneration personally , but it was resolved to insist upon the Provincial Giand Mark Lodge being permitted to mark their
appreciation of his services by voting £ 10 towards the testimonial about to be presented to him at the coming meeting ot the Provincial Grand Lodge of Cornwall . W . tiro . W . Tweedy , Pa . t D . The SECRETARY reported that the Committee during the year had been successful in the election of one widow , and
had greatly assisted the election of one aged Mason . The number of votes during the year shewed a slight increase over last year , but it was still a matter of regret that so large a number of votes were diverted either by inattention or by being given to candidates in direct opposition to the interests of those who had the first claim upon the sympathy of Devon . Lodges 4 Sg ( Bideford ) , 666 ( Princetown ) , 139 6 ( Newton Abbot ) , i 4 SG ( Kingsbridge ) , 1 S 55 ( Plympton ) ,
also chapters 159 and 189 ( Stonehouse ) , and 710 ( Totnes ) had not sent in their votes to the Committee . The subcommittee appointed to consider the claims of Bro . George Taylor on behalf of Worcestershire as to the payment of 326 votes made to that brother by Bro . Godtschalk on behalf of Devon , had met at Exeter , reviewed the whole of the correspondence in reference to those votes , and had come to the decision that Bro . Godtschalk was fully justified
in the action he took . I he votes were repaid , as stated in his report . At the meeting of the Committee at Plymouth , on January 30 th , a grant of £ 5 had been made to a widow of lodge 39 , Exeter , and another £ 5 to a widow of lodge 202 , Devonport . At the meeting of the Committee at Exeter , April 3 rd , £ 5 had been granted to a decayed brother of lodge 372 , Budleigh Salterton . This report was received and adopted . The petitions for relief
received were then considered , and resulted in the following votes : £ 5 each to a decayed brother of 372 ; to a widow of 251 ( Barnstaple ) , with a recommendation that a further £ 10 be granted by Provincial Grand Lodge ; to a widow of 15 G , Plymouth ; to a widow of 1212 , Stoke , with a recommendation of a further £ 10 grant ; to a widow of 4 Sg , Bideford , with a recommendation of a further £ 5 grant ; to a decayed brother of 1205 , Stonehouse ;
and to a widow of the same lodge , with a recommendation of a further £ 10 grant . The proposition by W . Bro . J . E . Curteis on the agenda , " That the sum of 100 guineas be recommended to be voted from the funds of the Provincial Grand Lodge to the Royal Masonic Institution for Boys , to be placed on the listof VV . Bro . C . Godtschalk , " was unanimously adopted , with the alteration of the amount of the money to 75 guineas , that
being considered as much as the . funds would admit with due regard to other claims . VV . bro . Godtschalk ' s proposition that a recommendation from that committee be submitted to the Provincial Grand Lodge , "That a brother , being a paying member of a lodge in the province , and who is a Life Governor of each of the great Masonic Charities , or a Vice-President of one of those Institutions , be , by virtue of such qualification , a
member of the Committee of Petitions , " was adopted by a large majority with an alteration confining it to Vice-Presidents omy , and the addition thatsuch brother should place his votes at the disposal of the committee . The SECRETARY reported 2341 subscribing members in the province tor the 49 lodges that had made their returns . The largest lodge was No . 202 ( Friendship ) , Devonport , 124 members ; the smallest , No . 1332 , Crediton , 17 members .
The Treasurer's report shewed a balance in hand of £ 150 . The report of the Fortescue Annuity Fund shewed no new feature . The Committee of Petitions' report was a resume of the business transacted by the Committee in the morning . The report was received and adopted , with the exception of the clause recommending that vice-presidents of the great Masonic charities should be members of the Committee . That clause was struck out as a similar
notice of motion was to come before the Provincial Grand Lodge at a subsequent stage of the business . The Byelaws Revision Committee reported that they had been unable to enter upon any revision through the new Constitutions having not yet been settled by the Grand Lodge of England . The Committee for purchasing collars and jewels to complete the regalia of the Provincial Grand Lodge reported that the collars and jewels that were required had
been purchased of Bro . Kenning , of London , by Bro . Samuel Jones . The regalia had all been renovated or renewed , and was now complete and . in perfect condition . The cost had been £ 3 8 Ss . GRAND MASTER gave the customary address to the brethren upon the state of affairs in the province . On this occasion his lordship congratulated the brethren upon the prosperity of Masonry in the Province . The misunderstanding with Bro . Taylor , the representative of
Worcestershire , was settled , and he was gratified to have found that Devon was in the right . One of the oldest lodges in the Province had during the year brought itself under his serious displeasure by irregular action . I he errors he believed had arisen through want of more careful attention to the rules of the Order , and he was afraid there had been some similar misdoings in the Province . At present he had looked over the matter with moderate censure , but he hoped it would be a warning to all the lodges , as after
what had occurred be should consider any repetition of similar conduct with greater gravity . Some doubts he understood had risen as to the regulations in reference to costume on attending lodge meeting . For the information of the brethren he would state that the tegular costume at all meetings by day was black coats and trousers and white ties , and for evening meetings lull evening costume was indispensable . At all lodge banquets masonic clothing was also requisite , but that he thought might be met by wearing the collars only , as the aprons would be

inconvenient , There was one change he wished , with the consent of the lodge , to make , and that was that the Secretary and Treasurer's reports should be printed prior to the annual Provincial meetings and distributed to the brethren . This proposition was unanimously accepted by the lodge .
The PRUV . GRAND MASTER added that they were no doubt aware that the circumstance of tins being the centenary year of the Loyal Lodge had caused the annual meeting to be held in Barnstaple . The Provincial Officers and all the bicthren would , he was sure , congratulate their brethren of that lodge on meeting them on that auspicious occasion .
the proposition to add the Life Governors and Vice Presidents of the great Masonic Charities subscribing members in the province to the Committee of Petitions , was , after a spirited and lengthy discussion , negatived by a large majority . In the evening the annual banquet was held at the Royal and Fortescue Hotel . Over eighty brethren were present . The P . G . M . presided , and a pleasant evening was passed .

As we announced in a paragraph last week , the annual meeting of this Provincial Grand Mark Lodge took place at Hayle on the 30 th ult ., under the banner of the Cornubian Alark Lodge , No . S 7 . Business commenced with a convocation of that lodge , which was opened at 12 . 30 p . m ., in the Freemasons' Hall , when a brother was advanced with

reports of the condition of their lodges . On the whole , their reports were very favourable , each of them reporting either an increase or maintenance of the number of members and satisfactory balances in hand , W . Bro . W . J . J OHNS , Prov . Grand Secretary , reported that there were eight lodges in the province and over 240 members , showing an increase of , 20 members over last year ' s returns . The financial position of the several
lodges was considered to be satisfactory . 1 he application made by Bro . Hicks , P . M . 206 , Fort Lodge , Newquay , with reference to holding their meetings six months in the year at Newquay and six months at St . Columb , to enable the brethren residing at a distance to attend more regularly , had been granted . The R . W . P . G . M . M . M . had stated that he himself had no power to grant such permission , but he promised that the matter should be
brought before the M . W . the Grand Mark Master , which was accordingly done . On the circumstances being submitted to the M . W . the Grand Mark Master , he granted the application , in the hope that the alteration would increase the success and prosperity of the lodge . The sum of £ 5 , voted at the last Provincial Grand Lodge to Bro . Hughan for the purpose of defraying the cost of printing a directory of the Mark lodges and higher degrees
of the province would not be required and could be disposed of in such manner as the brethren might think desirable . Bro . Hughan had taken the responsibititty on his own shoulders as far as the expense was concerned . Both reports were adopted . W . Bro . HUGHAN declined to accept any remuneration personally , but it was resolved to insist upon the Provincial Giand Mark Lodge being permitted to mark their
appreciation of his services by voting £ 10 towards the testimonial about to be presented to him at the coming meeting ot the Provincial Grand Lodge of Cornwall . W . tiro . W . Tweedy , Pa . t D .
