MORE than the usual amount of business has marked the past parliamentary week , several Government Bills of great importance having been advanced one or more stages . The usual declaration by Government , however , of the innocents they propose for massacre has not yet been made , and great , accordingly , is the

amazement of the quidnuncs . In the House of Lords , on Friday , a debate was raised on the Army by the Earl of Galloway . He proposed that the cadre system laid dotvn by the late Government should be discontinued till the first class reserve had attained a respectable numerical strength .

His lordship further suggested certain modifications in our military system , the whole tendency of his resolution being to strengthen our military forces . The Earl Cadogan deprecated the motion , chiefly on the grounds that the new system had not yet had fair play . Among the other

speakers were the Marquis of Lansdowne , the Duke of Cambridge , and Lord Cardwell , and ultimately the motion was withdrawn . But while the military doctors are discussing , where is the British Army that is to serve us iu time of need ? Is it on paper , or a real force ? and if real

to what extent ? After dealing with sundry other bills and questions the House adjourned . On Monday , the Coolie Traffic and Hyde Park Barracks were the leading questions discussed ; as regards the latter , the case of Prince ' s Gate , & c . v . the Barracks , was handled with telling effect , the

attack on the healthy condition and influence , and the morality of the Household Cavalry , was dealt with very warmly , it being pointed out that the houses had come to the barracks , not the barracks to the houses , and that the troops in question were notoriously among the best

conducted in the whole Army . The question of site also was settled in favour of the present barracks . On Tuesday , the most important business was in connection with the Friendly Societies Bill , the report on amendments to which was agreed to . On Thursday , the Pharmacy Bill , on the

motion of the Duke of Richmond , was read a second time , and the Sale of Food and Drugs Bill a third time , and passed , but with certain amendments proposed by the Government . The question of the Exportation of Refined Sugar from France was brought under the notice of the

House by Lord Hampton . After a tolerably full statement from the Earl of Derby , who hoped , before the end of the Session , to be able to supplement the information he was able to furnish now , and , after a few remarks from Earl Granville , the subject dropped , and the House adjourned .

There was a morning sitting on Friday , at which the Labour Bills of the Home Secretary , namely , the Conspiracy and Protection of Property Bill and the Employers and Workmen Bill came under discussion , the reports
