Chapter a few evenings ago where the ritual was to me a very peculiar one , and upon inquiry I was told it was the " Oxford working . Can any brother inform rr . e if this is authentic or orthodox ? The annual convocation of the above Provincial Grand Chapter was held at the Masonic Hall , Longcauseway , Dewsbury , under the banner of the Three Grand Principles Chapter , No . 20 S , on Monday , the 15 th ult ., when there were present—Comps . the Right Hon . The Prov . G . Scribe E . presented the minutes of the half-yearly meeting ( which had been printed and circulated to about 600 companiouns ) , held at Huddersfield , on Wednesday , 16 th November , 1 S 98 , when it was moved , seconded , and resolved : " That the minutes be taken as read and confirmed . "
The GRAND SUPERINTENDENT * , addressing the companions , said .-Companions , at this stage I may be permitted to address a few words to you , although I am glad to say there is no question of any great importance which it is my duty to bring before you . First , let me say we are extremely indebted to those who have arranged everything for our comfort to-day , and have provided us with such excellent accommodation in every respect . Later
on in the agenda paper , there is a notice of motion , the proposing of a vote of thanks , which will come in its due place . Dewsbury , in some senses , holds a prominent place with regard to Royal Arch Masonry , for I understand that the Grand Chapter was held here for lhe first time of its meeting about 40 years ago . Since then we have met in Dewsbury eight times ; this is the ninth visit , the last having been in 189 G . The queUion in which we
take a considerable interest is that of the desirability , if I may put it on no higher ground , of strengthening the chapters in the province as much as we can . There has been , I won't say apathy , but , at all events , the chapters have not kept that relative position with the Craft , the Craft lodges , and the number of members of the Craft in the province , which we all should like to see . We should like to see a little extension of the Royal Arch . It is
almost a necessary complement to the Craft , and certainly no one who omits to become a member of the Royal Arch has the complete satisfaction of feeling that he has fully qualified himself in his province . To my mind , it is rather surprising there should be any slackness in this respect . Both from the point of view of the interesting ceremonial , and the interesting work in connection with the chapter—certainly it is not the least interesting of the
Degrees of the Order—it is to be regretted that it is not more taken advantage of than it is . I should be glad if we were able to strengthen our position in this respect , for , naturally , those in London and elsewhere , who keep an eye upon us , observe these facts , and deal with them as they stand , although they do not know the local circumstances . It would be highly satisfactory to those in London if they could see a better relative position of the Arch
with the Craft . Companions , on the agenda paper you observe that a resolution of regret will be proposed with respect to the deaths of Lord Lathom and M . E . Comp . Le Gendre Nicholas Starkie . I referred to these lamentable losses at the Provincial Grand Lodge meeting , and it is hardly necessary lhat I should repeat myself on this occasion . We all sincerely mourn the loss of these distinguished companions , and there is no doubt that the Order is poorer by the loss of such members . Those were not the only

losses we have sustained . We have lost some prominent companions who have taken an active part in everything in connection with the Order , and I am sure you will sincerely join in the expression of our great regret at . the deaths of those distinguished members . One other item on the agenda paper is a vote of ^ 25 for a fireproof safe . I need hardly say anything to commend it to you for its acceptance , and I am sure Comp . Watson will make
out a very good case for its absolute necessity . It is not only an absolute necessity , but it is the absolute duty of the companions to protect the records and documents of great interest in connection with the Order . In order to do that securely , it is clearly our duty to provide the means of safety such as will be proposed presently . You will observe that Comp . Vaux has kindly consented to give us the mystic lecture a little later on , and , therefore , I am
going to limit my remarks , for I should be extremely sorry if I curtailed the necessary time , for I am sure we shall listen with advantage to what he has to say to us . There is only one other point , and that is with respect to the returns , which it is my duty to mention from time to time . I do so not for the sake of the returns themselves , but for the credit of the business-like order of the proceedings , and as each of us should add our share towards
keeping everything in order , ' those returns should be made with regularity . The Grand Superintendent then proceeded to move the following resolution : " That this Grand Chapter desires to place on record the sense of the very great loss Royal Arch Freemasonry has sustained by the death of the Right Hon . the Earl of Lathom , G . C . B ., M . E . Pro Grand Z ., Grand Superintendent of West Lancashire , and also of Col . Le Gendre N . Starkie , Grand Superintendent of East Lancashire . "
Comp . J . C . MALCOLM seconded the motion , which was carried . Comp . J . C . MALCOLM , pursuant to notice , proposed : " That a sum of money not exceeding £ 25 be expended in the purchase of a safe , for the proper custody of minute books , registers , and other valuable documents of Prov . G . Chapter . " He observed that after the remarks which the Grand
Superintendent had made on the subject , no words were required from him to show the necessity of that unusual vote and to commend it to the favourable consideration of the companions . Hitherto there had been no provision whatever in the Scribe E . 's office for the protection of the books and documents of the Royal Arch Degree . It was desirable that they should be protected .
Comp . W . WATSON , P . G . Soj ., in seconding the resolution , remarked that it was extremely necessary provision should be made for the protection and preservation of their books and documents . Anyone who had followed the course ol events would know the many irreparable losses the province had sustained through the absence of such a provision as that suggested . Only comparatively recently a lamentable loss occurred at
Goole , where the documents were destroyed by fire . The motion was carried unanimously . Comp . W . SMITH , P . G . Treas ., in the unavoidable absence of Comp . Richard Jackson , P . G . Treas ., presented the accounts for the past year , which , on the motion of Comp . C . A . PHILLIPS , P . G . Reg ., seconded by Comp . G . H . PARKE , were received and adopted .
Comp . W . SMITH proposed , and Comp . ALFRED ROBERTSHAW , P . G . Soj ., seconded , Comp . Thomas Woods , P . Z . 448 , as the Prov . G . Treas . for the ensuing year . No other name was proposed , and Comp . Woods was duly elected . Comp . WOODS briefly acknowledged the courtesy of the companions . The GRAND SUPERINTEND BNT , before proceeding to appoint and invest
Comp . R . Wilson as H ., said that perhaps he ought to take the opportunity of saying a word or two . It seemed a little difficult to apportion throughout the province the positions which were at his disposal . He would not labour the question , because he was sure they would one and all believe that he endeavoured to do the best he could to do so in order to benefit as much as he could the chapters throughout the province . On that occasion a change
was being made which was not an annual one , and on which he should like to say a few words . He was about to appoint to the position of H . Companion Richard Wilson . He was sure he . might bespeak for him at their hands that full measure of confidence and assistance witnout which it would be impossible to discharge satisfactorily to himself or to the chapters of the province generally the duties which would fall to his lot . But before taking
that step he desired to take that opportunity of expressing in Prov . Grand Chapter his appreciation , and he believed he might also express their unanimous appreciation of the manner in which the duties of H . had been discharged by E . Comp . Malcolm . It was onjy fair to himself and to Comp . Malcolm ' s successoi that he should say publicly that the appointment of Comp . Wilson was made not only with Comp . Malcolm ' s fullest consent and
approval , but also by his direct request , because Comp . Malcolm believed that the duties of G . H . in the chapter were more conveniently discharged if the office were held by the same person who filled the position of Deputy Prov . Grand Master of the province . He was sure he spoke Comp . Malcolm's sentiments when he said that he hoped the duties would be found
to be as congenial to Comp . Wilson as they had been to Comp . Malcolm . He would only say in conclusion that he felt greatly his obligation to Comp . Malcolm , not only in ths chapter , but for the other work Comp . Malcolm had done on his behalf , for he had been of the greatest assistance , and it was only at his own retiuest he had been relieved of the duties he had discharged so well .

Anyone who had followed the course ol events would know the many irreparable losses the province had sustained through the absence of such a provision as that suggested . Only comparatively recently a lamentable loss occurred at
Goole , where the documents were destroyed by fire . The motion was carried unanimously . Comp . W . SMITH , P . G . Treas ., in the unavoidable absence of Comp . Richard Jackson , P . G . Treas ., presented the accounts for the past year , which , on the motion of Comp . C . A . PHILLIPS , P . G . Reg ., seconded by Comp . G . H . PARKE , were received and adopted .
Comp . W . SMITH proposed , and Comp . ALFRED ROBERTSHAW , P . G . Soj ., seconded , Comp . Thomas Woods , P . Z . 448 , as the Prov . G . Treas . for the ensuing year . No other name was proposed , and Comp . Woods was duly elected . Comp . WOODS briefly acknowledged the courtesy of the companions . The GRAND SUPERINTEND BNT , before proceeding to appoint and invest
Comp . R . Wilson as H ., said that perhaps he ought to take the opportunity of saying a word or two . It seemed a little difficult to apportion throughout the province the positions which were at his disposal . He would not labour the question , because he was sure they would one and all believe that he endeavoured to do the best he could to do so in order to benefit as much as he could the chapters throughout the province . On that occasion a change
was being made which was not an annual one , and on which he should like to say a few words . He was about to appoint to the position of H . Companion Richard Wilson . He was sure he . might bespeak for him at their hands that full measure of confidence and assistance witnout which it would be impossible to discharge satisfactorily to himself or to the chapters of the province generally the duties which would fall to his lot . But before taking
that step he desired to take that opportunity of expressing in Prov . Grand Chapter his appreciation , and he believed he might also express their unanimous appreciation of the manner in which the duties of H . had been discharged by E . Comp . Malcolm . It was onjy fair to himself and to Comp . Malcolm ' s successoi that he should say publicly that the appointment of Comp . Wilson was made not only with Comp . Malcolm ' s fullest consent and
approval , but also by his direct request , because Comp . Malcolm believed that the duties of G . H . in the chapter were more conveniently discharged if the office were held by the same person who filled the position of Deputy Prov . Grand Master of the province . He was sure he spoke Comp . Malcolm's sentiments when he said that he hoped the duties would be found
to be as congenial to Comp . Wilson as they had been to Comp . Malcolm . He would only say in conclusion that he felt greatly his obligation to Comp . Malcolm , not only in ths chapter , but for the other work Comp . Malcolm had done on his behalf , for he had been of the greatest assistance , and it was only at his own retiuest he had been relieved of the duties he had discharged so well .
