The Benevolent Elections.
London applicant and the Norfolk widow , who polled 27 82 and 2729 votes respectively . There were three other candidates who obtained over 2000 votes , and live who polled between 1000 and 2000 votes , and there were three who received no support
whatever . The number of votes brought forward was 10 , 923 , and the number issued for this election 137 , 354 , the total available being 148 , 277 . But of the votes issued only 104 , 227 passed the Scrutineers , and consequently there were 33 , 172 votes either unused or spoilt .
Province Of Oxfordshire.
PROVINCE OF OXFORDSHIRE .
The Fraternity in Oxfordshire are grouped together in some 12 lodges , but the major portion of the members are to be found located in the City of Oxford , or rather belonging to the lodges numbering four , which together return 4 6 9 subscribing brethren , or more than half the strength of the province ; the remaining
eight lodges contributing only 310 to the total . The second oldest lodge , the " Apollo University , " No . 357 , is by far the largest , having 235 members on its register , and a very large number in arrears besides . The returns are made up to December 31 st , 18 99 , in the excellent "Calendar and Directory" for
1901-2 , ably edited by Bro . P . Colville Smith , P . G . D ., & c , the Provincial Grand Secretary , and Bro . Alfred Rowley , P . P . G . W ., Prov . Asst . G . Sec . The additions to the lodges during the year amounted to 99 members , and on the whole it was a fairly busy time , 249 ceremonies having been worked by the lodges .
The Provincial Grand Master is the Right Hon . the Earl of Jersey , P . G . W ., who was appointed in 18 S 5 , and was preceded by H . R . H . the Duke of Albany , K . G ., 1 S 76-1884 . The Province was formed in 1795 , with Sir J . M . Hayes as the first Prov . G . M . The " Alfred Lodge , " No . 340 , has the first warrant issued
by the United Grand Lodge on 16 th February , 1814 ; the "Apollo University" following some live years later . Of the latter ( No . 357 ) his Majesty thc King was W . M . in 1 S 73 , and H . R . H . Prince Leopold in 18 7 6 , but , strange to say ,
notwithstanding the remarkable and influential character of the membership of this lodge from its origin to now , not a single Peer served as W . M . else , the King and his lamented Son being , however , preceded and followed by brethren who have " made their mark " in the Craft .
The D . Prov . G . M . is the Right Hon . Viscount Valentia , P . G . W ., and the Prov . G . Sec . is Bro . P . Colville Smith , who has had as predecessors in that oflice his own Prov . G . M ., , as well as the Right Hon . Earl Percy , Earl of Donoughmore , and Lord Balfour of Burleigh .
The Grand Superintendent for Royal Arch Masonry is the Right Hon . Viscount Valentia , appointed in 18 95 , who presides over four chapters ; the same nobleman having charge of the Provincial Grand Lodge of Mark Masters for Berks and Oxon ,
those in Oxford being the " University , " No . 55 , and the " Alfred , " No . 247 , having together 136 members . There is also a Rose Croix chapter for the University , with the large number of 180 subscribers , and also a Knight Templar preceptory , which meets once a term .
All these particulars , with many more , are given in the Annual , and there is likewise a well-prepared table of the votes for the Central Masonic Charities to March 31 st , 1 9 , making a grand total of 3574—or a yearly total of 5158 voting power . W . J . H .

The Right Honourable the Earl of Warwick , Deputy Grand Master ot England , Provincial Grand Master of Essex , occupied ' ihe ihair , and was supported by a Boqrd of 607 Stewards , of whom 27 were ladies ,

The total amount of the donations and subscri ptions obtained by the msmbars of this Board was announced by the Secretary as , £ 25 , 311 19 s ., but this sum has since been augmented by the receipt of outstanding lists and additions to lists to £ 25 930—or more by some , £ 4000 than has been raised at any previous Festival on behalf of this Institution , with the solitary exception of the jubilee in 1892 .
1 owards this splendid total London / which was represented by 287 Stewards , contributed £ 12 338 ios ., while the Provinces , of which as many as 37 out of 46 were represented , and one Foreign Station , numbering in al ! 320 Stewards , were responsible for £ 13 , 204 8 s . Thus the closing year of the 19 th century has not been allowed to enjoy for long the distinction of having furnished the "record Return " for an ordinary Festival in aid of our Old People .
In such circumstances as these the Committee is desirous of proclaiming as publicly as possible its deep sense of gratitude to all who have borne a part in bringing about this result ; to the Right Honourable the Chairman , who by his earnest advocacy of the claims of the Institution so materiall y helped to secure it ; to the Board of Stewards , but more especially to those who acted for hi » lordship's Province of Essex , who supported that advocacy with so much energy ; and to the lodges , chapters , and individual brethren who so generously responded to the calls that were made upon them by the Stewards ; London and its repre «
sentatives ; the Chairman ' s province , which contributed a round £ 4000 , inclusive of Lord Warwick ' s personal donation ; the Provinces of Bristol , Devonshire , Hertfordshire , Suffolk , and West Yorkshire ; in short , the whole of the lodges and provinces that took part in the Festival are worthy of the heartiest thanks which it is possible to express for the generous and substantial help they have rendered on this occasion . May the brilliant success which has attended the Benevolent Institution at the outset of the new century be again and again repeated during its progress 1
At the Election in May of last year there were on the two Funds of the Institution 463 annuitants , of whom 210 on the Male Fund were in receipt of £ 40 a year each , and 253 on the Widows' Fund in receipt of £ 32 each , the total sum distributed among these annuitants being £ 16 , 496 ; while , in addition , there were 26 widows , each of them being in receipt of half her late husband ' s annuity , that is to say , £ 20 per annum , the total amount disbursed in Annuities alone being £ 17 , 016 .
To-day , notwithstanding the additional 16 Annuities that were created in 18 99 and 1900 , there are 103 applicants for the benefits of the Institution , of whom 49 are male applicants and 54 widows . Unfortunately there are only 21 vacancies to be filled , namely , 13 on the Male Fund , of which 10 are immediate and three deferred , and eight on the Widows' Fund , of which five are immediate and three deferred . There have died since the vacancies were declared in February nine men and nine widows , so that in the event of these additional vacancies being
filled , in accordance with the practice of recent years , the candidates to be elected to-day will be 22 men and 17 widows , and the cost of the Establishment during the present year will be as follows : 210 Annuitants on the Male Fund at £ 40 each , £ 8400 ; 253 Widow Annuitants at £ 32 each , £ 8096 ; total , £ 16 , 49 6 ; to which must be added £ 460 , being the sum disbursed among 23 Widows in receipt of half their late husbands' annuities : grand total for the three classes of annuitants £ 16 , 956 .
The Committee desires to express its grateful thanks to United Grand Lodge for the renewal of its annual grant of £ 70 towards providing the inmates of the Asylum at Croydon with fuel during the winter months ; to the Supreme Council of the Ancient and Accepted Rite for its gifts of periodicals and comforts to the residents j to the Trustees of the John Hervey Memorial Fund for the dividend on £ 1000 , and to the Emulation Lodge of Improvement for its renewed grant of £ 10 to be divided equally between the third highest unsuccessful male and widow candidates at to-day ' s election .
The Committee is also desirous of placing on record its grateful thanks to the Honorary Surgeons of the Institute , J . Wayte , Esq ., and R . Percy Middlemist , Esq ., for their kind and unremitting attention to those of the annuitants , whether resident at Croydon or non-resident , who have been unfortunately compelled during the past year to seek their advice and assistance ; and also to H . J . Strong , Esq ., M . D ., Honorary Consulting Physician , who has at all times shown the utmost readiness to give , to those who needed it , the benefit of his long profession il experience .
The Committee cannot allow the opportunity to pass without expressing its sincere appreciation of the zeal and ability with which the Secretary and his staff have fultilled their very responsible duties , and heartily congratulate the former on the continued success ot his efforts to promote the welfare of an Institution wilh which he has been connected for upwards of seven and thirty years . The Commitlee has the pleasure of reporting that the premises at Croydon have during the past year been put into a thorough state of repair .
Appended is the Audited Statement of Account for the year ending the 31 st December , 1900 . It has been prepared with the greatest care by the Finance Committee and passed and approved by the Auditors after the strictest and closest examination of all the various items . Under these circumstances the Committee both hopes and believes , that after scrutinising the figures , the Governors and Subscribers will be satisfied that during the past , as in preceding years , the duty of administering the funds of the Institution has been carried out with the utmost regard for efficiency and economy .
In conclusion , the Committee expresses its unabated confidence in the con . tinued generosity of the Craft and is persuaded that so long as it pursues its present policy , so long will the brethren exhibit the same readiness to promote and even extend the welfare of the Institution .
Subjoined is the statement already mentioned of the Receipts and Expenditure during the year 1900 , together with the necessary particulars as to the permanent income . Bro . C . E . KEYSER , P . G . D ., proposed the re-election of Bro . J . A . Farnfield as Treasurer of the Institution . He said he had for the past few years taken upon himself the privilege of proposing the re-electijn of Bro .
farnfield , a brother who had taken an immense amount of interest in the Institution , and .. till took such interest . The way in which he served the Institution was exhibited by the large amount of time he devoted to its business . He did not like to say too much in Bro . Farnfield ' s presence about him , but he had performed his duties many years as Treasurer , and all the breihren hoped he would continue to fill the position of its Treasurer for many years to come .
Bro . HENRY LOVEGROVE , P . G . S . B ., seconded the motion , which was put , and carried unanimously . Bro . J . A . FARNFIELD : Brethren , I thank you . Bros . Kempton , S . J . Attenborough , and Cleghorn were elected Auditors . The next business was the election of a Trustee in place of the deceased Bro . Thomas Fenn .
Bro . FARNFIELD said that Bro . James Stephens , P . D . G . D . C , took a great interest in the Institution , and spent both money and time on it . Bro . James Stephens was elected unanimously as Trustee amidst cheers , Bro . FARNFIELD having declared Bro . Stephens duly elected , Bro . J AMES STEPHENS , P . D . G . D . C ., said he thanked the brethren very sincerely for the election , and although he had in his humble sphere done something for the Institution , he assured them he tool * great interest in ' &>
