PROPOSED VISIT OF THE PRO G . MASTER TO READING .

ALMOST at the eleventh hour the ceremony of setting the memorial stone of the new Municipal Buildings at Reading had to he deferred , in consequence of the illness—which all our readers must regret—of Lord Carnarvon . Bro . Robert Bradley , Provincial Grand Secretary

of the Province of Berks and Bucks , lost no time in communicating tho intelligence , and used every possible precaution to prevent inconvenience by sending , on Friday evening , the 10 th inst ., to every Mason in the Province a copy of the following notice : —

In consequence of tho sudden illness of Lord Carnarvon , the ceremony of laying the memorial stone of tho Public Building's in Reading , intended for Tuesday next , the 14 th inst ., is unavoidably postponed . Lord Carnarvon is suffering from a very severe attack of gont ,

PROVINCE OF BERKS AND BUCKS .

which makes it absolutely impossible for him to attend . It is hoped that tho ceremony may tako place on ov about Tuesday , tho 4 th November . Tho Provincial Grand Lodge , summoned for the 14 th October , will therefore not be held . ROBT . BUADLEV ,

Prov . Grand Secretary . Reading , 10 th October 1879 . The next day notice was sent to all other members of the

Craft who there was reason to believe would have attended . It has not yet been definitely settled when the gathering will take place , but we believe we are correct in saying it will be on an earl y day in November .

ROYAL MASONIC INSTITUTION FOR GIRLS .

A QUARTERLY General Court of the Governors and Subscribers of this Institution was held at Freemasons' Tavern , on Saturday last . Bro . Col . Creaton , Grand Treasurer , presided . After the reading and confirmation of the minutes Bro . Thos . Meggy , Vice-President ,

moved" That a Committee be appointed to consider the manner in which the scrutiny of the votes shall be made , both for the election of candidates and for other purposes , and to report to the next General Court . " Several times , within the last few years a scrutiny of votes has been

demanded , after the poll was declared , and such scrutiny has disclosed the fact that the declaration had been incorrect . There was evidently some laxity somewhere , and possibly the arrangements were slightly at fault . If a Committee was appointed to consider the

arrangements , a plan might be framed whereby tho declaration of the poll would be correct . The motion , which was seconded by Bro . John G . Stevens , was pnt and lost . Col . Creaton carried a motion recommended by the Building Committee : —

" That a dwarf wall bo built on the south side of tho Institution grounds , at a cost not exceeding £ 300 . " Bro . James A . Birch moved , as a proposed alteration of Rnle 71 , snbsection 2 , to read as follows : — " Tho Election and Removal of tho Secretary shall be vested in the

General Committee ; the Voting to be by Balloting Papers , duly forwarded to each qualified Member , not less than fourteen days before the date of Election ; snch Balloting Papers must be signed by the party entitled thereto , and may be presented by a Member of tbe General Committee on his or hor behalf at the time of Election . "

His proposition , ho said , was intended to assimilate tbe form of voting for Secretary to that of voting for children to tlio Institution . At present the voting for Secretary was by personal attendance in London , which involved heavy expense on the provincial brethien . From his own province ( Lancashire ) it would cost a Life Governor _> 3 , and as there wore 3 , 000 Life Governors of tho Boys' School this

wonld represent an outlay of £ 9 , 000 , which ho thought wonld be better invested if given to one of the Institutions . It was said that there was a jealousy on the part of tho London brethren on this question , but if there was , it was unbecoming of such a universal brotherhood . He did not believe there was this jealousy ; tho only jealousy there should be was an emulation in benevolent work . It was urged that

if the provinces had the power of voting by proxy papers they might put forward an inefficient candidate , and thus sacrifice tbe Institution . He could assure tbe Court that the provincial brethren had a lively interest in the Institutions , and were not likely to sacrifice them . If they did , it was impossible that all the provinces could be united against London . Ho honed the brethren would make the fair and

just concession he asked to the brethren of the provinces . After tho motion had been seconded by Bro . John Constable , it was carried by a majority of twelve . Bro . H . Smith , Provincial Grand Secretary of AVest Yorkshire , gave notice that ho would move , at the Quarterly Court in January , that the Court accept the sum of 1000 guineas from

West Yoi-kshire for tho purchase of a perpetual presentation for tho Province . Bro . Lonis Hirsch gave notice of motion for the Quarterly Court in January , in the words of the above-mentioned rejected motion of Bro . Thomas Meggy . The election of eighteen girls out of a list of forty-eight was then taken , and , at tho declaration of tho poll , the following -was announced as tho result : —
