OUR THIRD VOLUME .

WITH the present number ia completed onr Third Volume , and a few Avords as to our past career may nofc be out of place . AVe think it AVCII , first of all , to express our thanks for the continued and increasing support ; extended lo us by the Craft . Our progress may nofc have

been rapid , but AVC Hatter ourselves , Avith some reason , that it has been a sure one . Wc have earnestly striven to redeem the pledges AVC gave at starting . "We have , of course , had , like every other Masonic Journal , our

difficulties to contend Avith , and these have been neither trifling in character nor few in number . But AVC have gone on buttling Avith them , and tlie fact that onr circle of readers

is an evev-extendnig one AVC consider is fair evidence that our efforts have nofc been entirely unsuccessful . We are anxious , of course , to obtain more support , ancl Ave shall do oar bc-jt not only to retain the good opinion , have

gained thus far , but to earn for ourselves tho sympathy and support of a still more numerous and influential section of the Brotherhood . And when we hare gained these wo need have little doubt as to the future . This , indeed , has

been , and always will be , one of the principal subjects of gratulation—namely , the fact , that once AVC have obtained the support of a brother , it has only happened in very rare instances that he has Avithdrawn himself from the number

of our friends and well-Avishers . Any remarks AVO have to make as to the future Ave reserve for the new volume . Let it suffice , on the present occasion , that we thank tho Craft

generally , as well for its kind indulgence towards our shortcomings as for its Avarm commendation when commendation may havo been deserved .

Our Weekly Budget.

OUR WEEKLY BUDGET .

THERE has been , comparatively , little business in tho House of Lords . The Cruelty to Animals Bill passed through Committee on Tuesday , but this is the only measure Avorth referring to . In the House of Commons , on Friday last , Messrs . Burt

and Macdonald presented a monster petition against the grant of further allowances to the Royal Family till a full statement of their present incomes Avere known . Weighty , in one sense , this petition , Avith its 102 , 000 signatures , undoubtedly Avas , for the honourable members had some

difficulty in carrying it ; but Aveighty , in the sense of likely to prove influential , Ave are certain it was not . We think Mr . Burt ancl his colleague might have saved themselves so much trouble . Certain protective duties in the island of Malta , special alloAvances to the Foot Guards ,

Summary Jurisdiction , the Audit of Army and Navy Accounts , and Supply , occupied most of the sitting . On Monday , the debate on the Elementary Education Bill of the Government was brought to an end , Mr . Mundella ' s resolution , Avhich stopped the Avay , being disposed of by

300 to 1 G 3 , aud tho second reading assented to by 356 to 78 . On Tuesday , at the morning sitting , the Commons Bill Avas considered as amended . In the evening a motion of Mr . P . A . Taylor , on the subject of Flogging in the Navy , was defeated . A count-out occurred soon afterwards .

On Wednesday , the Banns of Marriage ( Scotland ) Bill Avas defeated on its second reading . On Thursday , after a statement by the Prime Minister , as to the Eastern Question , the Jurors' Qualification ( Ireland ) Bill passed through Committee , and the second reading of the Prisons' Bill Avas in part debated .

Monday Avas the thirty-ninth anniversary of Her Majesty ' s accession to the throne . On Wednesday , a State Concert Avas given at Buckingham Palace by command of the Queen , who has been enjoying rest in Scotland , ancl returned to Windsor on Thursday . The Prince ancl

Princess of Walesand the Duke of ConnaughtAvero present . Among the artistes Mdlles . Zare Tlialberg , Albani , aud Titiens , Madame Patey , Signor Campanini , and Mr . Santley . A second State Ball will be held on the 4 th proximo . On Tuesday , their Royal Highnesses the Prince

and Princess entertained at dinner , at Marlborough House , Sir Salar Jung-, G . C . S . I ., the Dukes of Connaught ancl Cambridge , and a distinguished party being present to meet him . On Friday , Prince Leopold presided as Grand Master at the meeting in the Apollo University Masonic Hall

of the Provincial Grand Lodge of Oxfordshire . The Duke of Connaught has been gazetted Colonel-in-Chief of the 17 th Lancers . The Duke of Edinburgh in command of H . M . S . Sultan , has arrived out at Malta , and Avould proceed shortly to join the licet under Admiral Drummond in Besika Bay .

Weather of unusual brilliancy has attended the Horse Show held this Aveek in the grounds of the Alexandra Palace . The animals , though fewer in number than at the rival display at the Agricultural Hall , more than held their own in the matter of quality . On Wednesday , the

Fourm-Hand Club paid a visit to the Park and Show , the Duko of Beaufort having previously notified Sir Edward Lee , the manager , that their Royal Highnesses the Prince of Wales

and the Dnko of Connaught Avould be among the guests ot the Club . The drags , to the number of fifteen or sixteen , reached the Park shortly after one o ' clock , the Prince being seated on tho Duke of Beaufort ' s , and his brother on that
