The Approaching Festival Of The Royal Masonic Benevolent Institution.
THE APPROACHING FESTIVAL OF THE ROYAL MASONIC BENEVOLENT INSTITUTION .
We are now within three weeks of the day appointed for the first of the three great Anniversary Festivals of the year—that of the Royal Masonic Benevolent Institution—which will be held at Freemasons' Tavern on Wednesday , the 22 nd inst ., under the
presidency of Bro . the Right Hon . Lord LLANGATTOCK , Prov . Grand Master of South Wales ( E D . ) , and it strikes us as being desirable to take another look round , with a view to forming some idea of the prospects in store for the Institution on this
eventful occasion . Of the requirements of this important Charity there can be , as we have said in former articles , no question whatever . There are 202 male annuitants at , £ 40 each ,
for which it is necessary to provide the sum of £ c-o 8 o , and 24 . 5 widow annuitants at £ 32 each , who absorb amongst them a further £ 7 840 , together with some 28 widow half-annuitants at
£ 20 each , amongst > whom is disbursed £ 5 60 , the total expended in annuities being only a few pounds short of £ 16 , 500 . To this must be added some £ 3000 for expenses of management and
maintenance of the Asylum at Croydon , the whole of the expenditure for which provision must be made being , in round figures , £ 19 , 500 . Towards defraying this large outlay , there are , firstly , the dividends on invested
capital , amounting to between £ 4000 and £ 4500 , and the annual grants by Grand Lodge and Supreme Grand Chapter which together furnish £ 1750 , the total permanent income on which the Institution relies to meet its obligations
being from £ 6000 to £ 6500 , or about one third part of its annual outlay . This leaves a deficit of fully £ 13 , 000 towards 'he obtaining of which we depend almost wholly on the amount ° f Donations and Subscriptions raised by the Festival Stewards .
'"it this by no means represents the full measure of what is needed on this , particular occasion . Last year , as we have pointed out in previous issues , the Festival receipts were not greatl y in excess of £ 9700 or about one half of the total sum
required for the year , and had it not been that the sum of £ 2000 Y > ted in 18 97 by Grand Lodge as a special grant in commemoration of the QUEEN ' Diamond Jubilee was paid over to the nstitution last year , the income would have fallen short
0 [ the expenditure by upwards of £ 4000 . There is , 'erefore , a diminution of about £ 2500 to be made good m res pect of 18 98 in addition to the £ 13 , 000 and upwards Which is required for the service of the current year .

In other words , in order to restore the average as far as possible to what has been necessarily raided for some years past , the amount that should . be subscribed on the 22 nd instant , should approximate very closely to £ 16 , 000 .
Whether or no it will be possible for . the Stewards to accomplish this is the question which is now exercising the minds of the brethren , and we are glad to say that , as far as the number of those who have volunteered their help is concerned , the
outlook is by no means unfavourable . On Tuesday , the 31 st ult ., the Board which has undertaken to support Lord LLANGATTOCK as Chairman numbered between 330 and 340 ladies and brethren , and there is every likelihood that between now and
the appointed day this number will be still further enlarged ; and if the Board , when completed , is not quite equal in point of strength to that of 1 S 97 , when H . R . H . the Duke of Co . v . VAUGHT occupied the chair , there is reason to hope that it will not fall
very far short of the number that gave their services on that occasion . At all events , in this particular respect , the outlook , as we have said , is not unpromising , and if anything like the
list average then obtained is repeated at the approaching Festival , the Chairman , the Stewards , and Bro . TERRY will have good reason to be satisfied with the work they will have accomplished .
We appeal , therefore , most earnestly to those lodges and brethren who are as yet unrepresented to lose no time in tendering their services on behalf of our "Old People . " Let them bear in mind , in addition to the particulars we have been at the
pains of bringing to their notice , that for the annual election in May next there are at the present time as many as 126 candidates , of whom 56 are for the Male Fund and 70 for the Widows' Fund , and that up to the present time there are
vacancies on the establishment ( or only 12 men and 12 widows To these must be added the three deferred annuities on each Fund , for which a corresponding number of those on the lists will be returned . Thus , as matters now stand , provision is
only possible for 30—15 on each Fund , out of the 1 L 6 who have been adjudged worthy to receive the benefits dispensed b y the Institution . No doubt other annuities will fall vacant between now and the third Friday in May , when the election takes place , but
under the most favourable circumstances we cannot hope to see more than about one-third elected , while the remaining twothirds , that is to say , between So and 90 old men and widows .
will be left to endure all the privations which a state of indigence entails for at least another year . Under these circumstances , we trust that heed will be given to our appeal .
