Order , entitles such a Brother , as a matter of right , at once to become a subscribing member to the Hig h Grades Union . This is not so . It is true that no person can be a member of that body who has not attained the rank of the 30 th Degree of the Order , but that does not of itself make him eA'en eligible , for he must dine once at the banquet of the High Grades Union before he is so eligible , and be either proposed at the public meeting of that body , or bis name sent round by circular to each of the members , when tbe ballot for bis election will take place at tbe next meeting .
