M ., you will , I . am sure , be all desirous to express the regret we feel , that failing health should render such a communication to this Lodgo necessary . " You will , I think , also join heartily in expressing tho sentiments of respect and esteem we entertain for our departing Prov . G . M . I therefore propose" That this District Grancl Lodge do express and record its deep regret that a

necessity should exist for the immediate departure from India of our respected Prov . G . M ., aud our sorrow at tho cause ivhich renders that departure imperative . " That this District Grand Lodge , in its collective capacity , recognizes with deep feelings of affectionate gratitude , the dignified and impartial manner in which our R . AV . Prov . G . M . has , for a period of upwards of five years , administered the duties of his high office ; the Masonic social feeling which has characterized his communications with the Craft generally ; and the urbanity of his manner towards

all Brethren who have had occasion individually to seek advice at his bauds personally . "That these resolutions be recorded iu the proceedings of the District Grand Lodgo , and that a copy thereof be forwarded , with a suitable letter , to the R . W . the Prov . G . M . of Bengal , Lieut .-Col . James Ramsay . " The above 2 > ropositions having been seconded by R . AV . Bro . Judge , P . Prov . J . G . AA ' . were put to the vote and carried unanimously .

M . for tho conduct of business during his absence from India , expressed his hope that ( though this ivould not be the first time that the executive duties of this province would devolve upon him ) during the short time that he would rule ov . r tho District Grand Lodge , he ivould meet with its support . THE festivities usual at this period of the year aro not omitted at Windsor Her Majesty has had several dinner and evening parties during the week . The whole of the royal family are in the enjoyment of good health . There have been numerous visitors at the castle . The Prince of Wales has started on a tour on the continent for some months ; he will then go to Rome ,-where he will reside for some time to enable him to study the antiquities and objects of classical and artistic interest . He will travel incognitoand be accompanied by his

gover-, nor , equerry in ] waiting , chaplain , and doctor . The Queen of Spain has conferred the Order of the Golden Fleece on the Prince ol Wales . Prince Alfred woidd sail from Malta , it was expected , on the 30 th ult ., for Tunis , and , after visiting the principal Mediterranean ports , return to England , preparatory to undertaking the circumnavigation ofthe globe . In Paris there has been au extraordinary panic at the Bourse , in consequence of a rumour of something said by the Emperor to M . de Hubner on New Year ' s / layfrom which it is inferred

, that the relations between France and Austria are in a very critical state . Some have suggested a similitude between that incident and the famous interview between tho First Oonsul and LordAVhitworthin 1 . 803 , just previous to the rupture of the peace of Araiens . In the Constitulionnel , however , we find what purports to be the exact text of the words employed by the Emperor to M . Hubner , namely : — " I regret that our relations with your government are notap gooil as they were , but I request you to tc-U the Emperor that my personal feelings

for him are not changed . " A Paris correspondent writes : — " The impression that we are on the eve of 8 , general war gains ground immensely .
